To make historical documents useful for AI, preserve a clear, unaltered image of each page, link it to searchable text and descriptive metadata, and check both image and text against the original. Start by assessing the collection and the condition of its materials; then capture, organize, validate, and prepare files so every AI result can be traced back to a page.
Plan the collection before scanning
Decide what you want AI to do—such as transcribe pages, find names, classify documents, or search across a collection—and who will use the results. Those decisions affect the detail the images must preserve, the metadata you need, and whether sensitive or restricted material can be included. The Library of Congress recommends considering project purpose, intended users, presentation, effects on originals, and access and storage before digitization: Preservation Guidelines for Digitizing Library Materials.
Inventory items and preserve their relationships
Record collection, series, folder, item, and page relationships before separating or rearranging anything. For each item, note its format, dimensions, condition, print or handwriting, language or script, annotations, color cues, and existing labels. These details help determine how to capture the document and later interpret its text.
Some materials need specialist assessment before capture. The Library of Congress identifies obscured text, cockling, tears, loose book joints, restricted bindings, and difficult formats as conditions to consider. Ask a conservator or preservation specialist about brittle, damaged, bound, oversized, or otherwise difficult items rather than risking damage to meet a scanning target.

Choose safe capture equipment and image settings
Use equipment suited to the document’s size and condition. The Library of Congress says form-feed equipment is unacceptable for fragile, high-value, fine art, special, or archival material. It also advises controlling light and heat, using correctly sized equipment, supporting books with weak joints or restricted openings in a cradle, and supporting foldouts rather than removing them. Do not press a book flat or flatten collection materials with glass or Plexiglas. See the Library of Congress handling and digitization guidance.
For textual records transferred to the U.S. National Archives and Records Administration (NARA), its guidance gives these minimum image targets. They are transfer specifications for the covered federal records, not universal requirements for every archive or AI project.

These figures come from NARA’s Scanned Images of Textual Records. For another collection, choose settings based on the material, its condition, the detail needed for interpretation, intended display or print size, storage constraints, and downstream use. If the original is fragile or bound, safe handling and suitable support matter more than hitting a nominal resolution.
Keep an image master and make separate working files
Retain an unchanged image master for each page. Create OCR text and any deskewed, cropped, contrast-adjusted, or AI-specific versions as separate derivatives, each traceably linked to its source image. That preserves the ability to check an analysis result against the page and prevents processing choices from silently changing the preservation copy.

NARA’s permanent federal-record format guidance lists TIFF, PNG, PDF/A, and JPEG 2000 options under specified conditions. It permits OCR in PDF when generated or modified content does not replace the original bitmapped image, and cautions against lossy PDF compression that may degrade archival image content. These rules apply to the relevant federal transfer context, not automatically to personal or other institutional collections. Consult NARA’s file-format tables and any requirements set by your repository.
Organize images, OCR, and metadata for retrieval
Give each item a stable identifier that reflects its place in the collection, and use it consistently in filenames and a structured manifest. For example, a project might use a pattern such as collection_series_box_folder_item_page, with paired files like ..._p003_master.tif and ..._p003_ocr.txt. This is an illustrative convention, not a required standard; document the scheme and follow any repository rules.

Keep OCR linked to the corresponding image and retain page order, folder or series context, and links among pages of the same document. NARA’s guidance for covered transfers calls for available OCR to be linked to the appropriate scanned image, along with retrieval aids and indexes. Its checklist also covers file arrangement, counts, finding aids, imaging system and quality characteristics, and inspection reporting: Scanned Images of Textual Records.
What to record in the manifest
- Collection, series, folder, item, and page identifiers, plus page order and relationships to related pages.
- Date or date range, creator, language or script, and original format, where known.
- Capture date, operator or workflow, equipment or imaging system and version, and file format and version.
- Resolution, bit depth, compression, and other image quality settings.
- Associated OCR file, OCR status, and whether the text has been checked.
- Rights, access limits, and any relevant privacy restrictions.
- Quality-control checks, defects found, corrections made, and defects that remain.
Use a finding aid or index alongside filenames when the collection’s archival arrangement carries meaning. NARA’s digitization strategy treats metadata, management, integrity, and sustained access as parts of digitization, not tasks that end when scanning does. Validate the files before AI analysis
Review images for missing pages, focus, cropping, skew, color or tonal fidelity, and legibility. Review OCR on a representative sample, including the kinds of pages most likely to be difficult, and correct or flag errors that could affect the intended analysis. Keep a log of defects and remediation; NARA’s covered-transfer guidance calls for quality-control inspection documentation.
OCR and handwriting recognition are proposed transcriptions, not the source itself. Sample across document types, age and condition, handwriting versus print, language or script, and image quality. If the text will support claims or quantitative analysis, record the recognition tool and version and any corrections. When a reading is uncertain, preserve that uncertainty rather than silently standardizing a name, date, or spelling. The cited guidance does not establish a universal accuracy threshold for historical documents.
Prepare a traceable AI working set
Give the analysis system OCR text and relevant metadata while retaining stable image identifiers and page references. For tasks involving layout, handwriting, marginalia, tables, seals, or uncertain readings, include the page image or a reference to the relevant image region in the review process. Historical document processing draws on computer vision, document recognition, natural language processing, and machine learning; a 2020 survey describes these areas as tools for retrieval and data mining, not as a guarantee that a particular model will read every collection accurately: Historical Document Processing: A Survey of Techniques, Tools, and Trends.
Keep the chain of evidence intact: an extracted name or date should point to the OCR text and page image it came from. That makes human review possible when automated transcription or interpretation is uncertain.

Store masters, derivatives, metadata, manifests, finding aids, and quality-control logs with backups and a documented folder structure. Keep the original archival relationships visible in the digital arrangement, and ensure the storage and access plan can sustain use beyond the initial AI task. NARA’s digitization strategy emphasizes sustained access, metadata, management, integrity, and archival context.
