Chrome’s On startup setting controls what appears when you launch the browser: a New Tab page, the pages from your previous session, or websites you select. It is separate from the homepage, which opens when you select the Home button.
What the three Chrome startup settings do

Which startup option should you choose?
Choose Open the New Tab page for a clean start
Choose this if you want Chrome to open a fresh tab rather than reopen a work session or load a set of chosen websites. You can customize the New Tab page with shortcuts and themes.
Choose Continue where you left off to return to your session
Choose this if you want to pick up with the pages you had open when you quit Chrome. Google notes that Chrome saves cookies and site data with this option, so sites you were signed into may reopen with you still signed in.

Choose Open a specific page or set of pages for a predictable launch
Choose this if you want the same selected site or sites to load every time Chrome starts. You can add addresses yourself or use the pages currently open, then edit or remove entries later.
How to change what opens when Chrome starts
- On a computer, open Chrome and select the three-dot menu, then Settings.
- Select On startup.
- Select Open the New Tab page, Continue where you left off, or Open a specific page or set of pages.
- For specific pages, choose Add a new page and enter its address, or choose Use current pages to add the pages you have open.
- To change or remove a listed page, use the menu beside that page and select the edit or delete option.

Startup page and homepage are separate
The startup page is what appears when you first launch Chrome. The homepage is what appears when you select Home. Changing On startup does not automatically change the Home button’s destination.
To set the homepage separately, Google’s instructions place the Home button controls under Settings → Appearance. There, you can choose the New Tab page or a custom homepage. See Google Chrome Help for the computer instructions.

Privacy, managed devices, and unexpected changes
Stop sites from reopening in a signed-in state
If you use Continue where you left off but do not want sites to sign you in automatically, Google documents an option to delete saved on-device site data when all Chrome windows close. Find it under Settings → Privacy and security → Site settings → Additional content settings → On-device site data, then enable deletion of site data when all windows close. The setting concerns on-device site data; it does not change which startup option is selected.
Ask an administrator about work or school Chromebooks
On a Chromebook managed by a workplace or school, an administrator may control startup and homepage settings and prevent you from changing them. Contact the administrator if the setting is unavailable or locked.

Treat an unexpected page change as a clue, not proof
If your startup page or homepage changed without your action, Google says unwanted software may be involved and points users to its reset guidance. An unexpected change alone does not establish that the device is infected. Follow the troubleshooting guidance in Google Chrome Help.
