Before judging a proposed data center, find out exactly what is being proposed, where it stands in the approval process, and which public body will make the next decision. A land sale, feasibility agreement, or proposed zoning change is not the same as approval to build or operate. Then ask for the underlying plans, studies, permits, cost estimates, and enforceable conditions—not just headline claims about jobs, water, noise, or power.

This is a U.S.-oriented guide. Local zoning, state environmental permits, utility regulation, and the project’s stage can all change the answers. Use the questions below at a public meeting or when reviewing the project record; confirm the applicable rules and deadlines with the relevant local and state agencies.

Start with the parcel, proposal, and next decision

Before asking whether a data center is “approved,” establish what that word means in this particular case. A project can pass through separate land, zoning, site-plan, environmental, utility, building, and fire-safety decisions. Approval of one step does not necessarily settle the others.

  • Which exact parcel or parcels are involved? Request a parcel map, street address, acreage, and a map showing nearby homes and sensitive uses.
  • Who is the applicant, landowner, and proposed operator? Ask whether those are the same entity and who is responsible for each submission.
  • What has formally been filed, and what decision is being requested now? Get the application number, application materials, staff report, hearing notice, and applicable zoning text.
  • What has already been approved, and what remains? Ask for a list of outstanding votes, permits, utility approvals, and site-plan reviews.
  • When is the next decision and when does public comment close? Ask where the meeting calendar and written-comment instructions are posted.

Check the project record rather than relying on a developer presentation or a news description. The City of Page, Arizona, says its feasibility agreement involving land did not itself approve a data center, development, zoning, or utilities. Its FAQ says detailed review of site plans, utilities, and infrastructure would follow zoning actions for the potential project. That illustrates why the document and decision currently in front of the public matter.

What zoning and siting rules apply?

Ask the planning department to identify the exact zoning district, the rules for data centers in that district, and whether the application seeks an exception, conditional or special approval, or rezoning. Then ask which standards will be checked and which authority can enforce them.

  • Are data centers allowed by right in this district, or does this proposal require a hearing or discretionary approval?
  • What are the required setbacks from property lines, homes, and other sensitive uses? From which part of the facility are they measured?
  • What limits apply to building height, lot coverage, lighting, landscaping, screening, and outdoor equipment?
  • Are there construction-hour, truck-route, or site-access rules? Who handles complaints about violations?
  • Do the rules apply to the whole site, each building, or particular equipment? Can later expansions be approved separately?

Local standards are not universal buffers. Fairfax County, Virginia, says a data center can be built by right in specified heavy-industrial districts if it meets the applicable standards, while some changes require public hearings. Calvert County, Maryland, lists a 200-foot setback from property lines and at least 400 feet from a lot with an existing home or an active residential permit. Those are Calvert-specific rules; ask your own planning office for the current code and how it applies to the mapped parcels.

How close can it be, and what will residents hear?

Ask for the noise study and its assumptions, not only a promise that the facility will comply. Noise can come from cooling equipment and other mechanical systems during operation, as well as from generator testing and construction. The study should make clear where sound was modeled, when it was measured or predicted, and which equipment and operating conditions were included.

  • Where were existing sound levels measured, on what dates and at what times? Were nighttime conditions included?
  • Where are predicted levels reported: at the property line, at nearby homes, or at another location?
  • Does the analysis assess low-frequency or tonal sound as well as overall sound levels?
  • What cooling systems, equipment loads, barriers, and generator-test schedules were assumed? Does the study consider the loudest expected operating conditions?
  • What limits apply, which agency checks compliance, and what monitoring or corrective action is required if a limit is exceeded?
  • Who receives complaints, how can a resident submit one, and what response or investigation is required?

Ask for the applicable noise standard and the text of any proposed conditions. Tucson, Arizona, adopted large-scale data center rules on August 5, 2026, effective September 4, 2026; the city’s rules require applicants to study sound, install noise barriers, and follow operating limits. Page’s FAQ identifies cooling equipment as a main operational sound source and says sound is evaluated at the property line under city standards. These local requirements do not establish the rules for another city or county.

Where would the water come from?

Ask for project-specific water estimates and the assumptions behind them. A regional or industry average does not establish how much a particular facility would use: demand depends on the proposed cooling system, operating conditions, water source, and other design choices.

  • What are the estimated annual water use and maximum-day demand, and who prepared the estimates?
  • Which cooling technology is proposed? How much water does it require under normal, peak, and drought conditions?
  • Would water come from a municipal system, groundwater, surface water, reclaimed water, or another source? Is that supply approved and available?
  • What wastewater would be produced, where would it go, and what discharge or treatment approvals are needed?
  • How will the project handle stormwater, runoff, and any disturbance to wetlands or waterways?
  • Would drought restrictions or supply interruptions change operations? Will water use be reported publicly after the facility opens?

For projects covered by Pennsylvania’s GRID materials, the state calls for annual water-consumption and maximum-day-demand reporting and water-recycling or closed-loop measures where feasible. Page says no water source, quantity, or delivery method has been approved for its potential project. Ask your water provider and permitting agencies what is established for the proposal in your area, and distinguish an estimate from an approved supply commitment.

Will it affect electricity service or household bills?

