TunnelBear is worth considering if unlimited devices on its paid plan, its listed protocol choices, anti-censorship features, and public audit materials matter to you. Hotspot Shield offers a larger advertised country count on Premium and a daily-capped free tier. Your better fit depends on how you use a VPN and the terms shown for your location and device.
How do their plans compare?
The free plans use different kinds of limits: TunnelBear gives a monthly data allowance, while Hotspot Shield lists a daily allowance along with a speed cap. Neither cap should be treated as directly equivalent to the other.

Choose TunnelBear’s free plan for a monthly allowance
TunnelBear’s 2 GB allowance is pooled over the account month rather than rationed by day. That may suit occasional use, but the monthly cap can be exhausted before the next reset. Hotspot Shield lists 500 MB per day, a 2 Mbps speed limit, US servers, and one device for its free version. There is no single free-plan winner for every user: decide whether a monthly pool or daily limit better fits your usage, and whether the listed speed and server restrictions are acceptable.

Which VPN has better privacy evidence?
Neither provider’s marketing claim alone establishes that it collects no data. A no-activity-logging statement is narrower than a claim that no account, operational, or payment information is collected or retained.
TunnelBear
TunnelBear’s feature page says, “TunnelBear does NOT log any activity of customers connected to our service. Period.” That is the provider’s own claim. Its privacy policy, dated May 11, 2026, describes account information such as email address and paid status, operational information such as operating system and app version, monthly data used, operational events, geolocation, crash reports, and device information, as well as payment-related data. TunnelBear’s February 14, 2024 announcement describes a Cure53 audit conducted in 2023. TunnelBear reported 43 workdays by seven senior auditors and 13 issues, including two high-risk and zero critical-risk issues; it said 12 had been fixed or mitigated when the announcement was published. The post quotes Cure53’s report as saying, “TunnelBear developers have overseen a marked security improvement with each passing round of testing.” This documents a past audit, not a fresh assessment of the service in 2026 or proof that current risks are resolved. Hotspot Shield
Hotspot Shield support says the company claims it does not log data that could be tied back to browsing activity. That is a company statement, not independent verification. Which should you choose?
- Consider TunnelBear if you want its listed protocol selection, GhostBear, and—on Unlimited—unlimited devices, and you value the availability of a detailed privacy policy and published audit history.
- Consider Hotspot Shield if its advertised Premium country coverage or daily-capped free plan better matches your needs, and you are comfortable verifying the current device and billing terms.
- Do not choose based on speed, reliability, or streaming claims alone: the evidence here does not include comparative hands-on tests or independently measured performance.
