If every incident pages an engineer, the paging policy is too broad. Reserve a page for a user-impacting symptom that needs immediate human action; send lower-urgency signals to a ticket or dashboard. Then measure which rules generate noise, reduce duplicate notifications, and test rule changes before they can wake someone again.

Decide what deserves a page

A page is an urgent request for a person to act now—not simply a notice that a metric crossed a threshold. Before paging, ask whether the condition signals a current or imminent customer-facing problem, whether it threatens a service objective, and whether a responder can take an immediate action that automation cannot. Google SRE states, “All paging alerts should also be actionable.” (Google SRE: Being On-Call.)

Prometheus frames the standard as: “Alerts should be urgent, important, actionable, and real.” Its guidance also distinguishes “Symptom-based alerts for paging, cause-based for troubleshooting.” (Prometheus: The Zen of Prometheus.) A user-visible error-rate increase may justify a page; a single host’s elevated CPU usually belongs on a dashboard unless it is tied to a service symptom that requires immediate intervention.

For each paging rule, record the affected service, owner, expected responder action, and playbook. If the team cannot say what the recipient should do, the rule likely belongs in a ticket queue or dashboard, or needs redesign.

Find which alerts are creating fatigue

Choose a consistent review window and connect notifications to incident records wherever possible. Break the data down by alert rule and service, then look at:

  • Number of pages and distinct incidents.
  • Notifications generated per incident, including repeated or duplicate alerts.
  • Pages that resolved without human action, false positives, and alerts that did not correspond to user impact.
  • Time of day and the action responders actually took.

These are diagnostic measures, not universal thresholds. A small team supporting a high-risk service may have different capacity from a larger team with automation and follow-the-sun coverage. Google SRE recommends tuning noisy alerts that systematically generate multiple notifications per incident toward a 1:1 alert-to-incident ratio; that is a recommendation, not an industry-wide measured benchmark. Google’s SRE workbook gives an organizational reference of no more than two distinct incidents per 12-hour shift. This is Google’s stated guideline, not a universal target for every team. Use it as context for discussing whether your rotation is sustainable, not as a quota. (Google SRE: On-Call.)

Reduce duplicate notifications and alert storms

Once the noisy rules are visible, remove duplication at the source where possible and control fan-out in the alerting pipeline. In Prometheus Alertmanager, grouping combines related alerts into a more compact notification, deduplication avoids repeatedly notifying on the same alert, and inhibition suppresses dependent alerts when a higher-level failure already explains them. For example, if many instances cannot reach the same database, a grouped notification can present the shared problem while retaining visibility into affected instances. If an entire cluster is unreachable, an inhibition rule can suppress the redundant instance-level alerts while the cluster-level alert is firing. Preserve enough labels and context for responders to tell what is affected; reducing message count should not hide the scope of the incident.

Use silences for bounded maintenance or temporary suppression, not as a permanent substitute for fixing a noisy rule. Alertmanager silences mute alerts matching specified conditions for a period of time. As a team practice, attach an owner and reason, use narrow matchers, and set an expiry so the alert does not remain muted after the work ends.

Route signals according to urgency

Not every useful signal warrants waking an engineer. Google SRE’s practical alerting guidance and Prometheus’s alerting principles support separating urgent symptoms from lower-urgency and investigative information. (Google SRE: Practical Alerting; Prometheus: The Zen of Prometheus.)

  • Page: A credible, time-sensitive user or service symptom that requires immediate human action.
  • Ticket: An important issue that needs follow-up but can wait for normal working hours or a queue-based response.
  • Dashboard: Cause-oriented metrics and context useful for investigation, trend analysis, or troubleshooting when no immediate action is required.

Tool features can support this policy, but they cannot decide what is urgent for your service. Prometheus Alertmanager documents routing, grouping, deduplication, silencing, and inhibition. Datadog documents routing pages through escalation policies and integrating with third-party alerting sources. Those documented capabilities do not establish that one product reduces fatigue better than another. (Prometheus Alertmanager documentation; Datadog: On-Call Integrations.)

Test and review paging rules before rollout

Treat a paging rule like production code: review it with the service team, document its action in a playbook, and run it in a nonpaging or test mode before enabling it for on-call. A test window should cover representative conditions for that system, such as deploys, maintenance, and normal load peaks. The Google SRE workbook says, “A week of testing is probably about right,” while noting that the right duration depends on the alert and system. Use the test period’s trigger rate to estimate likely paging load, rather than assuming the alert will behave well in production. (Google SRE: On-Call.)

After rollout, keep reviewing the incident-to-notification relationship and the action responders took. If a rule repeatedly fires without requiring action, tighten its condition, change its route, or remove it. If a real incident reaches users without a page, improve symptom coverage rather than adding a broad collection of cause-based pages.
