Start by recording repeatable frame-rate and frame-time data, then check the driver and the game’s known issues before changing one setting at a time. The right next step depends on the game, driver, Windows version, CPU, display setup, temperatures, and the pattern of the stutter.
Measure the problem before changing settings
Choose a repeatable scene, such as the same save point, replay, or built-in benchmark. Record the game, scene, graphics settings, resolution, display refresh rate, driver version, average FPS, and whether frame delivery feels smooth or uneven. Note the operating system, CPU, and GPU temperatures as well; those details help distinguish a game-specific issue from a broader system problem.
AMD Software: Adrenalin Edition includes Game Advisor, which can report average frame rate, 95th-percentile frame time, a frame-time graph, and recommendations for selected games. AMD describes the 95th-percentile figure as the longest time taken to process a single frame. After a new installation or a reset of game statistics or factory settings, AMD advises playing for at least 180 seconds so Game Advisor can gather performance information. Use the graph and measurements as diagnostic clues, not proof of a particular cause. If you change a setting, repeat the same scene and compare the new result with your original record.

Check the driver and the affected game’s release notes
Confirm the installed driver version, then compare it with the RX 9070 XT support page. AMD’s Windows listings accessed on October 7, 2026 showed Adrenalin 26.8.1 WHQL Recommended, dated August 20, 2026, and 26.9.2 WHQL Optional, dated September 29, 2026. These listings can change; check AMD’s live page rather than relying on those dates as current indefinitely. AMD also offers Auto-Detect and Install there.
Do not assume the newest optional driver will fix a particular game. Read the release notes for the exact driver and look for the game, GPU family, operating system, and feature involved. AMD release notes document specific examples, not diagnoses for every PC:
- Adrenalin 25.6.2 lists lower-than-expected performance in Warhammer 40,000: Darktide on Radeon RX 9070 series products. See AMD’s 25.6.2 release notes.
- Adrenalin 25.3.2 lists lower-than-expected performance in Assetto Corsa Competizione on RX 9000 products. It also notes a SteamVR memory-leak crash on some RX 9000 products and recommends turning off Motion Smoothing for that issue. See AMD’s 25.3.2 release notes.
- Adrenalin 26.8.1 notes that Smart Access Memory may become disabled after driver installation on Windows 10. Check this only if the operating system and symptom match. See AMD’s 26.8.1 release notes.
- Adrenalin 25.3.2 also notes that Windows Update may overwrite the installed driver with an older version on RX 9000 products. If the driver seems to have changed unexpectedly, verify the version actually installed.
If you are downgrading, AMD’s 26.8.1 notes recommend using the AMD Cleanup Utility. That is guidance for a downgrade scenario, not a requirement for every routine driver update.

Change game and Radeon settings one at a time
First compare a problematic scene with the game’s graphics settings unchanged. If you test a game setting or Radeon feature, change just one item and rerun the same scene. This helps you identify which change coincided with a measurable difference instead of losing track of several simultaneous adjustments.

Check Smart Access Memory when the system supports it
AMD says Smart Access Memory (SAM) may improve performance in certain situations, and its documentation says SAM is automatically enabled during driver installation on compatible systems. It is not a guaranteed FPS gain. If your platform is compatible, check whether it is enabled rather than treating it as a universal fix. AMD’s Radeon tuning documentation describes SAM and other tuning options.
Be cautious with tuning presets and manual adjustments
AMD’s tuning documentation covers GPU, VRAM, fan, and power tuning, as well as per-game profiles. It identifies Quiet, Balanced, and Rage presets for supported hardware. Tuning and fan changes can affect power, clocks, or fan behavior, so make one adjustment at a time and compare the same measurement before and after. Avoid starting with manual overclocking or voltage changes as a blanket remedy for stutter. The support article’s screenshots and steps are based on older Adrenalin software and an RX 7900 XTX, so labels and screens may differ on your system.

Verify the power supply specification without assuming it is the cause
AMD lists 304 W typical board power and recommends a minimum 750 W PSU for the RX 9070 XT on its product and support page. Treat this as a system compatibility check: compare the recommendation with the installed PSU and the complete system. The specification alone does not show that the PSU is causing low FPS or stuttering, so it is not a reason by itself to buy a replacement.
Use the symptom pattern to choose the next check
- One game is affected: Check that game’s release notes and compare its settings or scene consistently. A documented issue in one title applies only when your game and configuration match the listed context.
- The driver version changed or seems wrong: Verify the installed version against AMD’s RX 9070 XT page and check whether Windows Update may have replaced it.
- Frame delivery varies during a repeatable scene: Compare the frame-time graph and the same scene before and after a single settings change. Average FPS alone may not show uneven frame delivery.
- You are considering tuning changes: Record the baseline, make one supported adjustment, and measure again. Do not treat a preset or SAM as a promised fix.
- You cannot identify a matching release-note issue: Keep the measurements and system details together. The available specifications and release notes cannot diagnose an unspecified PC on their own.
For a more specific diagnosis, the useful details are the affected game and scene, Windows version, CPU, resolution and refresh rate, driver version, temperatures, and repeatable FPS and frame-time measurements.
