Do not choose a data centre by city, certification label or advertised capacity alone. Start with the workload and service model, then compare candidate sites against the same requirements for latency, power, cooling, security, recovery, operations and total cost. Ask for evidence tied to the exact facility and service you would buy; national market figures and provider listings cannot establish how a particular site performs.

Start with the workload and operating model

Before approaching providers, document what the facility must support. A clear brief makes vendor proposals comparable and reveals which questions are deal-breakers rather than preferences.

  • Users and latency: identify user and application locations, latency targets, and any dependencies on other systems or cloud regions.
  • Data and compliance: describe data types, where they may be stored or processed, and the sector or contractual requirements that apply to your business. Confirm obligations with qualified legal or compliance staff.
  • Compute and growth: estimate current and forecast rack density, heat load, power draw, storage and bandwidth. State the capacity needed now and when you expect it to grow.
  • Control and staffing: decide whether you need to own and manage hardware, how much operational work your team can take on, and what support you require onsite.
  • Recovery: set recovery time objectives (RTOs) and recovery point objectives (RPOs), identify critical systems, and define what must continue during a site or network failure.

Ask each shortlisted provider to confirm the exact facility address and which services are actually delivered there. A provider’s city-level presence does not establish that a particular service, network connection or amount of capacity is available at the site you are considering.

Choose between owned infrastructure, colocation and cloud

These models assign responsibility differently. Compare them for the workload you have defined rather than assuming one is always cheaper, more flexible or more resilient. NIC confirms that its National Data Centres provide both National Cloud and colocation services; their availability does not establish the suitability or terms of commercial alternatives.

Hardware and facility control You own and control the facility and equipment. You own or control your equipment; the provider operates the facility. You consume provider services; control over underlying infrastructure is generally more limited and depends on the service.
Operating responsibility Your organization carries facility and infrastructure operations. The provider runs the data-centre facility; your team operates its equipment and software, subject to the service contract. The provider operates the cloud service infrastructure; your responsibilities depend on the service and shared-responsibility terms.
Capacity and scaling Plan and fund facility capacity and expansion yourself. Agree capacity, power and expansion with the colocation provider; verify what is committed and when it can be delivered. Capacity is provisioned as offered by the selected service; confirm quotas, availability, scaling limits and regional coverage.
Network and recovery design You design and operate connectivity and recovery. You design equipment, connectivity and recovery across the facility’s available services. Design depends on the cloud services, regions, network paths and recovery options contracted and configured.
Cost and exit Account for facility investment, operating costs, upgrades and eventual decommissioning. Account for space, power, connectivity, support, contract commitments and equipment removal. Account for service consumption, network transfer, support, commitments, migration and data exit.

NIC’s service page describes its own government cloud and colocation offerings, not an independent comparison of commercial providers. MeitY’s cloud-provider document is dated 2 December 2024; use its provider names, locations, deployment models and audit status only as leads to verify, not as a live endorsement or proof of current eligibility.

Evaluate the actual site, not the city’s reputation

India’s data-centre market is expanding, but national totals cannot tell you what a candidate facility can deliver. A Ministry of Electronics and Information Technology parliamentary response published by PIB on 12 August 2026 reports installed capacity of 375 MW in 2020 and about 1,575 MW at the time of the response. The same response cites a Central Electricity Authority estimate of about 17 GW of data-centre power demand by 2031–32. That is a national demand estimate, not a grid connection commitment or site-specific supply guarantee.

The response names Mumbai, Navi Mumbai, Chennai, Hyderabad, Bengaluru, Delhi NCR and Jamnagar as major data-centre locations, and Andhra Pradesh, Madhya Pradesh, Chhattisgarh and West Bengal as emerging investment destinations. Treat these as market context, not a shortlist. For each proposed address, check latency to your users and systems, available network reach, separation from your primary site for disaster recovery, power delivery, applicable local terms and the exact service being offered.

Request evidence for power and continuity

Power is a facility-level diligence issue. Ask for documents and operating records that show what the provider has committed at the specific site and how it responds to failures and maintenance.

  • Utility source and connection status, plus site single-line diagrams showing the power paths.
  • UPS and generator arrangements, fuel autonomy, replenishment plans and any shared components.
  • Maintenance windows, recent test records and outage history, with definitions of what is counted as an outage.
  • Failure scenarios, including simultaneous or cascading failures, and the provider’s response.
  • Contract language for availability, exclusions, incident notification and service credits.

The Central Electricity Authority’s grid archive, last updated 5 October 2026, lists national grid-connectivity technical standards and amendments. It does not prove a facility’s spare capacity, approvals, outage performance or connection schedule. Confirm applicable current requirements and site approvals with the utility and relevant authorities.

Test network resilience at the address

A list of carriers is not enough to establish resilient connectivity. Ask which carriers serve the exact site; whether building entrances, ducts and last-mile routes are physically diverse; and how traffic behaves if a carrier or route fails. Confirm the availability and price of cross-connects, cloud on-ramps and required bandwidth.

Request latency measurements to your actual users and applications, under conditions relevant to the workload. Ask who measured them, when, from which endpoints and whether the result includes the full network path. TRAI’s official listing includes 2022 recommendations concerning data centres, content delivery networks and interconnection exchanges, along with a 2025 response to a Department of Telecommunications back-reference; the listing does not provide facility-level carrier or latency comparisons.

