The surest way to avoid cannabis-related risks is not to use it. If you choose to use cannabis, lower your risk by limiting THC, using less and less often, waiting for effects before taking more, and avoiding alcohol or other drugs.
Why cannabis can cause anxiety
People respond differently to cannabis. THC’s effects on anxiety and mood can vary with dose: Health Canada describes a dose-dependent, biphasic effect, in which lower doses may have anti-anxiety or mood-elevating effects, while higher doses can cause anxiety and lower mood. That does not mean cannabis is a reliable anxiety treatment or that a low dose will feel calming. The CDC notes that cannabis can cause disorientation and unpleasant feelings of anxiety and paranoia (CDC, Cannabis and Mental Health; Health Canada, For health care professionals: Cannabis and cannabinoids).
Health Canada also reports associations between chronic, heavy use of THC-predominant cannabis and anxiety, depressive, and bipolar disorders. These are associations, not proof that cannabis causes every anxiety disorder or that every user will develop one.
Choose a lower-THC approach and avoid taking more too soon
Health Canada’s lower-risk guidance recommends choosing products with low THC and a higher CBD:THC ratio. It also advises starting with a low amount of THC and waiting to feel the effects before consuming more. The specific amounts and wait times below come from Canadian guidance; they are not universal thresholds or guarantees of safety (Health Canada, Cannabis: lower your risks).

Edibles avoid inhalation-related risks, but their delayed effects can make it easier to take a higher dose than intended. Smoking and vaping are not risk-free; the guidance above is about reducing risk, not making either route safe.
Use less often, and avoid combining substances
- Avoid daily or near-daily cannabis use. Health Canada advises that frequent or intensive use raises concern, and its lower-risk guidance recommends limiting frequency.
- Do not combine cannabis with alcohol or other drugs. Combining substances can make effects less predictable.
- Avoid synthetic cannabinoids such as K2 or Spice; they are not the same as cannabis and are specifically excluded by the lower-risk guidance.
Health Canada says people may be more likely to recover from long-term anxiety and depression if they reduce or stop cannabis use (Health Canada, Cannabis and mental health).

Consider personal vulnerability before using
Health Canada advises avoiding cannabis if you have a personal or family history of mental-health disorders. Individual vulnerability matters alongside dose, potency, route, and frequency. If anxiety or other mental-health symptoms are a concern, discuss cannabis use with a health professional rather than relying on cannabis or CBD as treatment.
Does CBD prevent cannabis-related anxiety?
No reliable safeguard is established. Choosing a product with a higher CBD:THC ratio is part of Health Canada’s harm-reduction advice about product composition, but it does not show that CBD reliably prevents anxiety. Health Canada’s professional information says clinical evidence for CBD’s anxiety-reducing effects is limited and that it remains uncertain whether the relatively low CBD concentrations commonly found in THC-predominant cannabis reduce anxiety in real-world settings. Do not treat CBD oils, supplements, or a CBD-heavy cannabis product as a proven way to prevent panic (Health Canada, For health care professionals: Cannabis and cannabinoids).

When avoiding cannabis is the better choice
If you want to eliminate cannabis-related anxiety risk, abstaining is the most effective option. The official Canadian lower-risk guidelines state: “The most effective way to avoid the risks of cannabis use is to abstain from use” (Canada’s lower-risk cannabis use guidelines).
