Some major games arrive on PC after their console launch because the studio finishes a lead version first, needs more time to adapt and optimize other versions, or chooses a staged release for audience and business reasons. It is not a rule: some games are built for a simultaneous PC and console launch, and the explanation depends on the specific game and publisher.
Why can a PC version take longer?
Studios may finish a lead version first
A team can designate one platform version as the “master” or lead build, complete it, and then adapt other versions. In a 2013 interview about Assassin’s Creed IV: Black Flag, Ubisoft lead designer Jean-Sebastien Decant said the team needed to finish the master version before adapting the game for PC, which required extra time for final adjustments. That is an example of one game’s workflow—not evidence of a current Ubisoft-wide policy.
Decant explained the sequence this way: “It all depends on what is the master version,” he said. “If for instance, the [Xbox 360] version was the master version, or the PlayStation 3 version was the master version, then we’d need a little bit more time to adapt it for the PC. But we need to finish that other version first.” GameSpot’s 2013 report provides the context.
PC and console versions can have different technical work
PCs vary in hardware and configuration, so a PC release may need to support a range of systems and performance settings. But it is misleading to assume that every PC version is simply a console build converted afterward: development can start from a different direction, and the difficult work can arise on consoles instead.

CD Projekt Red said it initially planned Cyberpunk 2077 to look “epic” on PC and then adjust it for consoles. The studio later said it had underestimated the work required to handle streaming on older-generation consoles. That account shows how a team’s original plan and its eventual bottlenecks can diverge; it does not establish a universal porting sequence. See the developer’s official update.
Publishers may stagger releases for audience or commercial reasons
A later PC launch can be a deliberate release strategy, not just a technical consequence. In a May 2024 interview reported by GameSpot, PlayStation executive Hermen Hulst described simultaneous PS5 and PC launches for live-service games, while saying the company takes a more strategic approach to PC releases for single-player narrative titles. He said that approach was partly intended to encourage PC players to consider PlayStation for sequels. This describes PlayStation’s stated approach at that time, not a policy shared by every publisher.

Hulst put it this way: “We have a dual approach here. On the live-service side, we are releasing our titles simultaneously, so day-and-date on PlayStation 5 and PC. But with our tentpole titles–our single-player, narrative-driven titles that are the backbone of what PlayStation Studios has delivered in recent years and in our history–we take a more strategic approach,” GameSpot reported.
Rockstar’s console-first history has also been explained in terms of serving its core audience and creating another sales window. Take-Two CEO Strauss Zelnick told GameSpot that “with regard to a release like that you’re judged by serving the core [audience].” He added: “Like really serving the core consumer. If your core consumer isn’t there, if they’re not served first and best, you kind of don’t hit your other consumers.” Those are Zelnick’s stated reasons for Rockstar’s approach, not proof that every delayed PC release is driven by the same commercial calculation.

In a 2026 report, GameSpot also quoted Zelnick estimating that PC could account for 45% to 50% of sales for a big title. That is his estimate, not an industry-wide average. Read the report.
Does PC development always start after consoles?
No. Development can begin early on PC while the team gives the console versions more attention at first, or versions can be developed in parallel. Early work does not necessarily mean equal priority or effort throughout production.

Rockstar Toronto president Kevin Hoare said PC planning for Grand Theft Auto V began early and some work ran alongside console development. The initial focus, however, was largely on PS3 and Xbox 360 before the team moved on to later console and PC work. Hoare described PC preparation that included 64-bit and DirectX 11 support, PC-ready source art, and options to let players scale performance to their systems. PC Gamer’s interview with Hoare illustrates the difference between starting PC work early and giving it equal attention at every stage.

Because release order is a choice shaped by each game’s development plan, resources, and strategy—not a fixed industry sequence. Tekken 8 was planned for a worldwide simultaneous release on consoles and PC. Series creator Katsuhiro Harada contrasted that with earlier development that moved in stages from arcade versions to home-console ports, and said the newer multiplatform approach changed the development and budget required.

Harada said: “But for Tekken 8, we decided to start with a worldwide simultaneous release on consoles and PC.” In the same interview, he said Tekken 7 had sold 12 million copies and that its arcade version cost about 10% of Tekken 8. Those figures provide context for his comments about that series’ development; they are not evidence that sales or budgets explain PC timing across other games. How to understand a specific game’s delay
Look for statements from the studio or publisher about the actual game rather than assuming a single explanation. Useful evidence includes:
- Development sequence: Did the team identify a lead or master platform, or say versions were built in parallel?
- Technical work: Did developers describe particular hardware, optimization, streaming, or performance challenges?
- Release strategy: Did the publisher explicitly explain a staggered launch in terms of audience or sales timing?
- Original plan: Was the game intended for a simultaneous launch, or was the later platform release planned from the outset?
Without title-specific evidence, a later PC date alone does not show that the port failed technically, that a console maker required exclusivity, or that every publisher follows the same strategy. The available examples establish several possible causes, not a single industry-wide rule or a reliable statistic for how often major games launch late on PC.
