Drone delivery depends on more than an aircraft that can fly. Operators need places to stage, charge and load aircraft, systems for handing packages to customers, people or remote teams to oversee operations, and permission to use sites in ways that fit local rules and communities. Those ground requirements shape where a service can operate, how reliably it can run and whether enough deliveries can justify the cost.
Why does drone delivery need ground infrastructure?
A delivery flight begins and ends within a network of physical sites and human processes. Operators must establish hubs and delivery infrastructure, obtain airspace authorization, secure the required Part 135 certificate, comply with applicable state and local requirements and environmental review, and respond to public inquiries. These are operating responsibilities, not optional additions to the aircraft.
On the ground, a service may need aircraft staging, charging, package loading, maintenance, customer pickup or a remote handoff point. It also needs plans for weather disruptions, customer access and community concerns. A fast flight does not by itself provide a complete delivery service.
How do operators arrange their ground networks?
There is no single standard layout. FAA environmental summaries describe different operator- and location-specific proposals and actions. The figures below are planning limits in those particular FAA-reviewed actions, not evidence that all sites are operating at those levels.

The designs illustrate different trade-offs. A commercial nest or dock can put aircraft near retail customers; a warehouse-adjacent center can use an existing logistics location; and offsite autoloaders can provide package pickup away from a nest. The sources do not establish one model as cheaper or more effective overall.
Where can delivery sites go?
Commercial locations recur in the FAA summaries: shopping centers, retailers, malls, warehouses and laboratories. But a site that is convenient for a route still has to work under applicable land-use and zoning rules. FAA environmental review for a particular action is not blanket approval for every site, operator or flight pattern.

Local acceptance is part of site viability. Noise-sensitive surroundings, operating hours, customer access, community notice and responsiveness can affect whether a location can support the service. An operator therefore has to coordinate aircraft operations with property access and local engagement rather than treating the launch point as an invisible technical detail.
Does autonomy remove the need for people on the ground?
No. Automation can change how work is distributed, but loading, handoff, maintenance, weather response and oversight still need to be handled. The exact staffing model varies by operator; the available examples do not establish a universal number of aircraft per worker or remote pilot.

Zipline describes a remote operations control center in Concord, North Carolina, monitoring distribution centers in Utah and Arkansas. Its account says staff watch system health, aircraft and weather, and presents the center as a way to support multi-aircraft operations. This is Zipline’s description of its own model, not proof that every operator can use the same staffing arrangement.
What determines whether the economics work?
Delivery cost depends on the whole service, not only flight time. A useful assessment includes site and facility costs, loading and customer handoff, charging, local staff and remote monitoring, maintenance, weather downtime, site permissions and the order volume available to each location. The cited sources identify these as relevant operating elements but do not provide a standardized cost breakdown across operators.

In an August 2025 Associated Press report, Shakiba Enayati, a supply-chain scholar at the University of Missouri–St. Louis, estimated drone delivery at around $13.50 per delivery versus $2 by traditional vehicle. She also cited the need for trained-worker oversight and weather as constraints. Those are her attributed estimates and observations as reported by AP, not a current industry-wide benchmark or an apples-to-apples cost study.
The underlying business question is whether a network can concentrate enough deliveries at each site to cover its equipment, property, labor and reliability costs. A wide service area can help reach customers, but it does not guarantee sufficient order density or uninterrupted operations.

How could regulation affect scaling?
Beyond site and airspace approvals, routine operations beyond visual line of sight (BVLOS) are important to scaling delivery networks. A U.S. Department of Transportation notice described a proposed performance-based rule for low-altitude BVLOS operations and support services such as UAS Traffic Management. The proposal was intended to create a predictable pathway for safe, routine and scalable operations, including package delivery.
The cited notice establishes a proposal, not a final rule. Its status may have changed since that notice; it should not be read as confirmation of the rules in force on a later date. Regardless of the rulemaking outcome, operators still have to address the physical sites, local requirements and customer handoffs that make a delivery network usable.
