The nearest region is not automatically the fastest, and availability zones do not by themselves protect against a regional outage.
What should you compare when choosing a cloud region?
A cloud region is a geographic deployment area. Providers divide regions into availability zones or equivalent locations to create separate failure domains, but terminology and physical arrangements vary. AWS describes its Regions as separate geographic areas, each containing multiple isolated Availability Zones. Its documentation also says, “Each Region is designed to be isolated from the other Regions.” AWS Regions and Zones.
Compare candidates in this order: legal and organizational fit, required service support, measured latency, and resilience. This prevents a fast-looking location from making the shortlist if it cannot host a required service or meet your data-handling obligations.

How do legal requirements and service availability narrow the choices?
Start by identifying where data may be stored and processed, which users or systems need access, and any organizational rules that restrict location. A provider’s region map can help establish where its infrastructure is, but it cannot determine whether a particular location satisfies your legal obligations.

Then check every required service in each surviving candidate. For Azure, the region list identifies location, geography, paired region, and zone-support information; Microsoft warns that support can differ by service. Use the Azure regions list as an inventory, then verify the service-level details for your design.
- List the application services, databases, storage, networking features, and other regional dependencies you need.
- Confirm that each is available in the candidate region and supports the deployment pattern you intend to use.
- Check whether required zone options, endpoints, or access arrangements are available for those services.
How can you compare latency between cloud regions?
Geographic proximity is a useful starting hypothesis, not an end-to-end latency guarantee. Network routes, hops, protocol behavior, and the location of users or dependent services can change what an application experiences. Measure from representative user networks and compare the direction and traffic that matter to the workload.

- Choose representative vantage points. Include the networks and geographies where users or critical services operate, not just a test machine near the cloud provider.
- Test candidate paths consistently. Record round-trip latency, source geography, destination region, direction, protocol, configuration, and measurement period. Repeat tests so a brief result is not mistaken for typical behavior.
- Use realistic application traffic. For latency-sensitive workloads, test the actual protocol and configuration where possible. A generic network measurement may not reflect application-flow latency.
- Compare the results against workload needs. Assess user-to-application paths and, where relevant, communication between application components. Do not treat a provider infrastructure target as a measured result for your application.
Microsoft states that it strives for Azure inter-zone network-link round-trip latency of less than approximately 2 ms. That is a scoped target for inter-zone links, not an application-level SLA or a cross-cloud comparison; observed application-flow latency can differ because of protocol and network hops. Microsoft summarizes the goal this way: “Low latency allows for high-performance communication within a region, and for synchronous replication of data across multiple availability zones.”
Are availability zones enough for reliability?
They can be enough for a workload that must tolerate a single-zone failure, provided the application is actually designed to operate across zones. Merely choosing a service or region with zone support does not make the application resilient. Confirm that its components, data, failover behavior, and recovery processes work across the intended failure boundary.

Zones do not by themselves protect against a full-region outage. If recovery from regional failure is required and permitted by your legal and operational constraints, assess a multi-region design. AWS describes its zones as meaningfully distant—up to 60 miles (about 100 km)—while close enough for synchronous replication with single-digit-millisecond latency. This is AWS’s description of its infrastructure design, not a guarantee of end-to-end application latency. See AWS Availability Zones – Fault Isolation Boundaries.
- Define which failures the workload must survive: component, zone, or regional.
- Check that the selected services support the required failure-tolerance pattern in the chosen locations.
- Validate replication, failover, backup, and recovery behavior against the application’s recovery objectives.
- For AWS, account for region scope: resources are not automatically replicated between regions. Review AWS Regions and Zones when planning cross-region resources.
Does a provider’s region count help you choose?
Region and zone counts describe provider inventory at a point in time; they do not score a location for latency or reliability. Google Cloud’s Global Locations page reported 43 regions and 130 zones when accessed on October 7, 2026. Counts can change, and the total does not identify the best region for a particular workload. Use provider location pages to confirm current availability, then apply your legal, service, measurement, and resilience requirements.

A practical shortlist process
- Write down the constraints. Record user populations, data-residency requirements, required cloud services, and recovery objectives.
- Eliminate non-viable regions. Remove locations that fail legal or organizational rules, then verify regional and zone support for each required service.
- Measure real paths. Test from representative networks and application components using realistic protocols and configurations; document the measurement period and direction.
- Match architecture to failure needs. Decide whether multi-zone coverage meets the required recovery objective or whether regional recovery is necessary.
- Review operations before committing. Check replication behavior, endpoints, access restrictions, data transfer, and recovery procedures in current provider documentation.
There is no universally fastest or most reliable region without a specified user geography, provider and service set, protocol, workload, and recovery target. A defensible choice comes from applying the hard constraints first, then validating performance and failure recovery against that workload.
