It may handle DNS requests, destination and timing information, and—if traffic is not encrypted—its contents. What it retains depends on the provider’s policies and systems. Account, payment, support, and diagnostic data may also be collected separately from browsing activity.
What can a VPN provider see while you are connected?
A VPN changes which network intermediary handles your traffic: for activity routed through the tunnel, the VPN service takes that position instead of your local internet service provider. The VPN endpoint must process traffic to route it, so the service is not automatically blind to connection metadata. The Center for Democracy & Technology (CDT) notes that relevant data can arise across the client app, APIs, and VPN gateways—not just at the server.
Connection details
Depending on its architecture and practices, a provider may process your source IP address, assigned VPN IP address, selected server, connection and disconnection times, session duration, and transferred data volume. Whether those details are retained after a session is a separate question. CDT recommends evaluating connection logs as well as activity logs: CDT’s questions for assessing VPN logging.
DNS requests and destination clues
If the VPN handles your DNS requests—the lookups that translate domain names into network addresses—it may learn which domains you query. It can also process routing information, such as destination IP addresses, timing, and traffic volume. The amount of domain information visible can depend on how DNS and the rest of the connection are configured.

Cloudflare’s documentation says its WARP client handles DNS queries and collects limited DNS-query and traffic data, excluding payload, while the client is enabled. That describes WARP specifically; it should not be treated as a description of every VPN: Cloudflare WARP privacy documentation.
Traffic contents and HTTPS
A VPN endpoint can process unencrypted traffic that passes through it. HTTPS encrypts the content exchanged between your device and a website, limiting what an intermediary can read—for example, it helps protect page contents and passwords in transit. It does not erase all connection metadata, and it does not guarantee that no domain clues are visible. The FTC’s report discusses studied U.S. internet service providers, not VPN providers; it is relevant here only for the general limits encryption places on what an intermediary can read: FTC report on ISP data practices.

What might a VPN collect even if it does not log browsing?
Browsing or activity logs are only one category of data. A provider may separately collect information needed to create an account, process payment, answer support requests, operate its app, or measure service performance. CDT advises looking beyond the VPN gateway to the client, APIs, and other systems.
- Account and payment data: Email addresses and payment information may be associated with an account.
- Support records: Messages to customer support can contain information you choose to provide.
- App and diagnostic data: An app may report installation identifiers or optional diagnostic information.
- Service metrics: A provider may collect transfer totals, speed measurements, or aggregated usage data.
These are examples, not a universal list. ExpressVPN’s policy, for example, describes account and payment information and optional app diagnostics while disclaiming specified traffic logs. Cloudflare describes an app installation ID, transferred data, average speed, and aggregate traffic by website and region. Those examples apply to the named services, not the VPN industry as a whole: ExpressVPN privacy policy and Cloudflare WARP privacy documentation.

Can a VPN see your browsing history, and does it keep logs?
“Can see” and “logs” describe different things. A service may process information in real time to route traffic without retaining an identifiable history after you disconnect. A provider’s claim that it keeps no activity logs does not, by itself, explain whether it retains source IP addresses, timestamps, data volume, diagnostic information, or account records. Ask what the service handles during a session, what it stores afterward, and for how long.
Provider statements and audits are specific to the named service and their stated scope. ExpressVPN’s current privacy policy says it does not collect browsing history, destinations, traffic content, DNS queries, or connection logs such as IP addresses, connection timestamps, and session duration; the same policy describes account/payment information and optional app diagnostics. DuckDuckGo reports that Securitum’s audit from October 2025 through January 2026 found no user-attributable connection metadata, DNS logging, or VPN traffic inspection or logging in the audited system. Neither statement establishes what other providers do: ExpressVPN privacy policy and DuckDuckGo’s account of its VPN audit.

How to evaluate a VPN provider’s data practices
- Separate activity logs from connection logs. Look for explicit answers about browsing history, DNS queries, destinations, source and VPN IP addresses, timestamps, session duration, and data volume. “No activity logs” may not answer questions about connection metadata.
- Check all the systems involved. Review what the provider says about its app, APIs, support systems, payment processing, and server operators—not only its VPN gateways.
- Look for purposes and retention periods. A broad phrase such as “minimal logs” does not identify which categories are collected or how long they remain. CDT recommends clear disclosure of connection and activity logging, and whether data remains after disconnection.
- Read audits by scope and date. Check who performed the audit, which systems and regions it covered, and whether it examined policy, configuration, source code, or live operation. An audit is evidence about the systems and period it assessed, not a blanket guarantee about every product or future practice.
- Assess infrastructure security separately. A 2024 paper by Teemu Rytilahti and Thorsten Holz reports traffic-filtering weaknesses across a majority of the VPN service providers tested. The finding applies to the networks and methods in that study; it does not establish that every provider exposes user data. Logging claims alone do not demonstrate sound server isolation or traffic filtering: 2024 VPN network security study.
- Review legal-request and transparency information. CDT recommends checking how a provider handles legal requests and what it discloses in transparency reporting. A provider can disclose only data it holds, so consider those procedures alongside its stated data categories and systems.
