On December 16, 2021, Meta said it had disabled seven surveillance-for-hire operations that targeted people in more than 100 countries. The company said it alerted around 50,000 people it believed had been targeted. That figure is not a count of confirmed account takeovers or device infections: the activity ranged from profiling and social engineering to phishing and attempted exploitation.

Which seven operations did Meta take down?

Meta named six firms and one unidentified China-based entity in its December 2021 threat report. The account figures below are approximate numbers of platform accounts Meta linked to each operation and removed; they are not counts of victims.

Adding Meta’s rounded figures gives about 1,500 linked platform accounts across the seven operations. That is an arithmetic total, not a separately published Meta statistic, and it should not be confused with the around 50,000 people Meta said it alerted.

How did the groups target people?

Meta described a three-stage surveillance chain. The sequence helps explain why “hacking for hire” did not mean every target was infected with malware: an operation could gather intelligence or try to win a target’s trust before attempting a technical compromise.

1. Reconnaissance: profile a target

Operators silently collected public information to identify people, map their interests and prepare for contact. Large-scale scraping can make public details easier to combine into a profile, even when no private account has been accessed.

2. Engagement: establish contact or prompt a response

Fake or tailored personas were used to approach targets, build trust, solicit information or persuade someone to click a link. This social-engineering stage could be consequential even without a successful device exploit.

3. Exploitation: steal credentials or compromise a device

Meta said operators used phishing domains, malicious links and malware in attempts to obtain login credentials or compromise devices. Its report calls this final stage “hacking for hire.”

Who was targeted, and where did the operations work?

The firms said they focused on criminals and terrorists, but Meta said its investigation found broader, indiscriminate targeting. The people included journalists, dissidents, critics of authoritarian regimes, opposition figures and their families, human-rights activists, politicians, lawyers, doctors, business executives and clergy.

Meta described the operations as based in Israel, India, North Macedonia and China, with customers operating across borders. Its public account gives an overall picture rather than a complete per-company breakdown of locations, customers or techniques. The more-than-100-country figure describes the scope of targeting, not the number of countries in which the firms were based.

What did Meta do, and what did the 50,000 figure mean?

Meta said it banned the entities from its services, blocked related infrastructure and sent cease-and-desist warnings. It also alerted around 50,000 people it believed had been targeted so they could take steps to secure their accounts. Meta shared findings with researchers, other platforms and policymakers.

The alert count is a measure of people Meta believed were targeted, not proof that every person’s account was accessed or device infected. The approximately 1,500 removed platform accounts are a separate measure of accounts Meta linked to the operations.

How did the surveillance-for-hire market evolve after 2021?

In a December 2022 follow-up, Meta said the industry continued to grow and target journalists, activists, litigants and political opposition. The report described vendors testing fake accounts, scraping information at scale, using legitimate marketing tools to deliver phishing links and working across platforms.

Meta cited CyberRoot Risk Advisory Private, an Indian firm whose phishing campaigns spoofed Gmail, Zoom, Facebook, Dropbox, Yahoo, OneDrive and corporate email domains. This follow-up illustrates how targeting could rely on familiar services and ordinary-looking contact methods, not only custom malware or activity confined to one social network.

What should you do after a suspected phishing attempt?

If you entered a password after following a link, treat that password as exposed. If you only received a suspicious message and did not interact with it, report or delete it and remain alert for follow-up contact. For a suspected account compromise, prioritize these steps:

  1. Open the service directly. Use its app or type its known address yourself rather than returning through the message link. Review account security or login settings for unfamiliar sessions, devices, recovery details or connected apps.
  2. Change the affected password. Choose a new, unique password. Change it anywhere else you reused it, starting with email accounts that can be used to reset other passwords.
  3. End unfamiliar sessions and remove unknown access. Sign out devices you do not recognize and revoke suspicious connected apps or permissions where the service provides those controls.
  4. Turn on multifactor authentication. Use an authenticator app, security key or another method offered by the service. Store recovery codes somewhere safe and offline if the service provides them.
  5. Secure the device if you opened or installed something suspicious. Remove untrusted downloads or apps, update the operating system and browser, and run the device’s built-in security scan or a reputable security tool. If you suspect persistent spyware, seek qualified help before using that device for sensitive accounts.
  6. Report the incident and watch for follow-up attempts. Use the service’s in-app phishing or compromised-account reporting route. Be wary of anyone who contacts you unexpectedly claiming they can recover an account or investigate an attack.

If you did not enter credentials or install anything, an attempted phishing message alone does not establish that your account or device was compromised. Still, avoid the link and report the message through the relevant service.
