An AI neocloud is a cloud provider whose core focus is accelerated computing for AI and other high-performance workloads, especially GPU capacity. A hyperscaler offers a much broader cloud platform—with AI compute alongside services such as storage, databases, identity, and global infrastructure. The practical difference is specialization versus breadth; choosing between them depends on workload fit, available capacity, operational effort, data location, compliance needs, and total cost.

What is a neocloud?

A neocloud is a public cloud provider built primarily around AI-oriented accelerated compute, particularly GPUs. Gartner describes neoclouds as providers focused on AI and high-performance workloads, while Cisco characterizes them as specialists in AI infrastructure that combine cloud-style access with dedicated GPU acceleration. Microsoft for Startups defines the category more narrowly as GPU compute and AI workloads rather than general-purpose enterprise applications.

The term is an emerging industry label, not a formal standards category with a universally agreed boundary. The OECD’s 2025 working paper describes the companies as smaller and their emergence as comparatively new. As a result, provider lists are illustrative rather than exhaustive, and individual services may differ substantially.

Some offerings emphasize dedicated GPU clusters, bare-metal access, and high-speed networking. Others may provide on-demand access, reserved capacity, or a managed platform-as-a-service layer. A provider’s label alone does not establish which operating model it offers.

How does a neocloud differ from a hyperscaler?

These are tendencies, not rules for every provider or product. A neocloud can offer managed services, and a hyperscaler can provide specialized AI infrastructure. Compare the specific service and contract rather than inferring capabilities from the category name.

Which should I choose for AI workloads?

Start with the job the infrastructure must do and the work your team can operate—not just the listed GPU-hour price.

Consider a neocloud when GPU access is the main constraint

For model training or other compute-intensive workloads, a specialist may be a good fit if it can provide the required GPU capacity, deployment model, and performance for your workload. Confirm capacity and terms for your target region and timeframe; no category-wide claim establishes that one provider will be faster or cheaper for every workload.

Consider a hyperscaler when the surrounding platform matters

Teams building a mature product, especially one serving enterprise customers, may value managed databases, identity and security services, compliance evidence, integrations, and regional reach alongside AI compute. Those capabilities can matter more than a narrow comparison of GPU-hour prices.

Calculate the full operating cost

Self-managed infrastructure can shift work to your team, including scheduling, failure handling, storage integration, network configuration, software alignment, utilization monitoring, and security patching. These are possible costs, not inevitable penalties; the responsibilities depend on the provider’s offering and how you use it.

Using two public cloud providers can also mean data-transfer time and egress charges, additional security reviews, separate access-control models, and more operational complexity. Include these in the comparison when workloads or data move between providers.

  • Check that the service has capacity for the workload, region, and deployment window you need.
  • Compare performance using your own workload requirements rather than assuming a category-wide advantage.
  • Identify which party manages infrastructure, software, monitoring, failures, and security updates.
  • Account for storage, networking, data movement, and the engineering time required to operate the service.
  • Review the integrations, compliance documentation, and managed services your product requires now and as it grows.

Verify sovereignty and compliance in the contract

Some neoclouds focus on sovereign cloud capabilities, but the label does not guarantee that data, operations, or governance remain in a particular jurisdiction. Gartner’s description of sovereignty refers to contractual limits; verify the commitments for the particular provider, service, and contract. Apply the same diligence to any cloud option against your organization’s compliance requirements.

Which companies are examples of neoclouds?

The OECD’s 2025 working paper names CoreWeave, Crusoe, Nebius, and Lambda Labs as examples of smaller companies focused exclusively on AI compute services. This is a dated, illustrative list—not a current ranking, exhaustive directory, or guarantee of present-day service availability. Provider capacity, hardware, prices, and contract terms vary by date, region, and workload.

How large could the neocloud market become?

Gartner forecast in its June 23, 2026 announcement that neocloud providers could account for 20% of a $267 billion AI cloud market by 2030. This is a forecast, not a measured market share or outcome.

  • Neoclouds specialize in AI-oriented accelerated computing, commonly GPU workloads.
  • Hyperscalers offer broader cloud platforms, where AI compute is one part of an integrated service portfolio.
  • Compare operational responsibilities and total cost as well as capacity and workload performance.
  • Verify data-location and compliance commitments in the specific service terms; the category name is not a guarantee.
