USDS, USDC, and USDT all aim to stay worth one U.S. dollar, but they rely on different backing and control systems. USDC and USDT are issued by centralized organizations and describe reserves made up largely of cash or liquid financial assets. USDS is backed by collateral managed through the Sky Protocol and governed by SKY holders. Those differences change the risks to examine; none of the available evidence establishes one token as universally safest or guarantees that every holder can redeem at par immediately.

How the three stablecoins compare

This is a comparison of source descriptions, not equivalent legal rights or a like-for-like safety rating. Reserve figures, governance statistics, and assurance dates below refer to specific reporting periods.

What backs USDS, USDC, and USDT?

USDS: collateral managed through a protocol

Sky’s June 12, 2026 USDS explainer describes it as the Sky Protocol’s native stablecoin. It lists collateral categories that include other stablecoins, onchain and over-the-counter crypto lending, short-duration Treasury bills, AAA corporate debt, and other approved structures. That is a mix of assets and exposures, rather than a simple cash-reserve model; the precise mix can change as protocol decisions and collateral positions change.

The explainer also describes a Peg Stability Module designed to support 1:1 conversion. That protocol feature is not proof that every holder has an unconditional right to redeem directly for dollars, or that the market price will always equal one dollar. The page’s collateral dashboard snapshot is dated June 12, 2026, so it should not be treated as an October allocation or a current independent reserve verification.

USDC: cash and cash-equivalent reserves

Circle’s transparency page describes USDC reserves as cash and cash equivalents. Circle says most reserves are held in the Circle Reserve Fund (USDXX), an SEC-registered 2a-7 government money market fund that may hold cash, short-dated U.S. Treasuries, and overnight Treasury repurchase agreements; the remainder is held as cash at banks.

Circle reported $74.1 billion of USDC in circulation and $74.3 billion in total reserves as of October 5, 2026. Those are Circle’s dated figures, not a promise of immediate access to cash for every token holder. Circle says reserve holdings are disclosed weekly and that a Big Four accounting firm provides monthly third-party assurance under AICPA attestation standards. The scope and date of the linked reserve report matter when interpreting what that assurance covers.

USDT: Tether’s reported liquid-asset reserves

In its July 31, 2026 Q2 2026 release, Tether said BDO prepared an attestation concerning assets backing USD₮ as of June 30, 2026. Tether reported total assets of $187,751,426,411 and total liabilities of $183,641,897,215, of which $183,622,105,630 related to digital tokens issued. It reported assets exceeding liabilities by $4,109,529,196.

Tether described its reserves as centered on short-duration liquid assets and said most remained in U.S. government-backed instruments and short-term liquidity facilities. The figures and characterization are from Tether’s release and its attestation process; the release is not a full financial-statement audit. A reported excess of assets over liabilities does not establish that every holder could redeem immediately during market stress.

Who governs each token?

USDS: token-holder governance, with concentrated delegation

SKY holders govern the Sky Protocol, according to the Sky explainer. Governance can affect protocol parameters, so holders’ influence matters to the operation of the system that supports USDS. But a token-based governance model does not mean voting power is evenly distributed.

A Sky-related SEC-filed exhibit reports that, as of October 2, 2026, six Ranked Delegates collectively held approximately 97.4% of delegated voting power; the two largest held approximately 64.4%. The exhibit also says a small number of holders control a substantial portion of SKY supply. These figures describe delegated voting power and token concentration, not the percentage of USDS collateral controlled by those delegates.

USDC and USDT: centralized issuer decisions

Circle and Tether make issuer and operating decisions for their respective tokens. This puts users’ confidence partly on the organizations’ reserve management, operations, policies, and ability to meet applicable obligations. It is a different control model from protocol governance: token holders do not collectively set the issuers’ operating policies through an onchain voting process.

What can go wrong?

USDS: collateral, code, and governance pathways

USDS may lose its peg through market pressure, reduced confidence, or protocol problems. Sky’s risk disclosure identifies smart-contract, market, price and slippage, and real-world-asset risks. For collateral represented or managed offchain, relevant exposures include third-party custodians, regulation, and liquidity. Lending positions and other crypto collateral can also be exposed to price changes and liquidation processes; oracle failures, contract vulnerabilities, or changes in governance decisions can affect how the protocol responds.

The SEC-filed exhibit describes a May 2025 exploit at a third-party vault involving sUSDS, with about $43,000 lost at that vault before safeguards paused it. It also describes an April 2026 precautionary pause of a bridge integration after an unrelated third-party exploit. The filing says neither event affected Sky Protocol contracts or USDS collateralization; they are examples of vault and integration risks, not evidence of direct losses from USDS reserves.

USDC and USDT: issuer, reserve, and access pathways

With centralized issuers, risks include reserve assets or banking and custody arrangements becoming less accessible, operational or regulatory constraints, and difficulties accessing redemption. A reserve statement or assurance engagement provides information about specified assets and dates; it does not by itself settle every question about asset segregation, legal priority, bankruptcy treatment, or a particular holder’s redemption rights. The available sources do not establish equivalent eligibility or legal claims for every holder of all three tokens.

Risks shared across all three

  • A peg is not a guarantee. A target price or stated conversion mechanism does not ensure that a token trades at one dollar at every venue or can be converted instantly by every holder.
  • Venue and network matter. The token available on a particular chain, exchange, wallet, or bridge may have different liquidity and integration risks. Confirm the exact asset and network before transferring.
  • Stablecoins are not insured bank deposits. Circle cautions that digital assets can cause significant losses, are not typically legal tender, do not receive the same protections as conventional financial products, and are not covered by deposit protection insurance.

How to choose for your use case

Start with the action you need to perform, rather than treating a dollar peg as a complete risk assessment. Compare the evidence and access available to you for the specific chain, platform, and jurisdiction involved.

  1. Check your route in and out. Identify whether you will buy, hold, transfer, or redeem through an exchange, issuer, protocol, or other intermediary. Do not assume direct issuer redemption is available to every retail holder.
  2. Read the latest reserve evidence. Check its date, what assets it covers, who prepared it, and whether it is an attestation, assurance engagement, or audit. These terms are not interchangeable.
  3. Match the risk model to your tolerance. USDS adds protocol collateral, smart-contract, liquidation, oracle, and governance considerations. USDC and USDT rely on centralized issuers and their reserve and operating arrangements.
  4. Verify the exact token and network. Check chain support and liquidity at the destination, and be alert to bridged or similarly named assets that are not the same token representation.
  5. Limit exposure to what you can afford to lose. Stablecoin balances can face market, operational, legal, and access risks; do not treat them as insured cash or a guaranteed source of liquidity.

Does USDS savings yield come from holding USDS?

No. Sky’s risk disclosure discusses a variable savings rate associated with use of the savings contract. It should not be presented as an intrinsic yield paid by simply holding USDS, and the rate is variable and governed.
