They may also raise infrastructure costs in tight markets. That does not mean every constraint causes an outage—or that cloud providers automatically pass higher costs on to customers through higher prices.
Why cloud capacity can be unavailable
A cloud region needs more than server buildings. Providers must obtain components, assemble and install servers, secure powered space and grid connections, and bring the equipment online. Capacity is usable only when these pieces are available together.
- Components: Servers need processors, memory, storage, and—in some workloads—accelerators such as GPUs. IDC’s July 2026 server-market analysis says DRAM and NAND availability is limiting near-term shipments in the non-accelerated server segment. IDC’s baseline outlook is for constrained memory and NAND supply, with elevated pricing, through at least the first half of 2027; that is a forecast, not a certainty. IDC’s server-market analysis
- Servers and deployment: Buying components is not the same as having working compute. The equipment must be assembled, delivered, installed, configured, and connected. Microsoft said on its FY2026 Q3 call that it expected GPU, CPU, and storage capacity to remain constrained at least through 2026, even as it worked to bring capacity online faster. - Powered facilities: Providers also need land, data-center buildings, power, and grid connections. NVIDIA describes these as key inputs that can delay deployments when unavailable; Equinix identifies power availability, procurement costs, and grid limits as potential constraints on expansion. - Available cloud capacity: Once equipment is installed, the provider still has to make it available in a particular region and product. A data-center building with available space does not necessarily mean a customer can immediately obtain a specific cloud instance, GPU, or quota.
A constraint at any link can slow capacity additions. The result may be delayed expansion or difficulty provisioning a particular resource, rather than a general shortage across every service or region.
Can equipment shortages cause cloud outages?
Shortages can contribute to deployment delays and provisioning limits, but those are different from an outage. An outage is an interruption to a service that customers are already using; a provisioning constraint means a new instance, quota, or other capacity may not be available when requested.

Company filings and market reports describe capacity dependencies and deployment risks, but they do not establish a general rate of cloud outages caused by equipment shortages. Equinix discusses power outages as a risk, but does not provide a portfolio-wide statistic attributing cloud outages to equipment shortages. It would therefore be misleading to infer outage likelihood from evidence of tight component or data-center supply alone.
Why capacity can stay tight even as data centers grow
New supply takes time to build and equip, and demand can absorb it quickly. CBRE reported that the 16 largest global data-center markets had 16 GW of supply in Q1 2026, 25% more than a year earlier. Yet average vacancy in those markets fell from 8.3% to 6.7%. In the top four U.S. markets, 80% of space under construction was already preleased as of Q4 2025. These figures show that substantial construction does not guarantee that suitable capacity will be available in the right place when needed. CBRE’s 2026 data-center market report

Scarcity varies by market and resource. A region may have data-center space but lack power, or have powered buildings but insufficient installed servers or GPUs. Vacancy in commercial data-center space is not a direct measure of available cloud compute, instance inventory, or customer quota.
How shortages may affect costs—and why that does not prove cloud prices will rise
When demand outpaces supply, costs can rise at several layers: component procurement, data-center construction and operation, wholesale colocation rent, and a cloud provider’s own capital and operating costs. Those measures are related, but they are not interchangeable. A higher rent for data-center space does not establish how much a cloud provider’s costs rose, or whether its retail prices will change.

For example, CBRE reported Chicago colocation asking rents of $200–$230 per kW per month in Q1 2026 for requirements of 250–500 kW, a 14.7% year-over-year increase. Microsoft planned approximately $190 billion in capital expenditures for calendar year 2026, including approximately $25 billion attributed to higher component pricing, according to its FY2026 Q3 guidance. Whether a provider changes customer-facing prices depends on its own pricing decisions and product terms. The market figures above do not establish a general retail-price pass-through rate, so they cannot support a claim that cloud prices will rise by the same percentage as colocation rents or component costs.

- Geography: Check the specific cloud region and, where relevant, the local data-center market. Vacancy, power access, and rental rates differ by location.
- Resource type: Identify whether the constraint concerns GPUs, CPUs, memory, storage, powered facility space, or grid equipment. Availability of one does not guarantee availability of another.
- Capacity measure: Distinguish data-center space from installed compute, cloud quota, and instance capacity actually available to provision.
- Price layer: Compare like with like: component costs, wholesale colocation rents, provider costs, and customer-facing cloud prices are separate measures.
- Time horizon: A current allocation or deployment delay is different from the longer lead times involved in building facilities and expanding power infrastructure.
For historical context, CBRE’s Q1 2024 review also reported that power shortages were contributing to data-center capacity price increases in selected major markets. Those regional figures are historical and should not be treated as a current benchmark. CBRE’s Q1 2024 data-center review