Request the project’s projected peak electricity demand and a description of how it would be served. A developer’s power plan does not by itself determine who pays for grid upgrades or how utility rates may change. The utility and the regulator that oversees it may have separate filings or decisions.

  • What is the projected peak demand, and is that figure for one building, the full site, or a future expanded buildout?
  • Would the project require new generation, transmission lines, substations, or other equipment? Where would those facilities be located?
  • What backup generators are proposed, what fuel would they use, and how often would they be tested?
  • Which upgrades are attributed to the project, which are shared with other customers, and who pays for each?
  • What utility or regulator filing addresses the project’s service, costs, or rates? When can the public comment on it?
  • Could the project affect local reliability or bills, and which agency or utility has analyzed that question?

Do not treat a county statement as a utility-rate ruling. Fairfax County says residents do not directly pay for data centers’ electricity but may pay part of infrastructure improvements; it also describes Virginia measures assigning some project-specific equipment costs to data centers. Pennsylvania’s GRID materials describe a different framework for covered projects, requiring developers to pay all costs caused in whole or in part by the project. Pennsylvania’s described consent-order framework applies to covered projects with peak demand exceeding 25 MW, according to the Pennsylvania Department of Community and Economic Development resource page accessed October 7, 2026. These examples are not interchangeable: ask the relevant utility regulator how local cost allocation is decided.

Which permits cover air, water, land, and safety?

Build an agency-and-permit list for this specific site. Local planning approval does not replace state environmental permits or utility approvals, and a permit may address only one part of a project’s effects.

  • Air: Which agency reviews emissions from generators and other equipment? Are draft permits, emissions assumptions, and operating limits available?
  • Water and discharge: Who approves withdrawals, wastewater or cooling-water discharges, and stormwater controls?
  • Wetlands and land disturbance: Which agencies review impacts to wetlands, waterways, grading, and erosion?
  • Building and fire safety: Which local officials review building plans, fuel storage, fire protection, and emergency access?
  • Utility service: Which utility and regulator decide service, infrastructure, and cost allocation?

Ask where monitoring reports, inspections, complaints, and enforcement actions will be published. Fairfax County identifies Virginia’s Department of Environmental Quality as responsible for air-pollution regulation and certain cooling-water discharges. Pennsylvania describes public reporting and Department of Environmental Protection audit and enforcement powers for covered GRID projects. Confirm which agencies and rules apply to the site you are reviewing.

What benefits and obligations are actually guaranteed?

Ask for written, attributable estimates and separate projected benefits from binding commitments. A developer’s forecast is not automatically a city promise or an enforceable obligation.

  • How many construction jobs and permanent jobs are projected, and who prepared each estimate?
  • What local tax revenue is projected, for which year or operating scenario, and what assumptions determine it?
  • Are tax incentives, grants, discounted land, or public infrastructure spending proposed? Which public body must approve them?
  • What community-benefit agreement or other written commitment exists? Who is bound by it, and where is it filed?
  • Are there deadlines, reporting requirements, penalties, or remedies if a promised benefit or mitigation measure is not delivered?
  • What public costs—such as roads, utility infrastructure, or services—are estimated, and which entity is expected to pay?

Page’s FAQ says job numbers are not approved or guaranteed for its potential project and that developer estimates are not city commitments. Calvert County notes that tax revenue depends on project size. Ask for the proposal document behind every figure, including who calculated it, when, and whether it is an estimate or a binding commitment.

How can residents participate and track the record?

Ask the clerk or relevant agency which decision is open for comment and how to make a submission part of the official record. Local notice, comment, and appeal rights depend on the governing code and the type of decision; confirm deadlines directly rather than assuming that one public meeting covers every approval.

  1. Get the hearing notice, application number, staff report, plans, and written procedures from the responsible agency.
  2. Confirm the comment deadline, submission method, whether technical attachments are accepted, and any rules for speaking at the hearing.
  3. Submit specific questions or evidence in writing, identify the parcel and application, and keep a copy and proof of submission.
  4. Ask where agency responses, meeting minutes, final approvals, and conditions will be posted, and how to receive updates on later permits.
  5. Check the code or ask the clerk about appeal rights and deadlines for the particular decision.

Tucson’s adopted regulations include neighborhood coordination and public-hearing review. Pennsylvania says use of nondisclosure agreements with data center projects is impermissible under its executive order and describes a publicly accessible map of proposals that have engaged with the Department of Environmental Protection. Ask your local agency what records are public and where they can be accessed.

If there are multiple sites, compare them on the same basis

Do not compare incompatible estimates. Request common assumptions, units, time periods, and project phases for each alternative. For example, annual water consumption is not directly comparable to maximum-day demand, and construction jobs are not the same as permanent staffing.

Noise Comparable study locations, times, operating assumptions, limits, barriers, monitoring, and complaint procedures.
Water Water source, cooling method, annual use, maximum-day demand, wastewater plans, and drought assumptions.
Power Peak demand, proposed generation and grid work, substation location, and who funds each upgrade.
Backup generation and air Generator type and fuel, testing schedule, emissions assumptions, permits, and monitoring.
Land and drainage Stormwater plans, land disturbance, wetlands or waterways affected, and the permits required.
Public process and obligations Decisions still pending, comment opportunities, enforceable conditions, quantified public costs, and guaranteed local benefits.
