A lower speed-test result does not automatically mean your internet provider is failing to deliver the service you bought. A test measures performance along a particular path—from a specific device, over Wi-Fi or Ethernet, to a test server—at one moment. To narrow down the cause, compare your contract’s actual speed commitment with repeated tests from a computer connected directly to your router by Ethernet.

What speed are you comparing?

“Internet speed” can refer to several different things: the speed stated in an advertisement, the estimate or commitment in your contract, the connection delivered to your router, or the experience on a phone or computer. These figures are related, but they are not interchangeable.

The FCC defines an advertised speed in terms of the downstream and upstream bandwidths an end user may reasonably expect. That definition does not make every advertised figure a guarantee or require every provider to use identical terms. Check your plan documents for wording such as “up to,” estimated, minimum, or guaranteed, and use the applicable figure for your address and package. The FCC definition is not a ruling on your particular provider or contract: FCC broadband labeling and advertised-speed definitions.

A measurement at the router also differs from a test on a device. Ofcom’s UK performance report measures delivery to the customer’s router; a device’s result can additionally reflect Wi-Fi, in-home wiring, other household use, the device itself, and the server hosting the content. The distinction is useful generally, but Ofcom’s measurements and consumer protections described here apply to the UK: Ofcom Home Broadband Performance report.

Why can a speed test be lower or change?

Wi-Fi adds another link to the test

A phone on Wi-Fi measures both the broadband connection and the wireless link between the phone and router. Distance, obstructions, router capability, and the device’s wireless hardware can all affect the result. Ofcom recommends using Ethernet directly to the router for a more accurate broadband test. Its separate router tests found that distance can materially affect Wi-Fi performance, but those tests involved particular routers and are not a universal estimate for every home: Ofcom advice on testing broadband speeds.

Your device may be the limit

Different phones, computers, and software versions can produce different results. Google notes that device model or version can affect a measured speed. A result from one older or less capable device does not necessarily show what another device—or the connection at the router—can achieve: Google Nest Help: test your internet speed.

Household activity shares the connection

Streaming, downloads, cloud backups, and other devices can compete for available capacity while a test runs. Ofcom identifies simultaneous household use as a factor, and Google notes that congestion on the home Wi-Fi network can affect its router test. Pausing heavy activity helps isolate the connection; it does not guarantee a higher reading.

Congestion and time of day matter

Shared network capacity can vary, and performance may be worse at busy times. Ofcom identifies time of day and provider traffic-management policies as possible factors; Google says network congestion is often worse at peak times. One low result cannot establish congestion as the cause.

Line or in-home wiring problems can slow the connection

A damaged line or interference from extension wiring can affect broadband on relevant telephone-line services. Ofcom advises connecting the router directly to the main phone socket where possible for those services. That advice does not apply in the same way to every fiber or cable installation.

The test server and route influence the number

A test sends data between your device or router and a particular endpoint over a particular network route. Different servers and routes can yield different results. Google says its own router test measures to Google servers and that the user’s and server’s locations affect results. Neither a nearby test server nor a popular service server perfectly predicts how every app or website will perform.

How to check whether your plan is underperforming

  1. Find the plan’s applicable speed figure. Check your contract or ask your provider what speed is estimated or guaranteed for your address and package. Do not automatically compare a Wi-Fi test on a phone with an “up to” headline tier as if both were the same kind of measurement. Ofcom explains UK speed estimates and commitments here: Ofcom broadband speed estimates.
  2. Connect a computer directly to the router by Ethernet. This reduces Wi-Fi as a confounding factor. Use a plain Ethernet cable if needed; it bypasses the wireless link for the test but does not increase the underlying speed of your ISP service. Ofcom calls a direct wired test the most accurate way to test in its UK consumer guidance.
  3. Pause avoidable network use. Stop heavy downloads, streaming, and cloud backups, and test one device at a time. This controls for household contention rather than proving what caused an earlier low result.
  4. Repeat at different times over several days. Include both a busy evening and a quieter period. Ofcom recommends repeated tests over several days and varying the times. Record the date, time, whether the test was wired, the server if shown, and the result.
  5. Contact your provider if the wired gap persists. Share the results and ask the ISP to check the service or line and explain which speed commitment applies to your plan. Ofcom advises customers to contact their provider first.

What does a low result prove?

A repeated wired result below the applicable contract commitment is useful evidence to give your ISP, especially when the tests were made with household traffic paused. But a speed test alone does not prove that the ISP has breached a promise: the contract wording, test conditions, service type, and cause of the slowdown still matter.

Ofcom reported that, across the UK connections in its March 2023 measurement, average download speed during the 8–10 pm peak period was 95% of average maximum speed. That is a population result under Ofcom’s methodology—not a promise that an individual home should receive 95% of its advertised package speed. The report measured delivery to routers and described additional factors affecting device results; it was the last planned report in that series, not a new 2026 national measurement.

What if you are in the UK?

Ofcom says UK providers signed up to its broadband speeds codes should disclose a minimum guaranteed speed before signup and provide peak-time estimates. The busy-hours period on Ofcom’s page is 8–10 pm. Under the code, if a customer reports a problem, it is within the provider’s network, and the provider cannot fix it within 30 days, the customer must be offered a right to exit without penalty. Check whether your provider participates and how the code applies to your service: Ofcom broadband speed estimates and code protections.

These are UK-specific protections, not universal rules. Elsewhere, check your local regulator’s guidance and the exact terms of your own contract before deciding whether a speed commitment has been missed.
