What is the $16 billion Kenya refinery project?
The project is a proposed refinery and petrochemical complex in Lamu County on Kenya’s coast, developed by Dangote Petroleum Refinery and Petrochemicals FZE. Associated Press reported a $16 billion project cost and a groundbreaking on September 30, 2026. The planned capacity is 700,000 barrels per day, according to Honeywell and Associated Press.
At the groundbreaking, Aliko Dangote said, “Africa must industrialize Africa,” as reported by the Associated Press. The project’s proponents present it as a way to expand refining capacity and support regional energy security; the available reporting does not establish that it will eliminate imports or lower fuel prices.
What will Honeywell do for the refinery?
Honeywell’s September 30, 2026 announcement confirms its selection by Dangote to provide process technologies, licensing, engineering services, proprietary catalysts, equipment and digital solutions. Honeywell estimates its Kenya project scope at approximately $300 million. That is its estimated package value, not the total project cost.

The planned product slate includes gasoline, diesel, jet fuel and polypropylene. Honeywell says the design is intended to process a broad range of crude oils, from light to heavy grades, with feedstock potentially sourced from multiple regions.
Honeywell says its work will draw on designs developed for Dangote’s Lekki refinery in Nigeria. The company estimates that reusing these established designs could reduce the development schedule by nearly two years compared with typical new facilities. That is Honeywell’s projection, not a verified construction result. Honeywell Technologies UOP President Rajesh Gattupalli said the designs could “help significantly reduce time-to-market,” according to the company’s announcement.

What is Engineers India’s role?
Secondary reports say Engineers India Limited won a contract worth more than $450 million to serve as project-management and EPCM consultant for the planned refinery and petrochemical plant. EPCM consultants provide engineering, procurement and construction-management services; the reported role is distinct from Honeywell’s process technology and equipment package. The Economic Times reported the contract value and role. The available reporting does not include a primary EIL announcement confirming those details.
In a statement quoted by Rigzone, EIL said the completed project would be critical to strengthening fuel production in East Africa, reducing reliance on imports and supporting regional energy security. These are anticipated benefits expressed by the company, not outcomes established by the reports.

The Associated Press reported an expectation of completion 40 months after the September 30, 2026 groundbreaking. This is a projected schedule, not a confirmed commissioning date. The same report covered the groundbreaking; it does not establish subsequent construction progress.

What concerns and uncertainties surround the project?
At the time of its September 30, 2026 report, the Associated Press said residents claiming ownership of land had filed a lawsuit, with resolution pending. It also reported protests over compensation and environmental activists’ concerns about effects on the marine ecosystem. These are reported claims and concerns, not adjudicated findings.
