A semi-passive system offers a compromise: it can stop its fan during light use and run it when cooling demand rises.
Neither label tells the whole story. A fanless computer still has to shed heat, while an actively cooled PC can be quiet at idle. The right choice depends on workload, placement, and how the entire system is cooled.
How fanless and active cooling differ
Fanless cooling uses surfaces to release heat
A passive system transfers heat from components to a heatsink or heat spreader, often using the chassis as part of the cooling surface, and then into the surrounding air. The approach removes fan noise from the components that are genuinely fanless, but it does not eliminate electrical noise or noise from other parts of a mixed build. OnLogic describes the chassis-as-heatsink approach in its fanless cooling white paper; its proposed business benefits are vendor claims, not proof of a universal reliability advantage.
Active cooling adds airflow when heat rises
An actively cooled system uses one or more fans to move air across hot components. Fan speed and sound vary with workload and the system’s controls; a fan-equipped PC is not necessarily loud. Active airflow can provide additional thermal headroom for sustained work, depending on the design.

Semi-passive operation changes with demand
A semi-passive system can stop its fan at idle or under light loads, then start it when cooling is needed. Noctua says its NF-A12x25 LS-PWM can be configured to stop at zero PWM and spin up when necessary. When that fan runs, the system is no longer strictly fanless, but it may suit someone who wants quiet light-use operation without relying on passive cooling under every condition.
Compare the trade-offs

Match the PC to your work and room
Quiet bedroom, office, media PC, or light home server
Start with a genuinely fanless PC if its processor and thermal design suit the workload and you can place it in open air. This is the clearest fit when fan noise is unacceptable and use is mostly light or intermittent.

Long creative or compute sessions
Prefer a well-designed actively cooled system for sustained rendering, video encoding, compiling, or similar work. Look for model-specific noise measurements under load rather than relying on a “quiet” label. If you want silence during light use, check whether the system supports fan-stop or semi-passive operation.
Custom desktop build
Noctua’s NH-P1 is a passive CPU cooler to consider, not a universal fit. Check current socket compatibility, case clearance, CPU power, and how the graphics card and power supply are cooled. Noctua’s NH-P1 setup guidelines recommend an open bottom-to-top convection path, air intake below the cooler, space above it for exhaust, and avoiding noise-insulation panels. The same guidance says passive cooling is better suited to mixed, non-continuous workloads that allow recovery between bursts; prolonged full-CPU work such as rendering or encoding is less suitable.

Uncertain workload or mixed quiet-and-performance needs
A semi-passive arrangement can keep the fan stopped during light work and use airflow when needed. That avoids treating “fanless” as an all-or-nothing choice, but it does mean accepting that the fan may operate under heavier loads.
What temperature and noise figures can—and cannot—tell you
Passive cooling may run near thermal limits under heavy load
Noctua’s setup guidance says passive cooling of CPUs dissipating 80 W or more may require operation at or near the processor’s thermal limits. This is manufacturer guidance for passive-cooling setup, not a universal threshold for every processor or configuration. Modern CPUs can throttle to prevent overheating, but throttling can reduce performance; check behavior for the particular system and workload.

Review noise readings are model- and test-specific
In a review published January 28, 2026, Tom’s Guide measured 36 dB for its tested MINIX Elite EU715-AI. The same review reported 55 dB for its tested Acemagic F2A and 54 dB for its tested Geekom IT15. These are specific review results, not a standardized comparison: the available measurement detail does not establish that distance, workload, or ambient noise were comparable. Do not treat them as universal thresholds or use the numbers alone to rank all PCs.

In a custom desktop, a passive CPU cooler does not make the PC fanless. Case fans, graphics-card fans, and the power-supply fan can still make noise. Before choosing a build, check which components have fans, whether any support fan-stop operation, and how they behave during your actual workload. A system is strictly fanless only when its relevant cooling components do not use fans.

What to verify before buying or building
- Workload: Decide whether your usual tasks are brief and intermittent or run at high load for extended periods.
- Placement: Confirm the PC can sit with the ventilation or heat-dissipating surfaces unobstructed; do not assume a cabinet or enclosed shelf will work for a passive design.
- Whole-system cooling: Check the CPU, graphics card, case, and power supply rather than judging by the CPU cooler alone.
- Acoustic evidence: Prefer measurements for the exact model and configuration, with workload context. Treat results from different reviews as non-comparable unless their test methods are shown to match.
- Physical and electrical fit: For a custom passive build, confirm socket support, cooler clearance, CPU power, case layout, and cooling for every other component.
- Fan behavior: For semi-passive systems, find out when the fan stops and starts, and whether it can run during the tasks you care about.
