Atmospheric rivers can raise flood risk and replenish water supplies in the same storm. Their effects depend on how much moisture they carry, where and how long they make landfall, whether precipitation falls as rain or snow, and how wet the watershed already is. Most are not destructive: weaker systems often provide useful rain or mountain snow, while intense or persistent storms can overwhelm rivers and drainage systems.

What is an atmospheric river?

An atmospheric river is a long, narrow corridor of concentrated water vapor moving through the atmosphere. It is a transport feature, not a measure of rainfall at a particular place: the amount of moisture and strength of transport vary, and landfall can produce either rain or snow. NOAA says most atmospheric rivers are weak and often provide beneficial precipitation for water supplies; stronger events can bring damaging conditions. The name “Pineapple Express” refers to a particular atmospheric-river pattern that carries moisture from near Hawaii toward the U.S. West Coast; it is not a synonym for every atmospheric river. NOAA’s Pineapple Express explainer provides more detail.

How do atmospheric rivers cause floods?

Flooding follows a chain: moisture transport and wind shape how much precipitation reaches a watershed; terrain affects where that precipitation falls; temperature and freezing elevation determine how much is rain versus snow; and soil, snowpack, streams, and reservoirs affect how quickly water runs off. Heavy rain can produce rapid runoff, while a storm that persists or stalls over the same basin can keep adding water. Existing wet soils, high streamflows, or snow conditions can further increase vulnerability.

Moisture, winds, and duration

More intense moisture transport can mean heavier precipitation and greater runoff potential, but the atmospheric-river label alone does not predict a flood. A USGS study of 5,477 Pacific Coast stream gauges over water years 1949–2015 found that the probability of an atmospheric river generating at least 50 mm/day of runoff in a Pacific Coast river was 12% when daily mean vapor transport exceeded 300 kg m⁻¹ s⁻¹, and 54% above 600 kg m⁻¹ s⁻¹. In the same study, the 99th quantile of daily runoff rose from 80 mm/day at transport of 300 to 160 mm/day at 500 kg m⁻¹ s⁻¹. These are findings for that study’s thresholds and western U.S. context, not universal probabilities for every storm or watershed. USGS study details.

Terrain, temperature, and watershed conditions

Moist air forced over mountains can produce substantial precipitation. Whether that water arrives as snow or rain matters: snow can store water and delay runoff, whereas rain can reach streams more quickly. The freezing elevation, existing snowpack, antecedent soil moisture, and streamflow all help determine the outcome. A USGS-indexed study of 33 years of western U.S. atmospheric and hydrologic data identifies water-vapor amount, wind direction and speed, temperature, and antecedent soil moisture as influences on precipitation and hydrologic response. It also reports that snowfall and greater water storage in the soil column can mitigate flood impacts by retaining or delaying water. California’s Department of Water Resources likewise describes atmospheric-river effects in the context of regional hydroclimate and watershed conditions in its California Hydroclimate Report, Water Year 2022.

Can atmospheric rivers help drought and water supplies?

Yes. Rain can refill reservoirs and other water systems, and mountain snowfall can act as a temporary store that feeds rivers as it melts. That benefit depends on where precipitation falls, how much the watershed can store, and whether it arrives gradually enough to be managed. A storm can improve water supply while causing floods elsewhere—or cause both hazards and benefits in the same basin.

A historical NOAA example illustrates the range: during a sequence of West Coast atmospheric-river-fueled storms from December 10–22, 2010, some areas received 11–25 inches of rain, while the Sierra Nevada had accumulated 75% of its annual snow by December 22. Observations help forecasters and water managers characterize storms. How forecasts and reservoir decisions help manage the risks

Forecast lead times

NOAA says warnings for potential heavy rain and flooding may be issued as many as five to seven days ahead. NOAA’s experimental Atmospheric River Analysis and Forecast System (AR-AFS) provides daily updates up to five days ahead, including expected moisture amount and movement and rain or snow over a 24-hour period. AR-AFS is experimental; it is one forecasting resource, not the only operational forecast. From weather forecasts to river guidance

NOAA River Forecast Centers combine expected rain and snow, temperature, observed flows, and reservoir releases to produce hydrologic guidance. Their outlooks range from hours for flash-flood guidance to days for river forecasts, weeks for snowmelt, and months for seasonal water-supply forecasts. NOAA’s River Forecast Centers overview.

Forecast-informed reservoir operations

Forecast-Informed Reservoir Operations (FIRO) use monitoring and improved weather and runoff projections to give reservoir operators more flexibility in deciding when to retain or release water. California DWR’s March 2025 report describes FIRO at Lake Oroville and New Bullards Bar and reports potential flood-risk and water-supply benefits at those locations. The reported potential is specific to those reservoirs; it is not a guarantee of outcomes at every dam. California DWR’s FIRO report announcement.

What determines whether an event is dangerous or beneficial?

To understand an atmospheric river’s likely effects, assess the combination of factors rather than relying on its name or a single intensity number:

  • Moisture transport and wind: how much water vapor is being carried and the direction and strength of the flow.
  • Duration and path: how long the storm affects a watershed and whether it stalls over one area.
  • Terrain and basin orientation: how mountains and watershed geography direct precipitation and runoff.
  • Temperature and freezing elevation: whether precipitation falls as rain or snow and how much existing snow may melt.
  • Starting conditions: soil wetness, snowpack, and streamflow before the storm arrives.
  • Storage and management: the capacity of soils, reservoirs, and basins to retain water or safely pass it downstream.

These factors explain why one atmospheric river can bring valuable snow to one area and dangerous runoff to another. They are not a substitute for local weather alerts or river forecasts.
