AI can help identity systems match biometrics, validate documents and attributes, detect fraud, and assist users. It can also help attackers create convincing forged evidence and scale identity attacks. Securing identity therefore takes more than choosing a biometric model: organizations must protect the full process—from proofing and enrollment through authentication and federation—and govern the AI and data used along the way.
The current NIST baseline, Digital Identity Guidelines, SP 800-63 Revision 4, was finalized in July 2025. It is guidance for digital identity services, particularly those used by government information systems, not a complete legal rulebook for every organization or jurisdiction.
Where AI fits in the identity lifecycle
Digital identity is a sequence of decisions, not a single face scan. NIST SP 800-63 Revision 4 organizes its guidance around identity proofing, authentication, and federation, with assurance levels to help services select controls appropriate to their risks. A weakness at one stage can undermine decisions made at another.
Proofing and enrollment
Proofing establishes that an applicant is the person they claim to be and binds validated attributes to an account or credential. AI may automate checks of documents or other evidence, compare a face with an image, or flag suspicious cases. But collecting an image or document is not the same as establishing that its attributes are authentic, accurate, and valid. NIST describes validation methods that include visual inspection, automated document validation, and cryptographic verification.

Authentication
Authentication checks whether a person presenting a credential should be granted access to an existing account. Biometric matching can contribute to that decision, but it answers a narrower question than identity proofing: whether a captured sample resembles an enrolled sample. It does not, on its own, establish that the current capture is genuine or that the broader account and session are safe.
Federation
Federation lets one service rely on an identity assertion from another. The relying service needs to understand what the assertion establishes, how it was produced, and whether its assurance fits the action being authorized. AI controls at proofing or authentication do not remove the need to manage trust between the identity provider and relying service.

NIST describes AI and machine learning uses including biometric matching, evidence or attribute validation, fraud detection, and user assistance. Its guidance also adds requirements addressing injection attacks and forged media, including deepfakes, while expanding fraud-related requirements. See the official SP 800-63-4 publication.
How forged media and injection can defeat remote checks
In an injection attack, forged or modified media is introduced between the capture point and the component making the comparison. The system may receive an image or video that looks plausible without having captured it from the person and sensor it expects. Generated media can target document checks, automated biometric mechanisms, or a human agent reviewing a remote session.

NIST warns that remote proofing is vulnerable across optical capture and inspection, automated biometric mechanisms, and video systems used for attended processes. It also states that comparing a captured biometric sample alone does not prevent injection attacks. A convincing face is only one part of the problem: the route by which evidence reaches the verifier matters too.
In SP 800-63A-4, NIST says its guidance does not address AI as a discrete threat type; rather, the mitigations address threats that attackers may perpetrate or scale using AI tools. That distinction matters: a control should be selected for the attack path it is meant to disrupt, not because it is marketed as an “AI detector.”

Which controls address which parts of the problem?
Controls are complements, not interchangeable substitutes. The appropriate combination depends on the assurance required, the transaction, and the ways an attacker could manipulate evidence or impersonate a user.

NIST also calls for testing algorithms against both forged or manipulated media and genuine media to establish expected false-positive and false-negative rates. These rates should inform operational decisions: a system that blocks genuine users too often can undermine access, while a system that misses attacks can create false confidence. Testing is not a guarantee against attacks outside the evaluated conditions.

How to govern an AI-enabled identity system
AI governance is part of identity security because model behavior, training data, updates, and decisions can affect both fraud exposure and people’s ability to access services. NIST says AI/ML use must be documented and communicated to relying organizations, including information about training methods, datasets, update frequency, and test results. Organizations using or relying on such systems should use the NIST AI Risk Management Framework to evaluate introduced risks and conduct privacy risk assessments for personal information processed by the systems.
- Document the role of each model. Record what the system automates or recommends, where a human makes or reviews decisions, and what identity evidence or personal information it processes.
- Make reliance understandable. Provide relying organizations the relevant information about training methods, datasets, update cadence, and test results so they can evaluate the system in context.
- Assess privacy risks. Review what personal information is collected or inferred, how it is used, and the risks introduced by processing it through AI/ML systems.
- Test both sides of the error trade-off. Measure false positives and false negatives against genuine as well as forged or manipulated media, then review whether results remain appropriate as conditions or models change.
- Plan escalation and correction. Give staff a way to investigate uncertain or flagged outcomes and let affected users seek correction or an alternate path where appropriate to the service and assurance level.
NIST’s SP 800-63-4 frames digital identity decisions in terms of security, privacy, risk management, and user experience. The standard does not establish that any particular commercial model or detector is effective; organizations need evidence relevant to their own deployment.
Make identity security an operating capability
Identity teams cannot manage these risks in isolation. NIST recommends close coordination among identity, cybersecurity, privacy, threat intelligence, fraud detection, and program integrity teams, with mechanisms for sharing relevant information. This lets teams connect signals that may otherwise remain siloed—for example, a proofing anomaly, a threat-intelligence warning, or suspicious activity after account creation.
For organizations putting an AI-enabled identity service into use, a practical sequence is to map the lifecycle and assurance needs, identify attack paths at each stage, select complementary controls, test error rates and privacy impacts, and establish who reviews and responds to signals. NIST’s SP 800-63-4 implementation resources support organizations applying the guidelines. NIST reports that Revision 4’s development included foundational research, two public drafts, and nearly 6,000 individual public comments; that figure describes the standards-development process, not the effectiveness of any control.
