A model’s explanation, a successful run, or tests written by the same model do not prove that the code is safe.
What “safe to evaluate” does—and does not—mean
Evaluation is a risk-managed process, not a way to certify that exploit code is harmless. NIST’s SP 800-218A treats executable output—including source code an organization considers executable—as something to test under established policies. It recommends documenting the scope, design, execution, results, issues, and remediations of that testing.
Isolation reduces exposure by separating the test environment from the host and unrelated systems, but it is not a guarantee of containment. CISA says sandboxed browsers isolate the host from malicious code, and OWASP’s AI Security Verification Standard says untrusted AI models must execute in isolated sandboxes. Those principles do not validate any particular hypervisor, network layout, or configuration as sufficient for testing exploit code.
Use only systems you own or have explicit authorization to assess. Keep testing to an intentionally vulnerable target or controlled replica; do not point exploit code at public, third-party, or production systems. The sources cited here do not prescribe a legal authorization procedure, so confirm the applicable permission and scope through your organization’s process before beginning.

A safe evaluation workflow

Define authorization and scope
Write down the system and version, the assets in scope, the behavior the test is permitted to exercise, and the boundaries it must not cross. Name the authorized target before inspecting or running the artifact. Keep the objective narrow enough that a reviewer can tell whether the observed behavior matches it.

Preserve and inspect the generated artifact
Keep an unchanged copy of the generated output. Record its provenance, including the prompt or task context where appropriate, the model or tool version if known, and reviewer edits. Read the source, dependencies, and embedded material before execution. Look for unexpected file, process, network, credential, persistence, or destructive behavior.

NIST’s IR 8397 lists threat modeling, static code scanning, and review of included code among software verification methods. These checks can reveal concerning behavior without running the artifact, though no single check establishes that code is safe.

Run non-execution checks first
Use code review and static analysis before considering execution. Compare what the code appears to do with the stated test objective, and inspect its dependencies. Add checks for invalid inputs and failure conditions. Have a reviewer who did not generate the exploit examine security-critical test logic.

Use more than one verification method where appropriate. NIST IR 8397 includes automated testing, black-box and structural tests, historical tests, and fuzzing among its approaches; which methods fit depends on the code and the authorized objective. Do not rely on tests generated by the same agent that produced the code: OWASP warns that such tests can be weakened, deleted, or written to confirm faulty behavior, and recommends human review of AI-generated test modifications.

Contain any necessary execution
If execution is necessary, use a dedicated lab with a disposable target, tightly limited connectivity and permissions, and no sensitive credentials or unrelated data. Plan how to restore the environment and preserve logs before the run. Keep the test within the scope defined in step one.

These are prudent containment measures, not a configuration recipe certified by CISA or OWASP. Their guidance establishes isolation as a principle; it does not show that any particular lab topology or setting makes exploit-code testing risk-free.

Measure the stated objective, not the model’s narrative
Observe and record what happens on the controlled target. Distinguish “the code ran” from “the intended security property was demonstrated.” A failure may reflect a code defect, an environment mismatch, or a mistaken hypothesis. A successful run against a lab target does not establish that the code is safe elsewhere.

Use negative cases and independent analysis to challenge the result. OWASP advises measuring security confidence through independent analysis rather than test-pass status alone. A passing suite authored by the same agent that generated the code is not independent evidence.

Document, review, and return the lab to a known state
Record the authorized scope, artifact identity and provenance, environment, checks performed, outcomes, unexpected behavior, limitations, and recommended remediation. NIST SP 800-218A specifically recommends documenting testing scope, design, execution, results, discovered issues, and remediations.
Where the risk warrants it, ask another qualified reviewer to assess the method and findings. The UK Code of Practice for the Cyber Security of AI recommends independent security testers with skills relevant to the AI systems being assessed. Preserve required evidence, then return disposable lab components to a known state.
How to judge the result
Do not label the artifact “safe” merely because it passed a scan or completed a run. Report what was actually checked, what the test demonstrated, and what remains untested. A useful review distinguishes evidence about the authorized lab scenario from any claim about behavior in a different environment.

- Scope: Was the test limited to the authorized system, version, assets, and behavior?
- Review before execution: Were the source and dependencies examined and non-execution checks performed?
- Containment: Were the target, connectivity, permissions, credentials, and unrelated data controlled?
- Independence: Did someone other than the code-generating agent scrutinize security-critical tests and findings?
- Repeatability: Could another reviewer understand the artifact, environment, checks, outcomes, and limitations from the record?
These criteria align with NIST’s emphasis on multiple verification methods and documented results; they are a way to report the quality and limits of an evaluation, not a guarantee that every risk has been found.
