U.S. Treasury bills are backed by the federal government, but they are securities rather than FDIC-insured bank deposits. If you need cash before a bill matures, getting it may involve a transfer and sale, and TreasuryDirect imposes a 45-day holding rule. Keep money for urgent expenses in an accessible account and use bills only for savings whose timing fits their maturity and access rules.
What “safe” means for emergency savings
Safety has two separate parts: the risk that an investment will not repay you, and the ability to get your money when you need it. Treasury bills held to maturity are backed by the full faith and credit of the U.S. government and pay their face value at maturity. But a bill is not a bank deposit, and that backing does not make it instantly spendable.
An eligible savings deposit at an FDIC-insured bank is covered by FDIC insurance up to $250,000 per depositor, per insured bank, per ownership category, under the FDIC’s current guidance. Treasury bills are not FDIC-insured. Check the ownership category and combine deposits at the same bank when determining whether your balances fall within the applicable limit. How Treasury bills work
Treasury bills are electronic-only U.S. government securities with terms listed by TreasuryDirect from 4 weeks through 52 weeks. They are sold at a discount or at par; at maturity, the Treasury pays the bill’s face value. The difference between the purchase price and face value is the interest. TreasuryDirect lists regular terms of 4, 6, 8, 13, 17, 26, and 52 weeks. Auction dates and frequency can change, so check the official auction schedule for current dates. At maturity, TreasuryDirect deposits the principal into the designated bank account unless you have arranged to reinvest it. That is a predictable way to receive proceeds on a set date, not a way to withdraw cash whenever an emergency arises. See Redeem/Reinvest Treasury Bills.
Getting cash before a bill matures
You can sell marketable Treasury securities before maturity, but the process is not the same as withdrawing from a savings account. If the security is held in TreasuryDirect, you must first transfer it to a bank, broker, or dealer to sell it. TreasuryDirect requires a 45-day hold before a security can be transferred or sold; a 4-week bill cannot be sold or transferred from TreasuryDirect because it matures in fewer than 45 days.

The official rules establish that early sale is possible, but do not guarantee a sale price or how long the process will take. Do not assume an early sale will return the bill’s face value or preserve its original yield. If you hold bills through a broker, ask that institution about its transfer and sale procedures. When a bill ladder can help
A ladder means buying bills with different maturity dates so portions of the money come due at different times. It can make access more regular than putting the whole amount into one bill, but it does not turn bills into instant cash: money needed before a particular maturity still faces the early-sale and transfer constraints.

Choose maturities around when you expect to need the money, rather than assuming every emergency can wait until a bill comes due. Keep a separate immediately accessible reserve for urgent expenses. There is no universal allocation or emergency-fund size established by the cited agencies; the right split depends on your likely expenses and how quickly you may need cash.
