What the protest is about
KTGA’s stated demand was withdrawal of the decision to impose a fee on UPI transactions above ₹2,000. That shorthand should not be read as a charge on every UPI transfer above that amount: the government describes the framework as applying to selected person-to-merchant (P2M) transactions, with eligibility and exemptions set out in its Department of Financial Services FAQ dated 15 September 2026.

The fee is called a merchant discount rate (MDR): a payment-acceptance fee charged on the merchant side under the framework. The Ministry of Finance says it is neither a tax nor a charge collected by the Government or NPCI. It also said in an 8 August 2026 statement that consumers would not face UPI transaction charges and that any MDR introduced would apply only to a limited set of transactions above a threshold. What is known about merchant concerns
Trade representatives have raised concerns that MDR could add to operating costs. A Times of India report published 17 September 2026 quoted Kerala Gold and Silver Merchants Association State General Secretary S. Abdul Nazar warning that repeated MDR costs on high-value jewellery transactions could accumulate as an expense.
That is a trade representative’s concern, not a measured estimate for textile shops. The reporting available does not quantify the effect on Kochi textile retailers or establish that they have already incurred higher costs.
