If a social media platform removes or restricts your content in the UK, start with the platform’s own appeal or complaints process. Save the decision notice and check the reason against the service’s terms. If you remain concerned about how the service is meeting its Online Safety Act duties, you can report the issue to Ofcom—but Ofcom does not investigate individual complaints or order a post or account restored. In some circumstances, the Act also requires the service’s terms to explain that a breach-of-contract claim may be brought.
What to do first
- Save the decision. Keep the platform’s notice, the date, the account or post reference, a copy of the content if available, and messages exchanged during any review. This is practical recordkeeping, not a specific evidence requirement established by the sources cited here.
- Use the platform’s own appeal or complaints channel. Ofcom says reporting a problem directly to the service should be the first step. Follow the service’s current instructions for appealing a removal, restriction, suspension, or ban. Ofcom’s guidance on reporting and complaints sets out this first-step approach.
- Explain why you think the decision was wrong under the service’s terms. Refer to the reason the platform gave, the relevant term or policy, and the facts you believe it overlooked. Keep the appeal focused on the particular decision and say what outcome you are seeking.
- Keep the outcome. Save the platform’s response and any explanation of its review. These records may help if you report a possible regulatory concern or seek legal advice.
What the Online Safety Act requires of services
The Act’s duties apply to regulated services within its scope; they do not automatically cover every service, account restriction, or platform worldwide. Ofcom identifies social media as a type of user-to-user service, while noting that different kinds of online services have different rules. The relevant provision and complaint route depend on the service and the reason it gave for taking action.
For regulated user-to-user services, section 72 of the Online Safety Act 2023 requires relevant terms about removing or restricting content to be clear, accessible, and detailed enough for users to understand when action may be justified. The terms must also be applied consistently, subject to statutory exceptions. Section 72 also requires accessible complaints procedures for specified categories of complaint and accessible information about how complaints are handled.
The Act provides for different complaint categories. These include complaints about content removed or restricted because it is treated as “relevant content,” certain statutory duties, and action against suspended or banned users. It also addresses complaints involving content considered illegal, some child-safety-related action, and outcomes of certain proactive technology. Which category applies depends on the service, the stated basis for its decision, and the facts; not every moderation decision follows the same statutory route. What Ofcom can—and cannot—do
You can report a concern about a regulated online service to Ofcom if you believe it may not be meeting its duties. Ofcom can use reports to assess whether services are complying and whether regulatory action is needed. Its online safety rules guidance explains that rules vary by service type.
- Ofcom can: receive information that may inform its assessment of a service’s compliance.
- Ofcom does not: respond to or investigate an individual user’s complaint about a particular decision, or require a company to remove or restore a particular post, image, video, or account.
So an Ofcom report is not a second appeal. If your immediate aim is to have a specific decision reviewed, use the platform’s process. Ofcom’s guidance on reporting and complaints describes both the first step and the limits of its role.

When a contract claim may be relevant
Section 72 requires relevant service terms to tell users clearly and accessibly that they may bring a breach-of-contract claim if regulated user-generated content is removed or restricted in breach of those terms, or if they are suspended or banned in breach of them. This does not mean that a claim will succeed. Whether the terms were breached, what law applies, and what remedy may be available depend on the service and the individual facts. If you are considering legal action, seek advice from a suitably qualified legal adviser.

Check the route and any time limit carefully
The cited official guidance does not establish a universal deadline for appealing a moderation decision, and the Act’s complaint categories are not interchangeable. Check the service’s current terms and appeal instructions promptly. For a specific case, verify the legislation currently in force and whether the service and decision fall within its scope; the statutory text and guidance do not determine the result of an individual dispute.
