Small modular reactors (SMRs) are a broad category of smaller nuclear reactor designs, not one standardized technology or a guarantee of a fast build. Poland’s best-developed named proposal in the available official updates is the BWRX-300 project led by Orlen Synthos Green Energy (OSGE), with Włocławek identified as the priority location. A Polish-adapted design is under development, but the evidence does not show that SMRs will be built faster than large reactors in Poland.
What is a small modular reactor?
An SMR is a nuclear reactor design with a smaller electric output than conventional large reactors, intended to be deployed in modules. The term covers different reactor technologies and capacities; it does not describe one standard product. The BWRX-300, for example, is a boiling-water reactor design with a nameplate electric output of 300 MW(e), as discussed in the International Atomic Energy Agency’s 2024 overview.
“Modular” describes an intended approach to design and deployment, not a proven schedule or cost advantage. A design may be standardized or assembled in modules, but a project still needs site-specific assessment, regulatory approvals, financing, supply chains, construction and commissioning. The IAEA’s 2024 survey reported that most of the active SMR designs it covered were still at the design stage; that is a dated snapshot, not a current count of every design.
What is planned in Poland?
Włocławek is the priority location named for the first proposal
In an August 2025 announcement, ORLEN named Włocławek as the priority location for the first project developed by OSGE, its joint venture with Synthos. ORLEN said it aimed to commission at least two units with a combined capacity of 0.6 GW by 2035. That is a company target, not a verified completion date or a government guarantee.

A Polish-adapted BWRX-300 design is in development
On 25 February 2026, the Polish government announced an agreement between OSGE and GE Vernova Hitachi Nuclear Energy to develop a detailed BWRX-300 design adapted to Polish regulations, safety standards and environmental conditions. The stated rationale for shared reference documentation is that it could reduce the need to prepare a full design from scratch for subsequent projects. The agreement concerns design development; it is not a site-specific construction license and does not establish that a plant is under construction.
At the signing, Energy Minister Miłosz Motyka described SMRs as support for industry, stable energy prices and a boost to Poland’s supply chain. Those are the minister’s stated expectations, not measured outcomes from an operating Polish SMR.

Could SMRs help Poland build nuclear power faster?
They could make some later projects faster in principle. Reusing a common design may reduce duplicated engineering, and repeating builds may allow teams and suppliers to learn from earlier units. The February 2026 Polish design agreement explicitly presents repeatability as a benefit it seeks to enable.
That possibility is not yet evidence that a Polish SMR will be delivered faster than a large reactor. In its 28 October 2025 status meeting with OSGE, Poland’s National Atomic Energy Agency (PAA) discussed planned applications for general opinions, regulatory changes, staffing, a Canadian reference project and preparation of a preliminary safety analysis report for a future construction application. These are preparatory activities, not proof of a construction schedule. The official sources cited here provide no independently measured Poland-specific result showing that SMRs will be built faster or more cheaply than large reactors.

Nor should the schedule forecast for a project abroad be treated as a Polish timetable. The IAEA’s 2024 report said construction of the BWRX-300 at Canada’s Darlington site was planned to begin in 2025, with grid connection expected by the end of 2028. Those were forecasts in that report for the Canadian project, not verified outcomes or dates for Poland.
What approvals does an SMR need in Poland?
Poland’s nuclear safety and radiation-protection requirements apply to SMRs as well as larger nuclear facilities. The PAA’s June 2023 explanation describes a general opinion as an available pre-licensing mechanism: it can provide an early regulatory assessment, but it is not permission to build or operate a plant.

A Polish government framework document describes separate construction, commissioning and operating licenses. It also says a Decision in Principle and an environmental decision must precede an application for a construction license. The practical distinction is important: discussions with the regulator, a general opinion, design work, or a target date do not replace those permissions.
- Pre-licensing review: A developer may seek a PAA general opinion on proposed solutions. It is an early assessment, not a construction authorization.
- Project preparation: The developer prepares the safety case and obtains the required Decision in Principle and environmental decision before applying for a construction license.
- Construction and later permissions: A construction license is distinct from permissions for commissioning and operation. Each stage must be completed before proceeding to the next relevant activity.
How to read Poland’s SMR timetable

These milestones describe different kinds of progress—company ambition, design development, regulatory preparation and policy planning. None on its own demonstrates that a Polish unit has received permission to be built or will be operating by a particular date.
