ChatGPT ads are selected using signals that include the current conversation’s context and intent; Google Search ads are matched to searches related to campaign keywords. ChatGPT ads can appear below a response, while Google Search ads can appear above or below results and across other eligible Search Network surfaces. Those differences affect campaign fit, but the official product documentation does not establish that either channel performs better overall.
How ad targeting differs
ChatGPT: conversation context plus campaign inputs
OpenAI says ChatGPT ad selection can consider the context and intent of the current conversation, the ad’s title and copy, its landing page, and information the advertiser provides about where the offer may be relevant. When personalization is enabled, selected signals from a user’s broader ChatGPT experience may also be considered. The system uses a combination of signals; it is not described as targeting based only on the text of the current message. OpenAI’s Ads in ChatGPT FAQ and its advertiser basics explain these inputs.
Advertiser-provided context hints are not equivalent to keyword targeting. OpenAI says they help explain relevance, but “They are not exact-match keywords or targeting rules, and they do not guarantee delivery for particular conversations or audiences.” A hint can help describe the situations in which an offer might make sense; it does not let an advertiser require an ad to appear in a particular conversation. OpenAI’s ad-group guidance describes this limit.
Google Search: searches related to campaign keywords
Google says a Search Network ad can show near results when someone searches for terms related to one of the advertiser’s keywords. Keywords are therefore a central input to Search campaigns. Google also documents audience and location settings, which can shape who is eligible to see a campaign alongside its keyword strategy. These are different ways to establish relevance, not a simple distinction between “targeted” and “untargeted.” ChatGPT’s documented approach relates an ad to a conversational task and campaign materials; Google Search relates it to a query and configured campaign criteria. Google’s broader targeting options vary by campaign type and network, so Display Network rules should not be assumed to describe Search campaigns.
Where the ads appear
ChatGPT placements
OpenAI says ads can appear below the end of a ChatGPT response. They are labeled as sponsored and visually separated from the answer. OpenAI also says ads do not influence ChatGPT’s answers and advertisers cannot shape or alter responses. The ad is a separate paid placement, not a paid change to the response itself. OpenAI’s FAQ describes the separation and placement.
Google Search placements
Google Search ads may appear above or below Google Search results and on other eligible Google Search Network properties. If a campaign has search partners enabled, ads may also appear on partner properties; this is a campaign setting, not an automatic feature of every Search campaign. Google notes that search partners may adapt how ads look and where they are placed. The Search Network overview explains the surfaces and partner option.

Keep this comparison to Search inventory: a Google Search campaign’s placements should not be conflated with ads on the Google Display Network.
Eligibility and privacy boundaries
ChatGPT ad availability depends on eligibility as well as relevance. OpenAI’s current FAQ says ads may appear for eligible Free and Go users; specified paid plans and accounts identified as belonging to people under 18 do not receive ads. It also says ads are not placed near sensitive or regulated chats. The U.S. test began February 9, 2026, with rollout described as gradual in select regions. Because regional availability is changing, check the current OpenAI FAQ and its linked Ads Manager Availability resource for the country and plan status that applies now.

OpenAI says advertisers receive aggregated reporting, such as views and clicks, rather than users’ chats, chat history, memories, or personal details. That distinction matters when evaluating what an advertiser can learn from a campaign: contextual ad selection does not mean the advertiser receives the conversation that informed it. OpenAI’s FAQ describes the reporting boundary.

- Consider ChatGPT ads when an offer can be relevant to an active conversational task and the advertiser can provide useful, context-specific creative. Context hints guide relevance but do not guarantee delivery to a particular audience or conversation.
- Consider Google Search ads when potential customers express demand through searches that can be represented by campaign keywords, and the advertiser wants to configure relevant audience, location, or Search Network settings.
- Compare measurement plans before committing. OpenAI’s advertiser documentation describes options such as CPM and CPC buying, reporting, conversion measurement, and tracking parameters, but those are time-sensitive product details. Review the live advertiser basics documentation for current availability. The official documentation cited here describes mechanics, not a like-for-like independent comparison of click-through rates, conversions, cost, or reach.
A practical comparison should therefore test each channel against the campaign’s intended audience, message, eligibility, and measurement needs. The documented targeting and placement differences help frame that test; they do not predict its result.
