Chromatic aberration in a game is a post-processing effect that separates colors around image boundaries to imitate—or stylize—the color fringing caused by a camera lens. Developers may use it to make a scene feel camera-mediated or to mark a moment such as an impact or intoxication effect. It is an artistic choice, not a sign that your screen or eyesight has a defect.
What chromatic aberration looks like
In optics, chromatic aberration occurs when a lens does not bring all colors of light to the same point. In a photograph, it can show up as colored fringes along high-contrast edges, such as the boundary between a dark object and a bright background. Unity’s 2019.3 manual describes red/blue and green/purple fringing and notes that the fringing colors can be user-defined in that implementation. Unity Manual 2019.3
Games reproduce the look digitally. Unity’s Post Processing 3.2.2 documentation describes separating red, green, and blue channels along image boundaries, while Unreal Engine describes its effect as simulating color shifts associated with real-world camera lenses. Why games use the effect
The clearest documented reason is artistic direction. Unity gives camera-impact and intoxication effects as examples of uses. A developer can use color fringing to make the image feel as if it is being viewed through a camera, or to visually signal a stylized moment. Those are examples, not a universal explanation for why every game uses it. Unity Manual 2019.3

How noticeable it is depends on how the effect is applied. Epic’s Fortnite documentation says that, depending on the amount used in a post-process volume, the result can blur the edges of a scene or blur the scene throughout. That visual trade-off helps explain why a pronounced treatment may look distracting to some players, while a subtler one can function as part of a game’s chosen visual style. What the settings change
Engine documentation illustrates two ways developers can tune the effect, but these controls are implementation details; they do not mean every game offers them to players.

Can you turn chromatic aberration off?
That depends on the game. Engine documentation shows that developers can tune the effect, but does not establish that every released game exposes a player toggle or a universal workaround. Check the particular title’s graphics, post-processing, or accessibility options for a setting named “Chromatic Aberration” or similar. If you cannot find one, the available documentation does not support assuming there is another way to disable it.
