In India, you can use UPI without a smartphone or internet through supported UPI 123PAY phone-based services. The voice-call option is designed for this purpose, but availability and setup vary by bank and service provider. Check NPCI’s current 123PAY member list and your bank’s instructions before trying to enroll. The *99# USSD route is another option to ask about, though NPCI’s cited documentation for it dates to 2017 and does not confirm that it works with every bank or mobile operator today.
How can I make a UPI payment without a smartphone or internet?
The most directly relevant option is UPI 123PAY. NPCI’s product booklet describes a phone-based service that can be used without a smartphone or internet connection. Its voice-call route starts with a secured call to a designated number; you complete onboarding and then make transactions through the service. The exact number, enrollment process, and available functions depend on the participating bank and provider.
NPCI’s booklet says the service is available in 11 regional languages. That is product information, not a guarantee that every participating service supports every language in every interaction. Confirm the language and instructions with your bank or provider.
How do I use UPI 123PAY on a feature phone?
- Check that your bank and service provider participate. Use NPCI’s UPI 123PAY live-member directory, then ask your bank which service works for your account. The list can change, and participation does not mean every channel is available through every provider.
- Confirm your phone and account requirements. Ask the bank or provider what phone-number and account configuration it accepts and whether your handset can use the relevant service. The sources establish a phone-based route, not compatibility for any particular handset model.
- Follow that provider’s enrollment instructions. NPCI describes initiating a secured call to a predetermined number and completing UPI onboarding, but there is no single setup sequence established for all banks. Use the number and steps given through your bank’s official channels.
- Make the payment using the service’s prompts. Follow the instructions for the selected service and authorize the transaction with your UPI PIN when prompted. Never share the PIN with anyone.
What UPI 123PAY channels are available?
NPCI materials describe several kinds of 123PAY interaction. Which one you can use depends on your participating bank, service provider, and phone.

These are channel types, not a promise that all four are enabled for your bank or handset. Check NPCI’s live directory and your bank’s current guidance to find the applicable option.
Does *99# still work for UPI?
NPCI documented *99# USSD 2.0 as a way to access UPI from non-internet mobile devices, including basic phones and smartphones. Its circular, dated 30 June 2017, describes dialing *99#; NPCI’s milestones page also describes an interactive menu.

That historical documentation does not establish current availability for every bank or mobile operator. Ask your bank or operator whether *99# UPI is currently supported for your number and account before relying on it.

You need a supported phone-based service, a bank account and phone-number setup accepted by the participating bank or provider, and the provider’s onboarding instructions. A basic feature phone may be suitable for a call-based service, but compatibility is not verified for specific models. Ask the bank or provider about your handset and service before depending on it.

NPCI defines a UPI PIN as the passcode used to authorize bank transactions and explicitly advises users not to share it. Enter it only as directed in the payment process.
