Usually, you may be able to use India’s Account Aggregator (AA) framework without internet-banking credentials, but not necessarily without internet access. The described account-linking process uses an identifier recognized by the bank or other Financial Information Provider (FIP), followed by an OTP. Government guidance lists registration through an app or a website, so a smartphone is not established as universally required. But AA registration, account linking and consent are digital processes; the sources do not establish a generally available offline route.
Can you use an Account Aggregator without internet banking?
If by “internet banking” you mean a bank website username and password, the documented AA flow does not make those credentials a general requirement. Sahamati describes account verification using an identifier the FIP recognizes and an OTP sent by that institution. RBI directions also say an AA must not access a customer’s authentication credentials held by an FIP. This distinction does not guarantee that every bank and AA uses the same steps: check the current instructions for your chosen providers.
Do you need a smartphone?
Not necessarily. The Ministry of Finance says customers can register with an AA through an app or a website. That means smartphone ownership is not stated as a universal requirement, but it does not confirm that every AA offers a complete desktop flow. A website still requires an internet-connected device, such as a computer, tablet or phone.
Can you use an Account Aggregator without internet access?
The available official guidance does not establish a standard way to register, link an account and approve AA consent entirely offline. The process described is digital. Without internet access, you should not assume you can complete AA setup or approve a data-sharing request.

How the account-linking process works
- Register with an AA: Choose an AA and create an AA handle through its app or website, as supported by that provider.
- Identify the account: Enter an identifier the relevant FIP can use to locate your account. Sahamati lists examples including PAN, Customer Registration Number or mobile number; the accepted identifier depends on the institution.
- Verify account ownership: The FIP sends an OTP for verification. Bank of India describes one bank-specific implementation that uses the mobile number registered with the bank and a four-digit PIN; that is an example, not a universal AA requirement.
- Review consent: Check the purpose, information requested and other details in the consent request before approving it. You can reject a request, and recurring consent can be revoked.
AA data sharing is not the same as UPI payments
Feature-phone payment options do not provide a workaround for AA access. RBI’s March 8, 2022 announcement describes UPI123Pay, which lets feature-phone users make certain UPI payments without an internet connection after completing its onboarding steps. That is a payment service, not a method to register with an AA, link financial accounts or approve AA data sharing.
What determines whether your account can be linked?
The relevant bank or other financial institution must participate in the AA network for the account and use case. Availability can vary by institution. AA enrollment is voluntary, and you control which accounts and requests you approve; explicit customer consent is required before an AA retrieves, shares or transfers financial information.

How large is the AA network?
The Department of Financial Services reported that, as of March 31, 2026, 179 Financial Institutions were live as FIPs and 989 were live as Financial Information Users (FIUs). It also reported more than 2.88 billion financial accounts enabled to share data and 284.6 million accounts linked by users. These ecosystem totals describe scale, not whether people without smartphones or internet access can use the service.
