Deep tech is innovation built on a meaningful scientific discovery or substantial engineering advance, where making the underlying technology work is a central challenge. “Ordinary tech” is not a formal category and can be highly sophisticated; the practical difference is usually where the main innovation and risk lie. Deep-tech ventures must often prove a difficult technical capability, while other technology businesses more often apply available tools to improve a product, reach customers, or build a workable business model. The boundary is not a fixed checklist, and it can shift as a technology matures.
What counts as deep tech?
A venture is most plausibly described as deep tech when its core contribution depends on new scientific knowledge or a substantial engineering advance—not simply on using technology in a new product or service. India’s National Deep Tech Startup Policy Framework describes characteristics such as novel scientific or engineering knowledge, technical uncertainty, multidisciplinary work, long development timelines, and significant capital needs. These are common characteristics, not mandatory thresholds that every company must meet.
The European Commission’s 2022 New European Innovation Agenda describes deep-tech innovation as rooted in cutting-edge science, technology, and engineering. It notes that deep tech often combines advances in physical, biological, and digital fields and can address large-scale challenges. A company need not span all three fields to qualify.
There is no universally applicable definition. The Royal Academy of Engineering makes that limitation explicit in its State of UK Deep Tech 2024 report. Treat the label as a useful description of the work and its risks, rather than a certification with a universal pass-or-fail test.

How is deep tech different from ordinary tech?
“Ordinary tech” is a convenient contrast, not a judgment that a company is untechnical or uninnovative. Many products built on established technologies require excellent engineering, design, operations, and business execution. The distinction is whether the venture’s main unresolved problem is technical feasibility or the successful application and commercialization of technology that already works.

This is a framing tool, not a rigid taxonomy. A company can face hard technical problems and difficult commercialization risks at the same time. The Inter-American Development Bank’s 2023 discussion of deep-tech startups draws the distinction by asking whether the biggest challenge is making the technology work or finding product-market fit and a profitable, scalable model.

What are examples of deep tech?
Deep tech is not a list of industries. Institutional and government sources give examples including biotechnology, biomanufacturing, synthetic biology, advanced materials, semiconductors, quantum technologies, robotics, space technologies, advanced batteries and supercapacitors, smart grids, and solar technologies. The EU Council’s 2024 conclusions on Europe’s competitiveness also name combinations such as nanobiotechnology and bioinformatics. India’s 2026 statement on its research and innovation funding framework lists priority areas; that policy list is not a universal definition.
These examples indicate where deep-tech work can occur, not that every company in those sectors is deep tech. A company in a recognized field still needs to be assessed by what it is actually developing and where its central technical uncertainty lies.

Not automatically. A startup that uses established cloud and machine-learning tools to improve an existing workflow may be doing valuable technology work, but the sector label “AI” alone does not establish that it is deep tech. A venture developing a new scientific or engineering capability whose feasibility remains uncertain is more consistent with the defining characteristics. The same test applies to other fashionable or frontier fields: assess the technical contribution, not just the label.
How to assess a company’s claim to be deep tech
- Identify the core contribution. What capability, discovery, or engineering advance is the company building? Separate that contribution from the product features and business model around it.
- Locate the main uncertainty. Is the key question whether the technology can be made to work reliably, or whether an existing technology can be packaged, sold, and adopted successfully?
- Look at the development burden. Technical validation, intensive R&D, long timelines, specialist disciplines, and substantial capital needs can support the description, but none is a standalone requirement.
- Ignore the sector label as a verdict. Being in AI, biotech, energy, or another advanced field does not by itself make a company deep tech.
- Consider maturity and context. A technology that was frontier work at one point may become familiar and widely adopted later. The label can therefore be more apt at one stage of a technology’s development than another.
Why the boundary changes over time
Deep tech describes the nature and difficulty of an innovation, not a permanent status. As technical barriers fall and a once-novel capability becomes established, later businesses may focus on applying, distributing, or improving it rather than solving the original scientific or engineering problem. UNDP’s 2025 Frontier Tech Radar contrasts science- and engineering-rooted deep tech with conventional innovation centered more often on business models, user applications, or incremental improvements, while noting that frontier technologies can become mainstream.
The most useful short test is therefore: Is the venture’s defining challenge making a new technical capability work, or using technology that already works to solve a customer or business problem? The answer will not classify every company cleanly, but it is more informative than the industry name alone.
