Assess whether a data center can reliably support your specific workload—not just whether its equipment has impressive nameplate ratings. Compare usable power, heat removal, and connectivity against the same workload forecast, including expected growth, planned maintenance, and defined component failures. The tightest constraint can limit expansion even when other systems have spare capacity.

Start with the workload and the conditions the site must withstand

Before reviewing facility specifications, document what you expect the site to run and what service it must deliver. A capacity figure has little meaning without these assumptions: the same facility may suit one workload and fall short for another.

  • IT demand: Current and forecast load, equipment assumptions, rack or zone density, and the growth horizon.
  • Service objectives: Required availability and workload-specific connectivity characteristics, including bandwidth and latency.
  • Operating conditions: The maintenance activities and component-failure scenarios the site must tolerate while meeting those objectives.
  • Expansion: Expected changes in density or equipment, and the lead time available to add utility, electrical, cooling, or network capacity.

ASHRAE’s site-planning guidance for AI data centers emphasizes planning around expected workloads, including high-density workloads, while accounting for utility constraints and equipment lead times. The same planning discipline is useful for other workloads: make assumptions explicit before comparing facilities.

Compare the three capacity constraints

Evaluate power, cooling, and network against the same forecast. Installed capacity is not necessarily capacity that can be delivered to the required IT load, in the right place, during maintenance or a defined failure.

How to assess power capacity

Trace supply all the way to the IT load

Request evidence for utility availability, grid and interconnection constraints, substations, expansion plans, and the schedule for critical equipment. Then trace the electrical path from incoming supply through generators, UPS and batteries, switchgear, and distribution to the IT equipment. A large incoming supply figure alone does not establish how much power the site can deliver to your load.

Uptime Institute’s Data Center Risk Assessment identifies utility supply, generators, the power backbone, UPS and batteries, and critical power distribution among the infrastructure areas it reviews. Use these as prompts for the facility evidence you request; they do not by themselves establish capacity for a particular workload.

Ask what remains available during maintenance and failures

Ask the operator to state the capacity available to your IT load under normal operation, planned maintenance, and each defined failure scenario. Establish which components or paths must be taken out of service, what redundancy assumptions apply, and whether the required IT capacity remains available. Request the relevant design documentation and operating procedures rather than inferring resilience from the number of utility feeds or installed equipment.

Check demand and growth assumptions

Compare the facility’s available capacity with your forecast load, including expected changes in equipment and rack density. Ask what expansion depends on—such as utility upgrades, substations, generators, UPS equipment, or distribution—and the expected schedule. If the forecast depends on an expansion that is not yet available, distinguish that future capacity from what the facility can currently provide.

How to assess cooling capacity

Start with equipment heat and density

Base the assessment on projected heat release from the IT equipment, broken down by rack or zone where needed, rather than relying only on a room-average figure. Check that the cooling approach and its capacity suit both the total load and its concentration. ASHRAE’s Chapter 20, “Data Centers and Telecommunication Facilities”, states: “The goal of a good datacom facility cooling design is to match cooling capacity to actual heat load.”

Follow the cooling path to the equipment

Review the cooling plant, heat-rejection equipment, distribution paths, and delivery to the room or rack. Ask whether cooling reaches the planned equipment locations and operating envelope, and whether UPS rooms or other relevant spaces have their own cooling requirements. Installed plant capacity does not prove that cooling is available where and when the IT load needs it.

Test maintenance, failure, and resource assumptions

Ask which cooling components can be maintained without compromising the required load, and what happens if a defined component fails. Review commissioning and operating evidence for the relevant load and conditions. Where applicable, include water and energy use in the assessment, and ask how changes in density affect both cooling delivery and resource consumption.

The ASHRAE, PNNL, and NEMA AI Data Center Energy Performance Framework covers planning, design, construction, operation, retrofit, energy and water use, thermal efficiency, grid interaction, resilience, commissioning, and maintenance. It is guidance, not a set of mandatory requirements or a replacement for applicable codes and standards. Check current requirements for the facility’s location and project.

How to assess network and connectivity capacity

Translate service objectives into capacity needs

Establish the workload’s bandwidth, latency, availability, and growth requirements with the network owner or provider. Then compare the engineered network plan and available link capacity with those requirements. There is no single bandwidth, latency, or spare-port figure that establishes sufficiency for every workload; the appropriate values depend on the service design.

Inspect physical routes, pathways, and ports

Map carrier or provider entry points and physical routes, then review the cabling pathways and available fiber and copper ports. Where relevant, include cross-connects and other interconnection arrangements. Determine whether routes and providers are genuinely diverse for the failure scenarios the service must survive, and whether additional capacity can be installed without disrupting service.

Forecast exhaustion

Track utilization and forecast when links, ports, or pathways could be exhausted under the workload’s growth assumptions. Capacity-management systems can help model port connectivity alongside power, cooling, and space; Uptime Institute describes these DCIM capabilities in its capacity-planning report. Treat such tools as aids to tracking and scenario planning, not substitutes for an engineered network plan or validation of the actual routes and connections.

TIA-942 addresses communications infrastructure and structured cabling, while Uptime Institute’s Tier system serves a separate performance purpose. Do not treat one as a substitute for the other or use a Tier label as proof that a network meets a workload’s requirements. Evaluate resilience and operating capability

A design only helps if the facility can operate and maintain it as intended. Write down the maintenance and failure scenarios the site claims to withstand, then compare each claim with the system topology and operating procedures. Review:

  • Maintenance programs and procedures for critical power and cooling systems.
  • Staffing protocols, communication structure, and training.
  • Commissioning documentation and evidence relevant to the planned load.
  • Processes for tracking available capacity, forecasting demand, and managing changes.

Uptime Institute describes its Tier Standards and certification as performance criteria and verification that the standard has been applied. Consider a certification within its stated scope, alongside the facility’s evidence and your own business requirements. A rating or certification does not, by itself, prove that available capacity or connectivity fits a particular workload.

Compare facilities using the same assumptions

For a site selection or renewal decision, apply one workload forecast and one set of growth, environmental, availability, and maintenance assumptions to every facility. Record verified capacity separately from installed or planned capacity, and make uncertainties visible.

  • Usable power and cooling available to the workload, including during the specified maintenance and failure scenarios.
  • Growth headroom and the lead times or dependencies for expansion.
  • Cooling delivery at planned rack or zone densities, plus relevant energy and water implications.
  • Network capacity, route and provider options, available ports, and the process for adding connectivity.
  • Evidence of commissioning, operational readiness, and capacity-management practices.

ASHRAE’s data center resources list the fifth edition of Thermal Guidelines for Data Processing Environments and related cooling resources. ASHRAE notes that its online Datacom Encyclopedia is taking over content from the print Datacom Series over time. Check the current edition and applicable guidance for the facility and project rather than assuming an older reference or a general rating settles the assessment.
