Compare small modular reactor (SMR) designs by what they are built to do, how their safety case works, what fuel they need, and how far their projects have progressed—not by capacity alone. “SMR” covers several reactor families, and a design concept is not the same as a licensed, financed project ready to build.
Why reactor size is only a starting point
The International Atomic Energy Agency (IAEA) describes SMRs as reactors typically producing up to 300 megawatts of electricity (MW(e)) per unit. That is a general class description, not a universal regulatory boundary, a guarantee of a particular design’s output, or evidence that a project is ready for construction.
SMRs include water-cooled, gas-cooled, liquid-metal-cooled, and molten-salt concepts, as well as microreactor designs. Their technology families can differ in operating temperature, fuel requirements, safety approach, intended applications, and development maturity. Compare the specific design and project evidence rather than assuming that two reactors are alike because both are small or modular.
What should you compare in SMR designs beyond size?

Which SMR design might suit industrial heat?
Start with the process’s required heat temperature and delivery profile, then check whether the design can supply usable heat at those conditions. A reactor’s electric output does not answer that question: a plant intended for grid electricity may not be suitable for a high-temperature industrial process.

The IAEA’s report Nuclear Cogeneration for Climate Change Mitigation and Sustainable Development Goals discusses electricity and heat cogeneration, as well as applications such as desalination, hydrogen production, and industrial heat. It reports coolant temperatures of 500–950°C for some non-water-cooled designs, a range the report associates with potential high-temperature applications including hydrogen production and steelmaking. This is not a temperature range for every SMR, nor does coolant temperature alone establish the temperature or amount of heat a user can receive.
- Check the design’s stated usable heat output and delivery conditions, not only its reactor temperature or electric rating.
- Match the proposed plant configuration to the site’s heat demand, electricity needs, and operating pattern.
- Look for project-specific evidence that the intended process integration has been assessed; a list of possible applications is not proof that a plant is operating for that use.
How should you assess an SMR safety case?
Ask how the design uses defence in depth: the combination of measures intended to prevent accidents and limit their consequences. The IAEA publication Design Features to Achieve Defence in Depth in Small and Medium Sized Reactors surveys approaches across different reactor families; it does not establish one safety result that applies to every SMR.

“Passive” and “inherent” describe claimed design characteristics, not a complete safety assessment. A useful comparison examines the safety functions, the systems that perform them, accident analyses, and the regulator’s review of the specific design and proposed site. Passive features do not remove the need for engineered safety where required, licensing, emergency planning, or site analysis.
The IAEA’s Advanced Reactor Information System (ARIS) can help identify design features and the claims associated with a concept. Its descriptions and parameters are supplied by design organizations. The IAEA states that ARIS metrics such as safety, cost, construction timelines, availability projections, and commercialization dates are not formal agency endorsements. Treat them as starting points for questions, then seek regulatory decisions, independent review, and project or operating evidence.

What fuel and waste questions can change the comparison?
For each design, identify the specified fuel and enrichment, whether dependable supply arrangements exist, and the proposed refuelling interval. Then follow the material through the back end: how spent fuel will be handled and how radioactive waste will be treated, stored, and ultimately disposed of.
Novel fuel requirements can become a practical deployment constraint if qualified supply, transport arrangements, or a usable management pathway is not established. A design catalogue can describe a proposed fuel cycle, but a project comparison should distinguish that description from demonstrated availability and a funded, permitted plan for spent fuel and waste.

How do you tell a concept from a project that may be built?
Technical feasibility is only one part of readiness. The OECD Nuclear Energy Agency’s (NEA) SMR Dashboard separates progress across licensing, siting, financing, supply chain, stakeholder engagement, and fuel. Consider each dimension on its own: a design can be technically developed while still lacking a suitable site, an applicable licence, finance, a fuel pathway, or suppliers capable of delivering the plant.
- Licensing: Identify the relevant regulator and jurisdiction, the review or licensing stage, and whether the evidence applies to the proposed design and site.
- Siting: Check whether a specific site has been identified and assessed for the project’s needs, including applicable site and emergency-planning requirements.
- Financing: Distinguish announced interest from a funded project, and check what costs and risks the financing actually covers.
- Supply chain and construction: Look for evidence of qualified suppliers, manufacturing capacity, a credible construction plan, and progress beyond a design organization’s schedule projection.
- Engagement and fuel: Establish whether relevant stakeholders are being engaged and whether the proposed fuel has a credible supply and management route.
Record the evidence date for each item. Licensing, fuel availability, financing, and construction status can change, and a design-level claim should not be presented as the current status of every project using that design.

Do modular construction and smaller capital needs mean cheaper power?
No conclusion about delivered electricity cost follows from the SMR label alone. The IAEA’s cogeneration report describes possible advantages including modular additions, factory fabrication, and reduced upfront investment, but says the cost picture remains uncertain at this early stage of development. It also notes that electricity costs might be higher than for large nuclear reactors.
When comparing cost estimates, check the project assumptions: construction schedule, financing, operating costs, capacity factor or load factor, fuel, waste management, and whether the estimate reflects a first project or repeat builds. A lower initial capital requirement can affect how investment is staged without proving that the plant’s total cost or electricity price will be lower.
A practical way to compare two proposals
- Define the job: Write down whether the need is electricity, heat, cogeneration, or another application, including required output and operating profile.
- Classify each design: Note reactor and coolant family, spectrum where specified, intended output, and plant configuration.
- Test the application fit: Compare usable heat conditions and electrical output with the actual site or process requirements.
- Separate claims from evidence: Mark parameters and projections supplied by the design organization separately from regulatory decisions, independent reviews, and project milestones.
- Track enabling conditions: Compare fuel, spent-fuel and waste plans, licensing, siting, financing, supply chain, and stakeholder engagement as separate items.
- Read costs on equal terms: Use the same scope and assumptions for both proposals, and distinguish initial capital from total project and operating costs.
If a critical item is unstated, record it as unknown rather than treating it as a shared advantage or disadvantage. Without comparable assumptions and evidence, a design ranking would imply more certainty than the available information supports.
