Microsoft says Copilot+ PC semantic-index data stays on the device (or local Cloud PC storage on supported Windows 365 devices) and is not stored by Microsoft or used to train AI models. But Windows Search can also show Bing web results and content from connected cloud accounts; Bing collects web-search terms and associated information. Recall and Copilot PC insights are separate features with their own data handling.
What happens to files in a Copilot+ PC semantic index?
On Copilot+ PCs, Windows performs semantic indexing alongside traditional indexing. It can help Search find related content rather than only matching the words in a file—for example, a search for “pasta” may return a document about lasagna. Microsoft says semantic indexing is enabled by default on Copilot+ PCs and supports text files, common Office documents and presentations, spreadsheets, and image files, including .txt, .pdf, .docx, .doc, .rtf, .pptx, .ppt, .xls, .xlsx, .jpg/.jpeg, .png, .gif, .bmp, and .ico. Microsoft’s Search indexing documentation says the semantic index is stored locally on the PC—or in local Cloud PC storage for eligible AI-enabled Windows 365 devices—not stored by Microsoft, and not used to train AI models.
That is Microsoft’s description of where the index is held, not a guarantee that no software can access it: Microsoft cautions that installed apps may be able to read index data. As a general estimate, Microsoft says the index is less than 10% of the size of the indexed files; it notes the share can be higher when there are many very small files (under 4 KB) or code. That figure is an index-size estimate, not a measure of data sent over the internet. Microsoft Support
Limit what Windows indexes
In Windows 11, open Settings > Privacy & security > Searching Windows to customize search locations. Advanced indexing options let you exclude specific locations or file types. For a file type, you can choose to index properties only or properties and content; properties-only indexing keeps the file name searchable but does not index the file’s contents. Can Windows Search send a query or show cloud content?
Yes, depending on the result. Taskbar Search can return results from the device, a personal Microsoft account—including OneDrive and Outlook—a work or school account—including OneDrive for Business, SharePoint, and other Microsoft services—or the web. A cloud item appearing in results is not the same thing as the local semantic index being uploaded. Microsoft documents these as distinct sources of Windows Search results. Windows Search and Privacy
Windows Search web results and search suggestions are powered by Bing. Microsoft says Bing collects the search terms and associated information such as IP address and location, cookie identifiers, date and time, and browser configuration. If you are signed in to Bing with a Microsoft account, activity may appear in the Microsoft privacy dashboard, where you can revisit search terms and clicked results and clear search history. Microsoft’s search-history explanation says deleting history removes it from the Microsoft account, although some copies may remain in backups for a limited time.

Microsoft also says it reduces the use of identifiable data for personalization after 18 months, and describes a move toward retaining authenticated-user data for up to five years to improve products and services, after removing sensitive information and applying privacy safeguards. These are Microsoft’s published descriptions of its practices and may change. Search history storage and maintenance
Control cloud search and account results
In Windows 11, go to Settings > Privacy & security > Search permissions to review Cloud content search and the personal Microsoft-account and work-or-school-account options. Recall is not taskbar Search
Recall is a separate Copilot+ PC feature that saves screen snapshots only if you opt in. Microsoft says snapshots and related data are stored locally; an internet or cloud connection is not required or used to save and analyze them, and snapshots are not shared with Microsoft or third parties. Recall data, including snapshots and associated vector-database information, is encrypted and access is protected through Windows Hello. Microsoft says Recall remains in preview. In Settings > Privacy & security > Recall & snapshots, you can pause or turn off snapshot saving, delete snapshots, and manage retention and storage. Recall filters can exclude chosen apps or websites, and sensitive-information filtering is on by default. Filtering affects what Recall saves; it does not hide a site visit from the website, your ISP, your employer, or another party. Recall does not record audio or save continuous video. Microsoft notes that some diagnostic data may be provided according to Windows privacy settings, and feedback sent about Recall can include screenshots attached by the user. Copilot PC insights has its own permissions
PC insights in the Copilot on Windows app is an opt-in experimental feature, separate from Search. When you ask about your PC or files, Copilot identifies the information it needs and asks permission before accessing system or file data; after approval, Microsoft says it retrieves only the specific data needed. The company says personal files and system information are not stored or used to train models. It separately says prompts and responses may be used to improve the experience, including for model training, depending on Copilot settings. The feature does not access organizational Microsoft 365 data such as work email, Teams chats, calendars, and organization documents. Availability is being gradually rolled out and may vary. - If the result came from a file on the PC: review indexed locations and file-content indexing under Settings > Privacy & security > Searching Windows.
- If it was a web result or suggestion: treat it as a Bing search, review Settings > Privacy & security > Search permissions, and check Bing activity in the Microsoft privacy dashboard if signed in.
- If it came from OneDrive, Outlook, SharePoint, or a work/school service: review the cloud-content and account options under Search permissions.
- If you mean screen snapshots or asking Copilot about local files: check Recall & snapshots settings or the permission and privacy settings for Copilot PC insights, respectively.
Microsoft’s documentation supports a local-storage claim for Copilot+ semantic indexing, not a blanket promise that every Windows Search request, diagnostic event, or optional feedback submission stays on the device across all builds and configurations.
