Usually, you do not need an FAA remote pilot certificate to fly a small FPV drone if the flight qualifies under the recreational exception—but you do need to pass TRUST and follow the recreational rules. A drone’s weight does not decide whether a certificate is required. It affects registration: the FAA’s exemption for drones weighing 0.55 pounds (250 grams) or less applies only to qualifying recreational flights. Under Part 107, each drone must be registered, and FPV requires a visual observer.

This answer covers U.S. rules. Other countries have different requirements.

First decide which FAA operating rules apply

The FAA provides two main pathways for small drone flights: the recreational exception and Part 107. Decide which applies to the operation before considering the drone’s size. Being unpaid does not, by itself, establish that a flight qualifies as recreational; the operation must meet the recreational exception’s conditions.

Test or training Pass the Recreational UAS Safety Test (TRUST) and carry proof while flying. The FAA describes an aeronautical knowledge test route or a qualifying Part 61 route.
Registration A drone weighing 0.55 pounds (250 grams) or less is exempt only when flown under the recreational exception; heavier drones must be registered. Each drone operated under Part 107 must be registered, including one weighing 250 grams or less.
FPV visual requirement Maintain visual line of sight, or use an observer who is co-located and in direct communication with the pilot. Use a visual observer who keeps the drone within unaided sight.
Remote ID Applies when registration is required or the drone is registered, subject to applicable exceptions. Generally applies because Part 107 drones must be registered, subject to applicable exceptions.

What TRUST requires for recreational FPV

TRUST is the FAA’s Recreational UAS Safety Test. Recreational flyers must pass it and have proof of completion with them when operating. Passing TRUST does not replace the need to meet the other conditions of the recreational exception, including the visual-line-of-sight rule.

With FPV goggles, the pilot cannot rely on the camera view alone to satisfy that rule. The recreational guidance allows an observer who is co-located with the pilot and in direct communication with them. Review the FAA’s current recreational flyer requirements for the full set of conditions.

Why a sub-250-gram drone is not a general exemption

The 250-gram threshold concerns registration, not a blanket license or operating-rules exemption. Under the FAA’s drone registration guidance, a drone at or below 0.55 pounds (250 grams) is exempt from registration only when flown under the recreational exception. Part 107 operations require registration regardless of that threshold.

FAA registration guidance lists a $5 fee and three-year validity. The recreational exception registration covers the owner’s inventory, while Part 107 registration is per drone. Because administrative details can change, confirm the current fee and process on the FAA registration page.

FPV under Part 107 requires a visual observer

A Part 107 certificate does not let a pilot fly solely by watching goggles. The FAA states: “If you use First Person View or similar technology, you must have a visual observer always keep your drone within unaided sight (for example, no binoculars).” The observer must keep the aircraft in unaided sight throughout the flight. Check registration and Remote ID separately

The FAA says drones that are required to be registered, or that are registered, must comply with Remote ID, including registered recreational aircraft. The FAA describes exceptions, including operations within a Federally Recognized Identification Area (FRIA). Do not assume that weight alone tells you whether Remote ID applies, or that a drone over 250 grams must use an external module; the applicable compliance method and exceptions matter. Check the airspace at the planned location

TRUST, a Part 107 certificate, and a small drone do not automatically authorize flight at every location. Controlled or restricted airspace and other location-specific limits may apply. Check the FAA’s current airspace guidance and applicable tools before flying.

Quick decision path

  1. Determine the operating category. If the flight meets the recreational exception’s conditions, follow that pathway. Otherwise, assess it under Part 107; do not decide based only on whether you are paid.
  2. For a qualifying recreational flight, pass TRUST, carry proof, follow the recreational operating rules, and check whether the drone needs registration based on its weight.
  3. For a Part 107 flight, ensure the pilot has a remote pilot certificate or is directly supervised by a certificate holder, and register each drone used.
  4. For either FPV pathway, meet its visual-line-of-sight requirement and check the location’s airspace and restrictions before launch.
  5. Check Remote ID. If the drone is registered or required to be registered, follow the applicable Remote ID requirement or confirm that an exception applies.
