For a connected-TV (CTV) campaign, create one strong master ad, then prepare and approve a version that meets each publisher’s specifications. Test whether the creative advances a defined campaign objective—not merely whether the video plays or completes. A reliable workflow moves from brief to production, publisher-specific delivery, preflight, measurement, and learning.

1. Define the objective before making creative variants

Start by naming the audience, the campaign objective, and the one main message viewers should remember. Decide what action or offer the ad should communicate, then choose a primary metric that can credibly assess that objective. For example, a brand-awareness campaign may use an awareness measure, while a response-oriented campaign may focus on a defined conversion outcome. Those measures answer different questions; do not treat them as interchangeable.

  • Audience: Who should see the ad, and how will the campaign identify or reach that group?
  • Objective: What should change as a result of exposure?
  • Message and action: What is the single main point, and what should viewers do or remember?
  • Primary outcome: Which metric will indicate progress, and what exactly does that metric count?

Write a test hypothesis before production—for instance, that a version leading with a product benefit will improve a chosen brand measure compared with a version leading with the problem it solves. If the goal is to learn which creative difference mattered, keep the comparison focused and avoid changing many elements at once. That is a testing principle, not a guarantee that a simple comparison proves causation.

2. Build a story for television viewing

CTV is streaming video viewed on a television screen. It is not the same delivery environment as cinema or linear broadcast, and there is no single export specification for every streaming publisher. Design the ad as a clear, watchable video: make the brand and essential message legible at viewing distance, and do not depend on a clickable interface unless the selected format and inventory support it.

Plan duration, aspect ratio, and any interactive features around the target publisher and inventory before locking the edit. Keep a high-quality source master so the team can create the versions required by different publishers without repeatedly exporting from a compressed delivery file.

3. Create publisher-specific files and tags

Use a master plus ready-to-serve renditions where the buying and publisher setup calls for them. Google Display & Video 360 (DV360) recommends MP4, a mezzanine master and high-quality serving versions, and checking assets with each publisher. Its listed recommendations include 1920×1080 as preferred for mezzanine and high-quality files, plus 1280×720; frame-rate recommendations include 23.98 or 29.97 fps, and 25 fps for PAL countries. These are DV360 recommendations, not universal CTV requirements. The same guidance warns against telecine, interlacing, and duplicate frames, and notes VAST 2.0 while saying most publishers do not support VPAID or tag wrapping. Roku Ads Manager has a separate self-serve upload specification. Its guidance calls for MOV or MP4, 16:9, a duration of 6–92 seconds, 23.98, 25, or 29.97 fps, and a minimum video bitrate of 6 Mbps; it also specifies audio and file-size requirements. Roku says submissions receive technical checks followed by manual review, typically within 2–3 business days. Google advises working directly with the publisher to confirm that CTV assets meet its specifications. Some exchange inventory also requires creative approval before it can serve, so approval status belongs in the launch plan—not as an assumption after upload.

4. Preflight the actual deliverable

An export preset is not proof that a file meets a publisher’s requirements. Inspect the rendered asset and its metadata, confirm tag behavior, and track the approval status for every destination.

  1. Check the destination’s specification: Record permitted file format, aspect ratio, duration, resolution, frame rate, bitrate, audio, file weight, and tag requirements for each publisher or inventory source.
  2. Inspect the rendered file: Verify actual metadata and playback, including picture quality and audio. Check for interlacing, telecine, or duplicate frames where applicable.
  3. Test the ad tag or serving setup: Confirm the tag behaves as required by that publisher; do not assume VPAID or wrapping is supported.
  4. Submit for review early: Allow time for technical checks, manual review where applicable, and any corrections. Confirm approval for the intended placement before the flight begins.
  5. Keep a version record: Associate each file and tag with its publisher, format, and approval status so an approved version is not confused with another export.

Playback compliance and publisher approval establish that an ad can be accepted and served under the relevant requirements. They do not establish that it is persuasive or effective.

5. Choose a test that fits the objective

When the campaign and account qualify, a brand-lift study can compare survey responses from an exposed sample with responses from an eligible but unexposed control group. DV360 documents measures including video ad recall, awareness, consideration, favorability, and purchase intent. Study availability depends on factors such as budget eligibility, supported subject matter, campaign setup, and sufficient responses; confirm eligibility and setup with the current account guidance before the campaign starts. For cross-exchange CTV Brand Lift, Google recommends at least $15,000 per survey question for that product. This is a product-specific recommendation, not a general minimum for CTV testing, and eligibility can vary by account and market. Google says cross-exchange snapshot studies may run for up to 40 days or until enough responses are collected. Set up the study and obtain approval before the campaign starts if you plan to use it.

If a lift study is unavailable or unsuitable, use another design appropriate to the outcome and available data. Be clear about what the design can support: a delivery or completion report alone does not demonstrate brand lift or incrementality. For a creative comparison, specify the audience, exposure basis, outcome, and planned interpretation in advance; changing multiple creative elements simultaneously makes it harder to identify what drove a difference.

6. Read CTV reports by metric and method

CTV reports can describe delivery, who was exposed, or an outcome. Those categories are not substitutes for one another. IAB Europe’s CTV Measurement Framework and Transparency Principles, published October 1, 2026, groups measurement into foundational delivery (including impressions, invalid traffic, TV-off detection, and viewability), exposure and audience (including completion rates, reach, and content-level information), and performance or outcome (including conversions, ROAS, incrementality, brand uplift, and attention). It emphasizes standards-aligned definitions, disclosure of data collection and measurement limitations, device power state, and granular reporting. Before comparing reports from platforms, publishers, or studies, check whether they use the same definitions and measurement basis:

  • Objective and metric: What question is being answered, and what does the reported metric count?
  • Exposure and audience: Who was considered exposed, and how was exposure determined?
  • Study design: Does the method support a lift or incrementality interpretation, or only report observed delivery or outcomes?
  • Survey details: For survey-based results, compare wording, audience, and response sufficiency.
  • Coverage and timing: Which publishers or exchanges are represented, and over what period?
  • Eligibility and constraints: What budget, setup, privacy, or data-collection limits affect the result?
  • Transparency: Are limitations and reporting granularity disclosed?

A completion rate describes completed viewing under a particular definition; reach describes audience exposure; survey lift describes a measured change in responses; conversions and ROAS concern outcomes under their respective measurement methods. Do not rank creative solely by whichever number is easiest to compare if the metrics answer different questions.

7. Turn findings into the next creative decision

Close the test report with the metric definitions, audience and exposure basis, study or measurement method, limitations, and the next decision. Separate operational results—such as whether assets passed review and delivered—from brand or business outcomes. If the evidence points to a creative improvement, carry that learning into the next focused version; if it does not, report the uncertainty rather than treating a delivery metric as proof of effectiveness.

The IAB’s August 2021 CTV creative guide includes historical figures attributed to earlier sources, such as 2020 viewing data and 2021 spending projections.