Match cooling and water to your rack density

Cooling performance depends on the heat load, rack density, facility design and operating conditions. Ask the provider to demonstrate that the proposed design supports your present and forecast load, including its maintenance and redundancy arrangements.

  • Request operational PUE (Power Usage Effectiveness), CUE (Carbon Usage Effectiveness), cooling-efficiency and WUE (Water Usage Effectiveness) data, with measurement boundaries, period and workload context.
  • Ask for the supported temperature and humidity envelope, how it is monitored, and what happens during cooling equipment maintenance or failure.
  • Establish the water source, consumption, relevant permissions and contingency plan for restrictions or drought.
  • Confirm whether quoted efficiency figures reflect the facility overall or the conditions and load expected for your deployment.

In its 12 August 2026 parliamentary response, MeitY says BIS technical committee LITD 31 has published Indian Standards related to PUE, CUE, Cooling Efficiency Ratio and WUE. It also identifies ECBC 2017 and ECSBC 2024 as relevant building codes, notes that water requirements vary by cooling technology, and points to Ministry of Jal Shakti groundwater-extraction guidance. The response lists direct-to-chip liquid, adiabatic, immersion and closed-loop cooling among approaches being adopted; none is automatically the best choice for every workload.

Verify security, assurance and compliance scope

Request current independent assurance reports and certificates, then check that their scope covers the exact site, service and period you intend to use. Record expiry dates, exclusions and auditor details. A certificate name or an entry on a dated provider list does not, by itself, prove that the service and location meet your requirements.

Review the provider’s evidence and contract terms for:

  • Physical access control, visitor handling, camera coverage and log-retention periods.
  • Incident response, notification timelines, escalation contacts and evidence preservation.
  • Media sanitization, backup controls, personnel screening and subcontractor oversight.
  • Change management, customer audit rights, data-location terms and a clear shared-responsibility matrix.

Map applicable laws, sector rules and contractual obligations to your specific workload with qualified counsel or compliance staff. The requirements depend on the business and service; do not infer that a provider is compliant for your use case from a general listing or a report with a different scope.

Check recovery and day-to-day operations

Make recovery claims testable. Ask for documented failure scenarios, the design of an independent secondary site, replication and backup architecture, and dated recovery-test results. Confirm whether the test covered your relevant systems and whether it met the RTO and RPO you specified.

Also establish the operating arrangement in writing: 24/7 staffing model, remote-hands response targets, maintenance coordination, escalation path, customer responsibilities and exit assistance. NIC says its National Data Centres combine round-the-clock operations with onsite skilled personnel; that describes NIC’s own services and does not establish the staffing, quality or terms of a commercial provider.

Compare total cost and contract commitments

Give each bidder the same workload profile, rack density, power draw, bandwidth, support needs and contract term. Ask for itemized quotes so apparent rate differences do not hide different assumptions.

  • Setup, migration and recurring space and power charges, including whether power is metered or reserved.
  • Cooling charges, bandwidth, cross-connects, cloud connectivity and remote-hands support.
  • Taxes, annual escalation, minimum commitments, renewal terms and insurance requirements.
  • Service credits, their caps and exclusions, and any audit costs.
  • Termination charges, data and equipment removal, and transition support.

There is no reliable comparable current price basis here for a generic “typical” data-centre cost. Build a like-for-like total-cost view from current written quotes and include migration and exit, not just the recurring headline charge.

Score providers using evidence, not presentation quality

Use a common evaluation sheet for every candidate. First mark mandatory requirements as pass, fail or unresolved; a serious failure on a non-negotiable requirement should not be offset by strong scores elsewhere. For candidates that pass, score each criterion from 1 to 5 using the same scale: 1 means the requirement is not demonstrated, 3 means it is partly demonstrated or depends on unresolved conditions, and 5 means current, site- and service-specific evidence supports the requirement.

Set weights before reviewing proposals, based on your workload’s risks, and make them total 100. For example, a latency-sensitive service may assign more weight to measured network paths; a high-density deployment may emphasize committed power and cooling evidence. Multiply each criterion’s score by its weight, then compare the weighted results alongside unresolved risks and contract exceptions. Do not let an aggregate score conceal a failed mandatory requirement.

Keep a record of the evidence behind each score, its date and any qualification. If a provider cannot supply a document or measurement, mark the item unresolved rather than treating an assurance statement as proof.

Run a consistent selection process

  1. Write the workload brief: specify users, latency, data handling, density, growth, recovery objectives, staffing and control needs.
  2. Set mandatory gates: identify requirements that a candidate must meet, such as permitted data location, minimum committed power or recovery separation.
  3. Ask all candidates the same questions: request site-specific documents, measurements, contract terms and itemized pricing against the same assumptions.
  4. Validate high-risk claims: reconcile diagrams and reports with the proposed address, service scope, current dates and contract commitments; request clarifications or site visits where appropriate.
  5. Score and negotiate: apply the pre-set weights, document unresolved risks, and negotiate service levels, expansion, maintenance, credits, migration and exit before signing.
