For open-world games with believable NPCs, start by deciding what “lived in” means to you: people following daily routines, reacting to your actions, or conveying a convincing social world through their names, jobs, and relationships. Kingdom Come: Deliverance II is the clearest pick here for a large-scale routine simulation; the original Kingdom Come: Deliverance emphasizes routines that can be affected by the player; and Fable focuses on recognizable NPC identities and reputation-driven opinions. There is no standardized cross-game comparison that establishes one universal winner.
What makes an open world feel lived in?
A convincing world is not just a large map or a busy crowd. It helps to separate five qualities that games may combine in different ways:

- Routine depth: Whether characters move between work, meals, home, and leisure instead of mostly remaining in one spot.
- Reactivity: Whether they respond to the player’s conduct, reputation, or unexpected events.
- Persistence: Whether activity is represented when the player is elsewhere, or whether detailed simulation mainly happens nearby.
- Population and density: How many characters are represented and how concentrated they are. A high count alone does not prove that characters are believable.
- Social and historical grounding: Whether people’s roles, traits, relationships, work, and setting help explain their behavior.
These are useful ways to compare design goals, not a formal industry rating system. Developer descriptions can establish what a studio says its systems are designed to do, but they are not standardized independent tests across games.
Which games stand out for believable NPCs?
Kingdom Come: Deliverance II: routines at large scale
Warhorse Studios’ GDC Vault session description says the sequel has nearly 2,400 NPCs on its map, with around half concentrated in one city. The presentation also discusses techniques for adjusting simulation detail to manage frame time and memory. That makes the game a strong example of routine simulation at scale, but the figure is Warhorse’s presentation claim, not an independent census, and it does not mean every NPC receives the same level of simulation at all times. Kingdom Come: Deliverance: routines the player can affect
For the original game, CRYENGINE’s official showcase describes each character as having a daily routine that can be affected by the player. It also presents a world of a sprawling city, forests, and dozens of villages and hamlets. Fable: visible identity and reputation
Fable offers a different kind of social legibility. In an Xbox Wire interview, game director and general manager Ralph Fulton describes NPCs as having names, roles, and personality traits. Their opinions can include liking, disliking, fearing, or being attracted to the player, and can reflect reputations the player has earned. If you care most about characters who seem socially distinct and respond to who you are, rather than simply following a timetable, this is the relevant design angle. Read the Xbox Wire interview.
Why a big crowd is not the same as a living simulation
NPC counts describe population, not what each character does when the player is near or far away. The GDC description for Kingdom Come: Deliverance II discusses AI level-of-detail techniques intended to keep frame times and memory manageable while supporting its large population. A world can therefore show many people without running every behavior in full detail continuously.

This is a broader design trade-off. A 2014 academic paper on AI for large open virtual worlds discusses the authoring effort involved in creating many behaviors, the need for tools and debugging support, and the difficulty of making animation, speech, and behavior transition smoothly. It also compares approaches that simulate nearby characters with approaches that aim for more continuous world simulation. Schedules can add life—and expose design problems
In the same Xbox Wire interview, Fulton describes a development issue in Fable: some NPCs were assigned jobs too far from home, leaving too little time to commute before the schedule sent them back to bed. It is a practical reminder that routines are not automatically convincing; travel time, working hours, and the transition between activities have to fit together.

Choose by the kind of believability you want

These are distinctions in the cited descriptions, not scores from a common test. The best match depends on whether you want to watch people go about their day, see them react to your choices, or feel that the town’s social roles make sense.

NPC behavior feels more meaningful when it fits the place around it. Warhorse lead scripter Martin Ziegler said of Kuttenberg in Kingdom Come: Deliverance II: “I’m really happy with how we portray Kuttenberg in Kingdom Come: Deliverance II, especially with how deeply researched it is—and consequently, how it feels like a real, lived-in city.” The comment is Ziegler’s assessment in an Epic Games Store interview, not a comparative verdict.
