Local payment processing for a digital game purchase is a sequence, not one universal system: the store or platform presents the price and payment choices, obtains the buyer’s approval, completes the transaction, and delivers the game or item. The platform and developer then continue tracking settlement, refunds, and chargebacks. Which company handles each step—and which methods, currencies, fees, and payout rules apply—depends on the platform, payment method, and market.
What happens when you buy a game or in-game item?
The exact checkout differs among PC, console, mobile, and direct-to-consumer stores. Steam’s developer documentation provides a concrete example for in-game purchases; its API flow should not be treated as a standard used by every platform.

- The game starts the purchase. In Steam’s example, the game sends a purchase request to the developer’s purchasing server, which communicates with Steam’s billing service. The server can retrieve country, language, and currency information to help price the transaction.
- The platform receives the order details. Steam’s guide describes sending an order ID, user and app identifiers, language, currency, and item information. Developers can set prices in expected currencies. If the submitted currency differs from the buyer’s currency, Steam automatically converts it and presents the converted price for the buyer’s approval.
- The buyer authorizes payment. Steam displays the items and costs in its overlay. The buyer approves or declines; if the account does not have enough funds, the overlay can guide the buyer through adding funds. The game reports the authorization result to the developer’s server.
- The purchase is finalized and the item is granted. The purchasing server finalizes an approved transaction. Steam’s guide says a successful finalization means the purchase is accepted and the item should be granted.
- The developer reconciles later changes. The developer checks Steam’s reporting API for settlement-status changes and handles reversals such as refunds and chargebacks. Approval at checkout is not proof that the transaction will remain settled permanently.

Who processes the payment, delivers the game, and pays the developer?
These responsibilities can belong to one platform or be divided among the platform and other companies. In its agreement, Valve says Steam payment processing is performed by Valve Corporation or its wholly owned subsidiary Valve GmbH, depending on the payment method. Valve also says a card issued outside the United States may be processed through a European acquirer by Valve GmbH, while Valve delivers the content. The Federal Reserve Bank of Kansas City describes a common platform model in which a game platform receives consumer payments and subsequently pays game companies. Its April 9, 2025 briefing names Adyen and Nuvei as examples of processors serving gaming platforms; that does not establish that either provider offers an affiliate program or is suitable for a particular studio. What does “local” change at checkout?
Payment methods and currency
Local processing can mean access to payment methods familiar in a buyer’s country, a price displayed in local currency, or market-specific checkout rules. The Kansas City Fed reported in 2025 that Steam handled transactions through more than 100 payment methods and nearly 40 fiat currencies. Its examples included cards, digital wallets such as PayPal, buy-now-pay-later services such as Klarna and Zip, and cash-based online payment systems such as Paysafecard and PayPay. Currency conversion and the amount charged
A local-currency price does not guarantee that the buyer’s bank will apply no additional cost. Steam Support says some banks add processing fees, taxes, or conversion charges even when Steam charged in local currency, and that Steam does not control those bank-side charges. If the bank-statement total differs from the purchase-history total, compare the receipt with the statement and ask the bank or payment provider about any extra charge. Taxes and platform wallet balances
Taxes can affect the total. Valve’s agreement says it may collect applicable use or sales tax and that Steam fees in the EU and UK include VAT. What should developers compare when evaluating payment options?
A useful comparison looks beyond the list of payment methods. Payment methods can differ in settlement timing and in the rules for resolving errors or fraud. The Kansas City Fed also notes the need for payment orchestration that can handle security and high transaction demand during launches and events. Compare these operational details:
- Market availability: Which countries are served, which local methods are supported, and what buyer or seller eligibility exclusions apply?
- Currency and pricing: Which currencies are accepted? Does conversion occur, what total does the buyer approve, and can the developer set regional prices explicitly?
- Buyer experience: Does checkout use a redirect, platform overlay, account sign-in, wallet funding, or another approval step?
- Transaction operations: How are authorization and finalization handled? How are status changes, refunds, fraud reversals, and chargebacks reported?
- Settlement and payouts: When does a transaction become final? Are there reserves or holds? What is the payout schedule, and what banking or tax setup is required?
- Total buyer cost: How are storefront taxes handled, and could the buyer’s issuer, bank, or currency conversion add charges?
Why do payout and eligibility rules vary by platform?
Each platform sets its own seller eligibility, refund, and payout terms. Roblox illustrates this variation; it is not a benchmark for other stores. Roblox Creator Hub says paid access in local currency is limited by eligibility and supported countries, requires a Tipalti account for payouts, permits refund requests within 48 hours, and holds local-currency earnings for at least 60 days before monthly payout. Check Roblox Creator Hub’s current documentation for the applicable terms, since platform rules may change.
