Small studies have documented pedestrian conflicts, distractions, obstructions and potential accessibility problems, while a routing study suggests that crowds, obstacles and weather can make travel times less predictable. But the available evidence does not establish a representative injury rate, a disability-specific impact rate or a fleet-wide reliability figure. The practical answer depends on the route, operating conditions and local rules.
How safe are sidewalk delivery robots around pedestrians?
Safety depends on how a robot interacts with people and the layout of the route—not simply on whether the device can move autonomously. The available field evidence points to situations that deserve attention, but it does not establish how often robots cause injuries across cities or commercial fleets.
What a campus study observed
A 2022 METRANS report examined video-recorded interactions at 10 shared-use sites at Northern Arizona University over five days. In the study’s coded sample, 46% of interactions involving pedestrians and 39% involving bicyclists were categorized as normal. Those percentages describe only the interactions recorded and coded for that campus study; they are not general safety rates or injury statistics.
The report found that more serious observed conflicts tended to occur near narrow or intersecting paths without clear space allocation. Conflict severity also tended to increase when a robot crossed a person’s intended path, sometimes prompting an evasive move. The campus survey found pedestrians generally more comfortable sharing paths than bicyclists, but its convenience sample and campus setting limit how broadly that finding can be applied.

What a city pilot adds
A Pittsburgh pilot study covering July–December 2021 described distractions and obstructions affecting sidewalk users, including children and dogs, and reported potential accessibility issues. It documents possible ways interactions can go wrong in one city pilot; it does not show how frequently those events occur elsewhere.
Can delivery robots block wheelchair ramps or make sidewalks harder to use?
They can create an access problem if a moving or stopped device occupies needed walkway space, blocks a curb ramp or crossing, draws attention away from the path, or forces someone to change course. Whether a particular robot is easy to detect and navigate around can also matter. These are practical mechanisms to assess, not proof of a quantified impact on any one disability group.

The Pittsburgh study identifies potential accessibility concerns, but the available material does not quantify outcomes for blind pedestrians or wheelchair users. In a UK parliamentary answer dated 15 July 2026, Department for Transport minister Simon Lightwood said planned trials would examine effects on pedestrians, particularly vulnerable groups: “A key part of the trial will be understanding the impact on pedestrians, particularly the most vulnerable groups.” The answer described an assessment intended for trials, not a published population-wide outcome rate.
Keep delivery robots distinct from robots used to assess sidewalks. In September 2026, Pleasanton announced that Daxbot robots would collect information about sidewalks, curb ramps, intersections, transit stops and pedestrian facilities for the city’s ADA Self-Evaluation and Transition Plan. That is a sidewalk-assessment use, not evidence that delivery robots improve access.

How reliable are they in crowds, bad weather or on difficult routes?
“Reliable” can mean several different things: completing a delivery, staying operational, navigating without intervention, arriving on time, or handling a blockage safely. A result about one measure does not establish the others.
A 2026 article in Transportation Research Part C modeled travel-time uncertainty from pedestrians and obstacles and compared routing methods in a Stockholm case study. It reported that robust routing approaches improved modeled operational reliability relative to a conventional shortest-path method. The model also found performance especially sensitive for wider, slower and more conservative robots under poor weather or high pedestrian congestion.

This is simulation and case-study evidence, not a measured on-time rate across commercial operators. The available evidence does not establish comparable multi-operator figures for delivery completion, breakdowns, weather availability or on-time performance. To evaluate a specific service, ask what reliability measure it reports, for which routes and dates, and under what operating conditions.

- Pedestrian interaction: Check whether the device yields, how it handles path crossings and crowds, and whether people are routinely forced to make evasive moves.
- Accessible clear space: Consider walkway width, curb ramps and crossings, obstruction reporting, and whether disabled pedestrians are included in impact assessments.
- Operating conditions: Account for route geometry, pedestrian volume, weather, robot width and speed, and how conservatively the navigation system behaves.
- Reliability definition: Separate travel-time predictability from successful delivery, uptime and weather availability. Look for dated data tied to the operator and geography in question.
- Governance: Find out whether permits apply, where robots are restricted, who is accountable for a malfunctioning or obstructive device, and how complaints are reported.
Who regulates sidewalk delivery robots?
Rules vary by jurisdiction, so a rule or operating arrangement in one place should not be treated as a national standard.
Alexandria, Virginia
Alexandria’s city information says personal delivery devices are largely regulated under Virginia Code §§ 46.2-904 and 46.2-908.1:1. The city says Serve Robotics launched there in December 2025, states that devices should yield to pedestrians, provides a reporting route for malfunctioning or obstructive devices, and lists King Street and certain Old Town areas as exclusions. These are local details, not rules for other cities.
United Kingdom
In an answer dated 14 April 2026, Lord Hendy of Richmond Hill said, “There is currently no specific legislation for delivery robots,” and described possible future reform concerning low-speed zero-emission vehicles. A separate answer dated 15 July 2026 described planned trials using powers sought through the Regulating for Growth Bill, while saying permanent regulation would require detailed consultation and impact assessment. These are time-specific statements about the UK framework; they should not be applied to other jurisdictions or assumed to describe later policy changes.

The studies are useful for identifying failure modes and questions that deployments should answer. Their local samples and modeled results do not, by themselves, establish the frequency of harms or service failures across a national fleet.
