Assess a colocation operator against the needs of your workload, then verify its claims for the exact facility and service you would buy. Compare resilience, operations, security, connectivity, support, capacity, and contract terms using the same evidence-based checklist for every candidate—not a headline uptime number or an unverified Tier label.

Start with your workload and business requirements

Write down what the facility must support before speaking with providers. A requirement that is critical for a latency-sensitive service may matter less for an archival workload; likewise, the cost of an outage should influence how much resilience and contractual protection you require. Rank the capabilities that matter to your organization, as CoreSite’s selection checklist recommends.

  • Location and risk: target city or region, user latency, disaster exposure, and any geographic separation required for recovery.
  • Power and cooling: required load today, expected growth, rack density, cooling needs, and when additional capacity must be available.
  • Network: carriers, path diversity, cross-connects, cloud on-ramps, bandwidth flexibility, and interconnection needs.
  • Security and compliance: your actual obligations, physical access requirements, assessment evidence, and audit needs.
  • Support and access: support coverage, remote hands, escalation expectations, and who may enter the facility.
  • Risk and budget: acceptable interruption risk, outage impact, recurring and one-time costs, and required contract flexibility.

Use a shared comparison sheet with a requirement, its priority, the evidence requested, and each provider’s response. Mark claims that are unsupported or still need clarification rather than treating them as confirmed.

Compare providers on the dimensions that affect fit

Use the same questions for each candidate, but set the relative importance yourself. These dimensions are a framework, not a universal scoring formula.

Security and compliance Physical controls, relevant independent reports or certifications, the scope and dates of evidence, exceptions, and access procedures.
Connectivity and location Carriers and diverse routes, cloud on-ramps, interconnection options, latency, provisioning lead times, and local risks.
Operations and support Staffing, maintenance and change controls, escalation paths, remote hands, response times, and relevant customer references.
Capacity and growth Power and cooling available for your load, density limits, expansion timing, and constraints at the proposed site.
Commercial fit Recurring and one-time charges, power and bandwidth rates, escalators, minimum commitments, remedies, flexibility, and exit rights.

Verify the exact facility and service

An operator’s portfolio-wide reputation does not prove that a particular building or service meets your requirements. Ask which exact facility and service are proposed, what evidence covers them, and which components are subcontracted. Check the scope and dates of reports and certifications; where a current issuing-body directory is available, confirm status there.

Uptime Institute describes separate design, constructed-facility, and operational-sustainability certification milestones, and says its certification process verifies application of its standard to design, construction, and operations. Ask which milestone applies to the proposed facility and what it covers. Do not infer that certification at one site applies to every location or service in the operator’s portfolio. Understand what a Tier does—and does not—tell you

A Tier describes infrastructure capabilities, not a universal ranking of operators or a guarantee that a service will never be interrupted. Uptime Institute describes Tier I as basic capacity, Tier II as having redundant capacity components, Tier III as concurrently maintainable, and Tier IV as fault tolerant. Its definitions are intended for different business operations and do not prescribe a particular technology. As Uptime Institute puts it, “The data center Tier definitions define criteria, but not specific technology options or design choices to meet the Tier.”

The practical distinction matters when planning maintenance and failures. Uptime Institute says Tier III allows components and distribution paths to be removed for planned maintenance without impacting operations. It also cautions that Tier III remains exposed to equipment failure or operator error. Tier IV is described as fault tolerant to an individual equipment failure or distribution-path interruption. Ask for the certification and scope of the facility being offered rather than relying on a salesperson’s use of “Tier III” or “Tier IV.”

Test resilience against real scenarios

Ask the provider to walk through planned maintenance and the loss of a utility feed, generator or UPS failure, cooling failure, a distribution-path interruption, fuel replenishment, and operator error. For each scenario, establish which systems remain available, what dependencies exist, how the provider communicates, and what your own equipment must tolerate. A facility design cannot answer every question about your application’s end-to-end availability.

Review operating history alongside design claims. Request incident summaries, root-cause follow-up, corrective actions, and information about how customers are notified. Ask how maintenance is approved and controlled, how staff are trained, and what qualified vendor arrangements and procedures support operations. Uptime Institute’s operational guidance addresses staffing and organization, maintenance, training, planning, and operating conditions; ask how those practices apply to the service you would receive.

Define the SLA in operational terms: which services are covered, how availability is calculated, what exclusions apply, how incidents are reported, and what remedies are available. Confirm whether the SLA covers power, cooling, access, and any other service you assume is included. Compare service credits with the business impact of an outage, and treat credits as contractual remedies—not as a replacement for a continuity plan.

Historical figures are a warning to examine costs and remedies, not a forecast of current performance. In a 2016 Uptime Institute survey, 40% of enterprise respondents said they were paying more for colocation contracts than initially planned or expected; nearly one-third reported an outage at a colocation vendor site; and over 60% said their SLA penalty clause would not adequately offset the business cost of an outage. These are findings from that survey, not current outage rates or a prediction for any provider.

Match security and compliance evidence to your obligations

Start with the obligations that apply to your organization, data, and service. Then request evidence for the actual facility and service in scope: the issuing or assessing organization, report period, exceptions, and whether customers can review reports under NDA. Ask about physical access controls, visitor procedures, monitoring, incident notification, and customer audit rights.

Examples listed by CoreSite include HIPAA, PCI DSS, NIST 800-53, ISO 27001, SOC 1 Type 2, and SOC 2 Type 2. Map connectivity to the workload

Request the carrier list for the proposed building, details on physically diverse routes, cross-connect availability and lead times, cloud on-ramp options, interconnection participants, bandwidth flexibility, and the process for provisioning or changing connectivity. Verify the options at the exact facility: an operator’s general network ecosystem does not show that a particular carrier or route is available in your building.

Ask how redundancy works from your equipment to the provider’s network and beyond. A list of carriers alone does not establish route diversity. Telstra’s Colocation Provider Selection Checklist specifically prompts buyers to ask what carrier options are available and whether redundant connectivity paths can be provided.

Check support, capacity, and the contract together

Clarify what 24×7 support means in practice: who answers, how issues escalate, what response times apply, and what remote hands can and cannot do. Confirm remote-hands pricing, access arrangements, and your responsibilities during an incident. Ask for references relevant to your workload, and explore staff experience and tenure as part of understanding operational continuity.

For the proposed footprint, confirm the power and cooling capacity actually available, density constraints, and a documented expansion path with timing. Then reconcile sales statements with the contract and price schedule. Check installation and readiness conditions, recurring and one-time charges, power and bandwidth rates, escalators, term and renewal, minimum commitments, expansion rights, SLA calculations and exclusions, credits or other remedies, audit and report access, incident notice, termination, and equipment removal.

Evidence to request from every candidate

  • The exact facility and service proposed, any subcontracted components, and facility-specific certification or report scope and dates.
  • Availability definitions, incident history and root causes, maintenance practices, failover design, SLA exclusions, and remedies.
  • Security controls and access procedures, relevant compliance evidence, assessment scope, exceptions, and customer access to reports.
  • Carrier list, route-diversity details, cloud connectivity, interconnection options, provisioning lead times, and costs.
  • Available power and cooling, density limits, expansion capacity, location risks, and expected growth schedule.
  • Staffing and support coverage, escalation paths, remote-hands scope and charges, and relevant customer references.
  • A complete commercial schedule and draft contract, including fees, escalators, commitments, expansion, audit rights, SLAs, and exit terms.

Record each answer as supported by evidence, unverified, or not applicable. That makes it easier to distinguish a genuine fit from a persuasive presentation and to resolve open issues before signing.
