Yes, under some lifecycle accounting methods—but not simply because the hydrogen comes from biogas. A pathway can receive credits for emissions avoided by diverting organic waste from its assumed alternative fate, and for biogenic carbon that is captured and durably stored. It is net negative only when those credits exceed emissions from the rest of the pathway within the stated boundary.
How can hydrogen made from biogas have negative lifecycle emissions?
The result comes from the accounting around the hydrogen, not from hydrogen combustion itself. A lifecycle assessment compares the emissions from producing a given amount of hydrogen with credits for avoided emissions or removals included in the model.

In simplified form, the calculation is:
Net lifecycle emissions = included pathway emissions − credited avoided emissions − credited removals.
A negative result means the credits are larger than the emissions counted. It does not mean that every step of production removes carbon, or that the fuel is emissions-free. The feedstock’s alternative fate, methane losses, process energy, conversion route, carbon-storage treatment, system boundary and functional unit all affect the answer.

Where the emissions and credits enter the pathway
A biogas-to-hydrogen assessment may cover several linked stages. Which are included depends on the model and its system boundary.
- Feedstock source and baseline: Identify the organic material and what would have happened to it without the project. An avoided-emissions credit is relative to that counterfactual, not an automatic property of waste.
- Collection and anaerobic digestion: Count relevant energy use and emissions from handling and processing the feedstock. Methane that escapes rather than being captured can erode the benefit.
- Cleanup, upgrading and transport: Account for emissions from preparing the gas for use and moving it to the hydrogen facility. Methane leakage can occur in these stages too.
- Hydrogen conversion: Include the energy and emissions associated with the chosen production route, such as reforming biogas.
- Carbon capture and storage, if used: Separate the amount captured from the amount that is durably stored. Capture alone is not evidence that the carbon remains out of the atmosphere.
Biogenic carbon may have been taken up from the atmosphere as the feedstock grew, but that fact does not make the whole pathway zero-emissions. Fossil energy use, methane leakage, upgrading and conversion emissions still matter. The U.S. Department of Energy explains that storing CO2 generated from biomass-derived gas underground can contribute to a negative result because the carbon originated in atmospheric uptake; a project’s net result still depends on its operating emissions and accounting boundary.

Why the feedstock’s counterfactual changes the answer
The same biogas process can receive different avoided-emissions credits depending on the feedstock and its assumed alternative management. As the U.S. Department of Energy puts it in its 2025 technical paper on manure-derived biogas and renewable natural gas: “Life-cycle assessment (LCA) can allow for consideration of counterfactual emissions that are avoided if the organic waste is diverted to anaerobic digesters from other previous management practices.”
That credit is not a claim that every untreated waste stream would release methane in the same way. The January 2025 45VH2-GREET manual uses different counterfactual assumptions for landfill gas, wastewater-sludge biogas and manure-derived renewable natural gas (RNG). For wastewater sludge gas, it models a baseline in which about 55% is used for digester heat or steam, about 44% is flared and about 1% leaks. For manure, it uses a generic counterfactual and includes delivery, digestion, upgrading and pipeline leakage. These are assumptions in a particular U.S. regulatory method, not universal descriptions of actual facilities.

The scale of the manure-management issue helps explain why its baseline can matter. The Department of Energy reports estimated U.S. manure-management emissions in 2022 of 2.31 million metric tons of methane and 64,000 metric tons of nitrous oxide; roughly 90% of the methane in the cited inventory came from cattle and swine operations. Those figures describe U.S. emissions in that inventory year, not the emissions of a particular biogas project.
What the DOE 45VH2-GREET figures do—and do not—show
The January 2025 45VH2-GREET manual reports a modeled carbon intensity of −33.011 gCO2e/MMBtu for manure-derived RNG, including avoided emissions and upgrading under that manual’s assumptions. This is an RNG input intensity per unit of energy, not a lifecycle emissions result per kilogram of hydrogen. It should not be quoted as the carbon intensity of hydrogen produced from that RNG.

The distinction matters because a hydrogen result also depends on conversion efficiency, energy inputs and any other stages included in the calculation. A number cannot be transferred from an RNG input to a hydrogen output without a calculation that matches the pathway and functional unit.
The DOE identifies 45VH2-GREET as the model adopted for determining emissions rates under the U.S. Clean Hydrogen Production Tax Credit. The January 2025 manual specifies a well-to-gate method; that is not automatically a full cradle-to-grave assessment. As of October 7, 2026, DOE’s GREET page lists the December 2025 45VH2-GREET release as the current posted version and says Treasury adopted the model for the credit. A result should name the model version actually used rather than silently combining releases or treating one regulatory method as universal.

How to assess a claim that a pathway is carbon negative
Before comparing a reported result with another pathway or project, check that the claims use compatible assumptions and units.
- Feedstock and counterfactual: What material is used, and what alternative fate does the assessment assume for it?
- Methane management: Are leakage, flaring and digester performance accounted for across the stages covered?
- Energy and conversion: What energy is used for digestion, upgrading and hydrogen production, and which hydrogen-production route is modeled?
- Carbon storage: Is CO2 only captured, or is durable storage included in the credited result?
- Boundary and unit: Is the figure well-to-gate or wider in scope, and is it reported per unit of RNG, per kilogram of hydrogen or another functional unit?
- Method and jurisdiction: Which model version and regulatory context apply? DOE cautions that GREET versions serve particular use cases, so a U.S. tax-credit method should not be treated as the right method for every jurisdiction or comparison.
A negative number is meaningful only alongside those details. Without them, it is not possible to tell whether two reported intensities describe the same feedstock baseline, pathway stages or quantity of hydrogen.
