Refinery capacity and imports affect how much gasoline reaches U.S. markets, but neither sets the pump price alone. When refineries produce less than demand requires, prices can rise—especially if inventories are low and replacement fuel is hard to deliver. Imports can help fill the gap, but timing, fuel specifications, logistics, and competing demand limit how quickly they can do so. Crude oil, taxes, and distribution and retail costs also shape what drivers pay.

How refinery capacity affects gasoline supply

Refineries turn crude oil into gasoline and other petroleum products. Their capacity sets a ceiling on potential production; actual output depends on how much equipment is operating and what products it can make. Planned maintenance, accidents, severe weather, and other disruptions can reduce throughput. Because refineries have limited short-term ability to shift output among gasoline, diesel, and jet fuel, lower production of one product cannot always be offset quickly by making more of it elsewhere.

How do refinery outages affect gas prices?

An outage does not automatically cause a large price increase. The effect depends on how much supply is lost relative to demand, how much fuel is in storage, and whether other suppliers can deliver suitable product. EIA’s analysis found that refinery outages generally did not produce a significant monthly price impact. It also explains that an outage can add pressure when the market is already tight and replacement supplies are not readily available.

Inventories can bridge a short-lived disruption. EIA calls stocks “the cushion between major short-term supply and demand imbalances,” and notes that stock levels can significantly affect gasoline prices. When stocks are thin, buyers may bid more aggressively for available fuel because they are concerned supplies will not be adequate later. EIA: Gasoline price fluctuations.

The local effect can be more pronounced than the national one. For example, after a series of Midwest refinery outages, Chicago’s average retail gasoline price was more than 20% above the U.S. average during the three weeks from July 22 to August 5, 2024. In the same episode, Midwest refinery utilization fell 11 percentage points between the weeks ending July 12 and August 9. How do gasoline imports affect prices?

Imports add refined gasoline to domestic supply and can supplement local refinery production. EIA identifies imports as one of the factors affecting gasoline supply; East Coast and West Coast markets rely on them to supplement local production. If suitable fuel is available abroad and can be delivered in time, imports can help ease a regional shortfall.

Imports are not an instant replacement for lost refinery output. Their price effect depends on whether product is available, how quickly it can be shipped and moved through ports and distribution networks, whether it meets local fuel specifications, and whether buyers elsewhere are competing for the same supply. The relevant question is not simply whether gasoline is produced somewhere else, but whether it can reach the affected market when needed. EIA: Factors affecting gasoline prices.

Why are gas prices different by region?

Regions differ in refinery access, import routes, inventories, fuel requirements, and distribution systems. The West Coast has relatively limited alternative sources of gasoline that meets its specifications, so a regional refinery outage there can have a different effect from an outage in a market with more readily available alternatives. Local disruptions therefore need not move prices equally across the country.

Season also matters. Gasoline demand and required formulations change over the year. From 2004 through 2023, the average U.S. retail price of regular gasoline in August was about 40 cents per gallon higher than in January, according to EIA. That historical difference reflects a combination of demand and formulation changes; it is not a forecast or a guaranteed annual increase. EIA: Factors affecting gasoline prices.

Why can gas prices rise when crude oil prices are stable?

Retail gasoline prices combine several costs: crude oil, refining, distribution, retail operations, and taxes. Crude oil is the largest component, but it is not the only one. If refinery supply tightens, the refining margin can rise and contribute to a higher pump price even while crude oil prices are steady. Conversely, crude oil prices can change while refinery operations remain stable.

A crack spread—the difference between the value of refined products and the cost of crude inputs—is an indicator of refinery margins, not the full retail gasoline price or a guaranteed measure of refinery profit. What recent U.S. indicators show

EIA’s October 5, 2026 analysis reported that U.S. refinery utilization averaged 95% in the third quarter of 2026. At the end of September, gasoline inventories were 7% below their 2021–2025 five-year average. EIA also reported that the quarterly average gasoline crack spread more than doubled its year-earlier level in the third quarter, associating elevated spreads with tight global supply. How to assess a refinery or import story

To understand why a particular market’s price is moving, consider the factors together rather than attributing the change to one headline:

  • Crude oil: Has the cost of the main refinery input changed?
  • Refinery operations: How much capacity is operating, and what volume or product mix is affected?
  • Imports: Is suitable fuel available and deliverable to this market, and on what timeline?
  • Inventories: Can stocks cover the disruption, or are they already tight?
  • Demand and specifications: Is the event occurring during a high-demand period or a transition to a different gasoline formulation?
  • Local costs: Are distribution, retail, or tax differences contributing to the pump price?

These factors explain why a refinery outage may barely register in one period but cause sharper regional pressure in another. The market response depends on whether the lost supply can be covered before demand, inventories, or delivery limits become binding.
