Manage an unsupported operating system in an industrial control system (ICS) as a documented risk condition while you assess a supported replacement. First understand the computer’s role and dependencies; then apply safeguards that reduce exposure without disrupting process safety, reliability, or availability. Compensating controls are alternatives intended to preserve the security purpose of controls that cannot be used—not waivers that make the risk disappear.

Confirm what is unsupported and how the system is used

“Unsupported” can describe the operating system’s lifecycle, the ICS vendor’s support position for that operating system, or both. Verify the status rather than assuming that an old computer is unsupported—or that one vendor’s support covers every component. The security decision depends on the specific installation.

Build an inventory that records the operating-system version, device and process role, owner, network connections, dependencies, vendor support position, and available safe maintenance windows. Identify what communicates with the host, which services or protocols the process needs, and what could happen if the computer or a connection becomes unavailable. Assess whether migration or replacement is feasible and which technical or operational dependencies affect the timing. This is a practical assessment approach, not a specific inventory template mandated by NIST.

NIST’s Guide to Operational Technology (OT) Security, SP 800-82 Rev. 3, is final guidance published in September 2023. Rev. 4 was published as an initial public draft on September 21, 2026, with a listed comment deadline of November 30, 2026. Treat Rev. 4 as a draft, not finalized guidance. It expands discussion of asset management, network monitoring and detection, and security architecture. Both editions recognize that OT security choices must account for performance, reliability, and safety requirements.

Choose safeguards that fit the process

There is no single compensating control that makes every unsupported ICS endpoint safe. Compare options against the actual process, approved communications, operational constraints, and residual risk. NIST’s ICS guidance describes compensating controls as alternative safeguards that accomplish the intent of controls that cannot be effectively applied. It also recognizes that procedures or other nonautomated mechanisms may be appropriate where an automated control cannot be used.

Safeguard What it can address What to validate
Network segmentation and restricted communications Reduces reachable paths between the legacy host, other OT assets, and other networks. Confirm that required process communications still work and that the design does not create an unsafe or unreliable failure mode. CISA identifies VLANs and access control lists (ACLs) as examples of segmentation controls.
Passive network monitoring or detection Can provide visibility into communications without installing monitoring software on a fragile endpoint. Check that monitoring is genuinely passive where required, covers relevant traffic, and will not affect the process. NIST’s Rev. 4 draft highlights OT network monitoring and detection.
Centralized logging or external audit processing Can move some collection or review away from a constrained host. Confirm what the endpoint can safely provide and whether the approach meets operational and vendor requirements. NIST’s older Rev. 2 ICS guide notes that audit processing may be performed on a separate information system; verify that approach against current guidance and the specific installation.
Restricted administrative and remote access Limits who can make changes or connect to the host. Document approved access paths, responsibilities, and procedures for cases where the endpoint cannot enforce the desired control itself.
Documented change procedures Provides a controlled way to authorize and track changes when automated controls are unavailable. Specify approval, implementation, and review steps that operators can follow without compromising safe operations.

CISA identifies unsupported operating systems as a common misconfiguration. Its VLAN and ACL examples are control categories, not a prescribed topology for a particular plant. A design must be checked against the installation’s process communications and safety needs.

Implement and validate changes without destabilizing operations

  1. Map the approved communications. Use the asset and dependency information to identify which connections and services are required for the process. Do not block traffic simply because it appears unfamiliar; resolve its function with the responsible OT and vendor teams.
  2. Select safeguards by their effect on risk and operations. Consider safety and process impact, reliability and availability, how much exposure or reachable attack surface is reduced, compatibility with vendor-supported protocols and maintenance, monitoring coverage and operational burden, residual risk, and time to replacement.
  3. Test in a representative environment or approved maintenance window. Check the effect of proposed changes on process behavior, reliability, and safety before production rollout. The appropriate test method depends on the installation; no one method is established for every ICS.
  4. Roll out under controlled change procedures. Record what was changed, who approved it, and how operators can recognize and respond to unexpected effects. Coordinate with the people responsible for the process and its safe operation.
  5. Monitor whether the safeguard continues to work. Define who reviews access, logs, or network observations, what they will look for, and how a problem is escalated. Reassess controls when process communications, dependencies, or the system’s support status changes.

Do not assume that installing antivirus, adding a firewall, isolating a computer, or applying a patch will make an unsupported system safe. Any of these measures can be unsuitable or insufficient in a particular installation. Confirm operating-system lifecycle, ICS vendor support, protocol dependencies, safety implications, and applicable regulatory duties before implementation.

Document residual risk and plan the transition

A compensating control should have a clear rationale: identify the baseline control that cannot be applied, explain why, and describe how the alternative preserves its security intent. NIST’s Rev. 2 ICS guidance calls for rationale, risk acceptance, and recording the decision in the ICS security plan. Treat the remaining exposure as residual risk: identify who is authorized to accept it and how the controls will be monitored.

Record the conditions or date that will trigger reassessment, along with a supported replacement or migration plan. A safeguard can reduce exposure in the meantime, but it does not resolve the lifecycle issue or eliminate the need to revisit the risk.
