Choose a provider only after confirming that its legal route covers your export, your corridor and currencies are supported, and your AD bank can reconcile the proceeds with the export records. Then compare the net amount you will receive—not just the advertised transfer fee—using written quotes for the same transaction.

What should you compare?

Assess every shortlisted provider against the same export scenario: the same product or service, buyer country, payment amount, buyer payment currency and intended settlement currency. The answers should be specific to your transaction, not just the provider’s general capabilities.

Total cost For the quoted transaction, what are the collection fee, exchange rate and markup, intermediary deductions, receiving-bank fees, taxes, withdrawal fees and account charges? The lowest advertised transfer fee may not produce the highest net receipt.
Currency and settlement What currency will the buyer pay, what currency will be credited, where will the funds arrive, and which event starts the settlement clock? Permitted receipt methods and currency treatment depend on applicable RBI directions and the transaction route.
Export records and bank coordination Which AD bank handles the export records? Who supplies remittance details, and who follows up if a receipt cannot be matched to an export entry? The AD bank handling export documents has a role in export-related FEMA compliance; the data path can vary by arrangement.
Exceptions and support Who handles a return, refund, chargeback, missing remittance details or beneficiary mismatch, and what documents will they provide? These issues can affect both access to funds and the ability to reconcile an export receipt.

How to compare the real cost

Request like-for-like written quotes

Ask each provider to quote the same amount, buyer currency, destination and settlement currency. Request the date and validity period of the quote, the exchange rate used, any markup, every fee or deduction, and the amount expected to reach your chosen account. A fee quoted without the exchange-rate treatment is not enough to compare offers.

Calculate the net receipt

Compare the expected amount credited after conversion and charges, including any intermediary or receiving-bank deductions that are not included in the provider’s quote. If the provider cannot identify a possible deduction in advance, ask who can confirm it and whether the final amount may differ from the estimate. Do not treat an illustrative quote as a guarantee of the credited amount.

Separate price from timing

Ask what event starts the settlement estimate—for example, the buyer’s payment, the provider’s receipt of cleared funds or completion of a review—and whether the estimate includes onward transfer to your bank. Request the provider’s stated handling of delays and exceptions. No comparable provider fee schedules or settlement performance figures are established here, so a cheapest or fastest-provider ranking would not be reliable.

How does the legal route affect your choice?

Understand the PA-CB framework

The RBI’s October 31, 2023 circular brings entities facilitating online cross-border payments for permissible exports and imports within the PA-CB framework. It sets out separate categories for export-only, import-only and combined activity, with requirements concerning accounts, merchant due diligence and settlement. The circular says AD Category-I banks do not need separate RBI approval for PA-CB activity; non-bank aggregators are subject to authorisation requirements. Verify a provider’s current status and relevant activity category rather than relying on its marketing description or an older announcement.

The requirements are not interchangeable across every provider or route. For example, the circular specifies an Export Collection Account with an AD Category-I scheduled commercial bank for export-only PA-CBs, in INR and/or foreign currency, alongside conditions for onboarding merchants and settling funds. Read the applicable requirements with the provider and your AD bank; do not assume every service uses the same account structure.

Check the receipt currency and route

The FEMA (Manner of Receipt and Payment) Regulations, 2016 describe receipt in freely convertible currencies, certain rupee receipts and other modes permitted under RBI directions. The regulations also say that export receipts should be in a currency appropriate to the final destination stated in the export declaration, irrespective of the buyer’s residence, subject to RBI directions. This does not mean one settlement currency is mandatory for every exporter. Ask how the proposed buyer-to-provider-to-bank route fits your transaction and applicable directions.

Confirm the realization and repatriation timeline

The text surfaced for RBI’s Export of Goods and Services Master Direction states a general nine-month period for realization and repatriation of export proceeds until further notice, and describes a separate fifteen-month period for goods exported to a warehouse abroad. That text was available through a non-RBI mirror, not an RBI-hosted page; check the latest RBI-hosted direction, amendments, export type and any applicable extension before relying on either period. Ask your AD bank how the applicable deadline is tracked for your export.

How should the provider work with your AD bank?

Your payment route must produce information that lets the exporter’s bank connect a receipt to the relevant export records. RBI identifies the AD bank handling export documents as responsible for export-related FEMA compliance. Before selecting a provider, explain the proposed route to that bank and ask what information it needs, how it receives that information, and what process applies to an unmatched entry.

RBI’s FAQ describes an SNRR-account arrangement in which the remitting bank provides details such as beneficiary and account identity, purpose, currency and amount to support the Indian exporter bank’s EDPMS closure. That is an arrangement-specific example, not a promise that all providers or payment routes follow the same workflow. Get the process confirmed for your own account and route.

What should you verify before choosing?

  1. Describe your transaction. Record the goods or services, buyer country, buyer type, expected payment amount and frequency, and the currencies in which the buyer can pay and you want to receive funds.
  2. Confirm route eligibility. Ask the provider which legal entity and route will handle the payment, whether the activity is export-only or another PA-CB category, and whether that route accepts your specific export. Verify its current status rather than relying on an announcement or an old claim.
  3. Check the route with your AD bank. Confirm the expected settlement destination, required remittance information and process for matching the receipt to your export records. Ask who will resolve missing or mismatched information.
  4. Collect comparable quotes. Give each provider the same scenario and ask for the expected net receipt, conversion rate and markup, all fees and deductions, quote date and validity, and the settlement estimate’s starting point.
  5. Test exception handling on paper. Ask who handles refunds, returns, chargebacks, beneficiary mismatches and delayed transfers, what evidence is supplied, and how the provider communicates status to you and your bank.
  6. Choose on the whole route. Weigh eligibility, recordkeeping, support, timing and net proceeds together. Keep the dated quote and written answers so you can compare later transactions against the terms actually offered.

How should you treat provider announcements?

Payoneer India’s January 22, 2026 company release reported that it had received in-principle RBI authorisation to operate as a PA-CB for inward and outward transactions. The release described broader product expansion as a future capability. An in-principle authorisation report is not independent confirmation of final authorisation, live availability for a particular export, supported corridors or current fees. Confirm those points directly with the provider and, where relevant, your AD bank.
