CLEAR announced a pilot on October 7, 2026, that lets Veterans use CLEAR1 to create or access a VA.gov account. The service is free and optional: Veterans can keep using another sign-in method, and choosing not to enroll does not affect access to VA benefits or services. The announcement describes a pilot selected by the Department of Veterans Affairs—not a permanent, fully evaluated systemwide rollout.

What the CLEAR and VA partnership does

The pilot adds CLEAR1 as an identity-verification option for VA.gov accounts. It is for signing in to VA.gov; it does not mean CLEAR provides VA health care or benefits. CLEAR says VA may consider expanding the pilot depending on its results, but the announcement does not establish a pilot duration, measured outcomes, or a long-term contract. CLEAR’s October 7, 2026 announcement is the primary launch source.

How to sign in to VA.gov with CLEAR

Online enrollment

  1. Choose CLEAR as the identity-verification option while creating or accessing a VA.gov account.
  2. For the initial online setup, have a government-issued ID and a cell phone available. CLEAR’s instructions say to upload the ID and take a selfie using the phone.
  3. After setup, CLEAR says subsequent sign-ins use a selfie.

These steps describe CLEAR’s stated process; the exact screens may change during the pilot. See CLEAR’s VA.gov service page for its current instructions.

For in-person enrollment, CLEAR says to bring government-issued photo ID and a cell phone that can receive text messages. Confirm that a site is participating and check its current instructions before traveling, since pilot availability may change. CLEAR describes this option as assistance with enrollment; it does not establish that a person can complete future sign-ins without a phone.

Is CLEAR required to access VA.gov?

No. CLEAR says enrollment is optional and Veterans may continue using their existing sign-in method. Declining CLEAR does not affect access to VA benefits or services. The company answers this question on its VA.gov service page.

What CLEAR says about privacy and identity verification

CLEAR describes CLEAR1 as a layered identity check combining biometrics, government-issued identification, and trusted data sources. It says personal health information stays with VA and CLEAR does not receive or access it through identity verification. CLEAR also says information is shared with explicit consent and users may request deletion. These are CLEAR’s descriptions of its service, not an independent audit or a complete account of every identity-data flow. The launch announcement reports that CLEAR1 has Kantara Initiative Full Service certification for NIST IAL2/AAL2 for its standard remote, self-service enrollment flow; that claim does not establish certification of every in-person flow or the overall security of this VA pilot.

What the announcement does—and does not—show

CLEAR says VA serves roughly 17 million living U.S. Veterans and 9.1 million enrolled Veterans each year. Those figures provide context for the potential reach of the service, not evidence that Veterans have enrolled in the pilot or that it improves access.

The release also cites estimates of improper payments: $186 billion across 64 federal programs in fiscal year 2025, and $1 billion in VA’s Beneficiary Travel Program from 2018 through 2024. CLEAR attributes the first estimate to federal agencies and the second to the Government Accountability Office. The launch materials do not name the original report for the first estimate, and the GAO figure is presented here as CLEAR’s attribution rather than an independently verified finding. The release says the VA estimate includes confirmed fraud cases, but provides no count or breakdown.

The release quotes two Veterans who tested the sign-in experience. Their comments are testimonials selected by CLEAR, not representative usability research. CLEAR CEO Caryn Seidman Becker said, “Veterans earned these benefits, it should be easy for them to access them.” The pilot’s actual performance, adoption, and any decision to expand remain unsettled in the available launch information.

How this differs from VA’s earlier CLEAR initiative

In April 2022, VA News reported that VA accepted CLEAR Health Pass as a third-party app for holding and displaying digital COVID-19 vaccine cards. That was separate from the 2026 VA.gov sign-in pilot, and VA News said third-party apps were not required. Read VA News’ 2022 account.
