To align teams around strategic priorities, connect a clear organizational direction to a small set of measurable goals, let teams define supporting objectives, fund and assign the work that advances them, and review progress often enough to adapt. A strategy announcement alone cannot create alignment: people need to see how their day-to-day choices contribute and what to change when conditions shift.

1. Clarify the destination before setting team goals

Start by explaining the organization’s purpose and strategic direction in terms people can use to make choices. Teams should understand not just what leadership wants to achieve, but why it matters and what trade-offs the strategy implies. The Project Management Institute’s Strategic Execution Framework connects identity, purpose, and long-range intention to cohesive action: PMI’s framework for aligning strategy and execution.

Make the direction concrete enough to guide decisions. If two projects compete for the same people, for example, employees need to know which outcome takes precedence and why. Without that context, teams can meet local targets while pulling the organization in different directions.

2. Choose a few priorities and define how to measure them

Translate the long-range direction into a short list of near-term priorities. For each one, state the intended outcome, how progress will be measured, and the strategy for reaching it. PMI cautions that goals without metrics and a strategy are empty promises. Microsoft Learn likewise recommends focus: its OKR guidance describes annual organizational OKRs as the 3–5 most important goals for the coming year. That is guidance for annual organizational OKRs, not a universal limit for every team or planning cycle.

A useful priority answers three questions:

  • What outcome matters? Describe the result, not merely an activity or deliverable.
  • How will we know we are making progress? Select measures that indicate movement toward the outcome.
  • What approach will help produce it? State the strategic choices, not just the desired result.

OKRs can make this connection visible when an organization needs linked objectives and measurable key results. Microsoft Learn explains that OKRs can align top-down and bottom-up, connect across organizational boundaries, and iterate quarterly: Align OKRs overview.

3. Set direction from the top; let teams shape supporting objectives

Executives should establish the organization’s high-level objectives and boundaries. Teams then use their knowledge of customers, systems, and operational constraints to propose supporting objectives and key results. This combination preserves strategic direction without pretending that senior leaders have all the information needed to design every team’s work.

Supporting objectives should express how a team will contribute, not simply repeat a parent objective in different words. Have teams explain the link: which organizational priority their work advances, what outcome they own, and where they depend on another group. Microsoft Learn describes OKR writing and alignment as iterative: “Writing and aligning OKRs is an iterative process.”

Use the draft-and-review cycle to catch conflicts early. Leaders can check whether proposed team objectives support the strategy; teams can flag goals that depend on unavailable capacity or decisions outside their control. Revise until the objectives fit together and ownership is clear.

4. Align projects, funding, and decision rights with the priorities

Goals alone do not move work. Select and fund projects or programs that advance the chosen priorities, reconcile the portfolio with available resources, and make sponsorship and decision rights explicit. PMI’s Strategic Execution Framework treats execution as a path from ideation and vision through engagement, synthesis, and transition; its six domains are Ideation, Nature, Vision, Engagement, Synthesis, and Transition. The framework’s central resource principle is: “The key is to direct those resources for maximum advantage.”

For each priority, make the operating connection visible:

  • Work: Which projects or programs are expected to deliver the outcome?
  • Ownership: Who sponsors the work, who leads delivery, and who can resolve trade-offs?
  • Capacity: Which people, budget, and capabilities are assigned—and what work will be delayed or stopped to make room?
  • Handoff: Who will use, support, or maintain the result after delivery?

This is where strategy can become disconnected from execution: projects continue because they are already underway, while new priorities receive no capacity. Compare proposed and active work against the priorities, then reallocate or stop work that no longer earns its place. The PMI article quotes Morgan, Levitt, and Malek’s Executing Your Strategy: “Organizations must set clear, well-communicated goals and then choose the best way to apply available resources to reaching those goals.”

5. Connect executive direction to processes and frontline work

Alignment has to hold at more than one level. NIST’s Baldrige Criteria Commentary calls attention to organizational or executive direction, the work-system and process level, and the work-unit or individual-job level. Its guidance puts the point plainly: “This category highlights the need to focus not only on developing your plans, but also on your capability to execute them.” See the NIST Baldrige Criteria Commentary.

At each level, ask whether the strategy has been translated into a usable expectation:

  • Executive level: Are priorities, trade-offs, and resource decisions clear?
  • Process level: Do workflows, measures, and handoffs support the intended outcomes?
  • Work-unit and individual level: Can people identify the relevant priority and see what their work contributes?

When functions depend on one another, form cross-functional coalitions around the shared outcome. Give those groups a clear sponsor, agreed decision process, and a way to raise resource or sequencing conflicts; otherwise, each function may optimize its own goals at the expense of the whole.

6. Review progress and adapt when conditions change

Build regular reviews around the measures and work already linked to the priorities. Inspect whether key results are moving, whether funded projects are delivering the intended outcomes, and whether dependencies or assumptions have changed. NIST emphasizes that execution capability matters alongside plan development; its commentary recommends adapting plans as conditions shift.

Use reviews to make decisions, not just report status. If a measure stalls, determine whether the obstacle is execution, an unrealistic assumption, a cross-team dependency, or a shift in the environment. Then adjust the work, resources, measure, or priority as appropriate, and communicate the change to affected teams. Keep the original direction visible while making clear what has changed and why.

In a 2017 Harvard Business Review article, Nathan Wiita and Orla Leonard report on research examining time use and perceived effectiveness among 49 enterprise leadership teams. They describe successful teams as connecting mission to daily work and course-correcting. The sample is specific to those teams and does not establish a universal result for every organization: How the Most Successful Teams Bridge the Strategy-Execution Gap.

Choose an alignment approach that fits the execution problem

Portfolio and strategy execution Organizations whose main challenge is choosing, funding, and delivering the right projects. How strategic intent flows through project selection, resources, execution, and transition. Make sponsorship and decision rights clear, reconcile the portfolio with available resources, and review delivery against intended outcomes.

These approaches can complement each other: OKRs can articulate outcomes while portfolio decisions assign projects and resources to pursue them. Neither replaces leadership decisions about trade-offs or team input about how the work can be done.
