To set up a new Windows PC with a configuration file, first choose the file type that matches the job: use a Windows provisioning package (.ppkg) to apply device settings without reinstalling Windows, or an unattended answer file (Unattend.xml or Autounattend.xml) to automate Windows Setup. They are different tools for different stages, not interchangeable formats.

Choose the right configuration file

Its documented desktop workflow does not cover Windows Home. Microsoft documentation

For one personal PC, check whether the Windows edition and the settings you need are supported before following a business deployment workflow. Microsoft’s desktop provisioning wizard documentation specifically excludes Windows Home.

Create and apply a provisioning package

Create the .ppkg

  1. Install and open Windows Configuration Designer.
  2. Choose its desktop provisioning workflow, then configure the supported settings you need, such as device name, Wi-Fi, accounts, applications, or certificates.
  3. Build the project and create the .ppkg file. The available settings depend on the workflow and Windows edition; consult Microsoft’s package creation instructions.

Apply it to the PC

During initial Windows setup, provide the package on a USB drive and apply it when the provisioning option is available. You can also apply a provisioning package later, after Windows is running. Follow Microsoft’s current instructions for applying a package for the setup stage you are using.

Automate Windows Setup with an answer file

Author the answer file

Use Windows System Image Manager (Windows SIM), included in the Windows Assessment and Deployment Kit (Windows ADK), to create or modify an answer file for the Windows image you plan to install. Answer-file settings are associated with Windows Setup configuration passes and supported components, so validate the file against the intended image. See Microsoft’s Windows SIM guidance.

Make Setup find the file

Save the answer file as Autounattend.xml at the root of a USB drive. Start the PC from Windows installation media with that USB drive connected; Windows Setup can discover the file. Alternatively, launch Setup with the /unattend option and specify the answer-file path. Microsoft documents both methods in its Windows Setup automation overview.

Protect the package and project files

Provisioning packages and their source projects can contain sensitive information. Microsoft notes that encrypting a .ppkg does not encrypt the project files used to create it. Restrict access to both, avoid including passwords or enrollment secrets unless their handling is appropriate for your environment, and securely remove project files when they are no longer needed.
