Choose a Treasury ETF by matching its interest-rate risk and holdings to the job you need it to do—not by picking the highest recent return or yield. Start with your time horizon and tolerance for price swings, then compare duration, mandate, fees, trading costs, and tax fit. Treasury securities held by a fund are backed by the U.S. government, but ETF shares are not guaranteed or insured, and their market price can fall.
Start with the job the ETF needs to do
Decide whether you want cash management, a short-term reserve, broad bond-market exposure, inflation protection, or a hedge for long-term liabilities. Each role has a different acceptable level of price volatility and a different time horizon. A reserve you may need soon generally calls for less interest-rate sensitivity than a long-term liability hedge.
Consider the ETF alongside the rest of your portfolio. A narrowly focused Treasury fund does not automatically diversify you if other holdings already have similar exposure. Investor.gov explains that risk tolerance includes both willingness and ability to lose money, and that allocations can drift over time and need rebalancing: SEC Investor.gov’s ETF guide.
Use duration to assess interest-rate sensitivity
Duration estimates how sensitive a bond or bond fund’s price is to changes in interest rates. As a first-order approximation, a fund with a duration of two years might fall about 2% if rates rise one percentage point, or gain about 2% if rates fall one point. Vanguard uses this illustration in its Total Treasury prospectus. It is a simplified estimate, not a forecast: actual returns also reflect income, expenses, changes in yields at different points on the curve, convexity, and portfolio turnover.

Bond prices generally move in the opposite direction from interest rates, and longer-term bonds tend to be more price-sensitive than shorter-term bonds. Shorter-duration funds may have smaller price swings, but their income can change more as maturing securities are reinvested at new rates. Longer-duration funds tend to have greater price volatility. Price stability and income stability are distinct risks.
Check the mandate and the securities actually held
Read the summary prospectus and full prospectus, then check the latest holdings and factsheet. The prospectus describes the fund’s objective and rules; holdings show its portfolio at a particular date. Compare the benchmark, eligible securities, maturity range, duration characteristics or target, and whether the portfolio includes nominal Treasuries, Treasury Inflation-Protected Securities (TIPS), floating-rate notes, or Treasury STRIPS.

Broad nominal Treasury exposure
Vanguard’s 2025 Total Treasury ETF prospectus describes a passive fund tracking the Bloomberg U.S. Treasury Total Return Unhedged USD Index. The index covers fixed-rate nominal Treasury debt and excludes TIPS and floating-rate securities. Its dollar-weighted average maturity was 7.7 years as of September 30, 2025. That is a dated index statistic, not a current measure of the fund’s holdings or duration.
Long-duration Treasury exposure
Vanguard’s Extended Duration Treasury ETF factsheet says the fund mainly invests in 20-to-30-year Treasury STRIPS—zero-coupon securities—and describes its interest-rate risk as “extremely high.” The fund document says it is primarily intended for pension plans and other institutional investors seeking to match long-term liabilities, and warns that rising rates may cause significant declines. This is a specialized example of why the word “Treasury” alone does not tell you how volatile a fund may be. See Vanguard’s EDV factsheet and fund information.

Do not assume similar names mean similar exposure
A separate SEC-filed Vanguard Long-Term Treasury ETF summary prospectus describes a fund seeking to track a market-weighted Treasury index with a long-term dollar-weighted average maturity. Compare each fund’s own disclosures rather than assuming that “long-term Treasury” or another shared label means identical mandates.
Compare ongoing fees and the cost of trading
Compare the current annual operating expense ratio in each fund’s prospectus. The stated fee is only part of the cost: include any brokerage commission, the bid-ask spread, and the price paid relative to net asset value (NAV). ETF shares trade intraday at market prices, which can be above or below NAV; fund websites and prospectuses generally provide premium-and-discount history. Check current issuer data because expenses, yields, duration, spreads, and holdings can change.

The SEC points investors to FINRA’s Fund Analyzer to estimate how investment costs accumulate. Do not compare advertised yields without checking that they use the same convention and date and whether the figures are before or after fees. A headline yield is not a complete measure of expected return or risk.

In a taxable account, ETF structure may result in fewer capital-gains distributions than a similar mutual fund because many ETFs transact in kind, but ETF investors can still owe tax on fund distributions. Investor.gov says there is no ETF-versus-mutual-fund tax difference when holdings are in a tax-advantaged account such as an IRA or 401(k). The tax treatment of Treasury interest and fund distributions can depend on current fund reporting and local rules; check the fund’s tax documents and the rules for your jurisdiction. The available guidance here is U.S.-focused.

A practical comparison checklist

Understand what Treasury backing does—and does not—mean
The underlying Treasury securities have U.S. government backing, but that does not guarantee an ETF’s principal, market price, or income distributions. The SEC states that ETFs are not guaranteed or insured by the FDIC or another government agency. Fund shares can trade below NAV, and rising yields can reduce the value of the securities the fund holds. An ETF also differs from owning an individual Treasury directly: its portfolio and share price change over time.
