In the United States, higher crude oil prices usually push gasoline prices up because crude is typically the largest component of what drivers pay at the pump. The effect is not immediate or one-for-one: refining margins, inventories, taxes, seasonal demand, fuel specifications, distribution and local conditions all influence the final price. More expensive gasoline directly raises measured headline inflation while prices are rising or remain higher; any pass-through to prices outside energy is generally smaller and slower.

How crude oil reaches the gasoline price at the pump

Refineries turn crude oil into gasoline, so a change in crude costs can affect the wholesale price of gasoline and, in turn, retail prices. But the pump price has several components: crude oil, refinery margins, distribution and marketing, and taxes. Crude is usually the largest, though its share changes over time and by region. In its estimate for 2022, the U.S. Energy Information Administration (EIA) attributed 57% of the retail gasoline price to crude oil and 18% to refinery margins. Those shares describe that year, not a fixed breakdown for every place or period. EIA’s gasoline price and household spending analysis explains the components.

A rough conversion, not a pump-price forecast

The EIA gives a rule of thumb of about 2.4 cents per gallon for each $1-per-barrel change in crude oil, assuming other costs stay the same. The arithmetic reflects that a barrel contains 42 gallons. It is a way to understand the scale of a crude-price move, not a prediction that every $1 change will produce exactly that change at local gas stations. Refining, taxes and other costs may move too. Why the pump does not move at the same moment as oil

Retail stations respond to wholesale gasoline costs and their own inventory and operating conditions; crude prices do not translate instantly into a new pump price. In a June 2012 explanation, the EIA said that roughly 50% of a crude-price change was typically reflected in gasoline prices within two weeks and 80% within four weeks. Treat that as approximate historical guidance from the period, not a rule for current markets. EIA’s June 26, 2012 explanation of gasoline-price pass-through describes the estimate.

What can make gasoline prices diverge from crude

Refinery margins and disruptions

A refinery margin is the difference between the value of refined products and the cost of crude feedstock; a gasoline “crack spread” is a commonly used indicator of that margin. When refineries are disrupted or gasoline supply is tight, margins can rise even if crude prices do not explain the full pump-price increase. For example, in a September 4, 2026 snapshot, the EIA reported that the New York Harbor gasoline crack spread had averaged about $1 per gallon more since May than in 2025, when it peaked around 60 cents per gallon. EIA attributed the higher spreads primarily to tight global gasoline supply associated with refining disruptions. This is a dated market observation, not a lasting benchmark. Inventories, seasonality, taxes and local markets

Gasoline inventories and seasonal demand affect how much product is available relative to what drivers want to buy. Regional fuel specifications, transportation and distribution costs, competition, and taxes also shape the price at a particular station. U.S. gasoline taxes vary by jurisdiction: the EIA’s factors page reported a federal motor-gasoline tax of 18.40 cents per gallon and an average of 33.55 cents per gallon in state gasoline taxes and fees as of January 2026; local taxes and sales taxes can add more. Global benchmarks matter in the United States

Gasoline is traded in global markets, so the crude benchmark most relevant to a region may not be the one produced closest to it. In a study of four U.S. regions, the EIA found that Brent, an international benchmark, was more important than West Texas Intermediate (WTI), a domestic benchmark, in explaining gasoline prices—including in the Midwest. That result applies to the regions and period studied; it does not mean local crude grades or regional constraints never matter. Read EIA’s study of what drives U.S. gasoline prices.

How gasoline prices affect inflation

The direct effect on headline inflation

Gasoline is an energy item in consumer price measures. When gasoline prices rise, they directly add to headline inflation while they are increasing or remain above their earlier level. Inflation measures the rate of price change, however, not just the price level: if gasoline prices stop rising, their direct contribution to the inflation rate can fade over time, all else equal. The size of gasoline’s contribution at a particular moment depends on the relevant inflation index and period; the sources here do not establish a current CPI or PCE contribution.

The indirect effect on other prices

Higher fuel costs can raise business expenses for transportation, manufacturing and food production. Companies may pass some of those costs on to customers, but the Federal Reserve’s 2016 Monetary Policy Report described energy-cost pass-through into core inflation as generally quite small and subject to long, variable lags. In a March 26, 2026 speech, Federal Reserve Vice Chair Philip N. Jefferson said the broader economic effects depend greatly on how long energy prices remain elevated, and noted that sustained increases can put upward pressure on other prices. Household budgets are affected separately from the inflation measure

When a household spends more on fuel, less may be available for other purchases. That loss of purchasing power is an economic effect of higher gasoline prices, but it is not itself a measure of inflation. Jefferson noted that lower-income households devote a larger share of their budgets to essentials and may face more trade-offs when energy prices stay high.

What a year-to-year example can—and cannot—show

The EIA reported that U.S. retail regular gasoline averaged $3.30 per gallon in 2024, $0.21 less than in 2023. It said lower crude oil prices and narrower refinery margins both contributed to the decline. This example illustrates why pump prices can fall when more than one cost component moves in the same direction; it does not isolate crude oil’s effect or predict what will happen in another year.
