UPI MDR is a proposed merchant-side fee for processing certain digital payments—not a charge on every UPI user. As of 7 October 2026, the Government has announced a limited framework scheduled to begin on 15 October 2026. It covers specified person-to-merchant (P2M) transactions, while person-to-person (P2P) payments remain free and covered small merchants are exempt. The debate is about how to fund payment services without undermining affordability, inclusion, or the willingness of shops and customers to use UPI.
What is MDR in UPI?
MDR means “merchant discount rate”: a payment-processing charge applied on the merchant side. In the Government’s description, MDR helps recover service expenditure by payment-system participants. It is not, by definition, a fee charged to the consumer. The Ministry of Finance stated on 15 September 2026: “It is clarified that MDR is neither a tax nor a charge collected by the Government or NPCI.” The Ministry says the announced MDR is distributed among payment ecosystem participants. A merchant fee can still affect consumers indirectly if a business changes prices or discourages particular payment methods. The announcement does not establish whether merchants will pass on costs, nor does it provide audited per-transaction costs for the UPI ecosystem.
Is UPI still free, and who is covered by the announcement?
The answer depends on the type of payment and merchant. As of 7 October 2026, the announced framework is scheduled to start on 15 October; it should not be described as already in force. The Government says most P2M transactions will be unaffected, and estimates that approximately 96% will remain unaffected. That is an official estimate, not a measured post-implementation result.

The release also describes specified sector rates and transaction caps. Exact scope, rates, caps, and merchant classifications should be checked against the underlying notification and NPCI circular, as the official framework and its implementation details are time-sensitive. Why was UPI MDR set at zero?
The zero-MDR policy was a decision about who should bear acceptance costs, not proof that processing payments has no cost. The RBI records that the Government directed that MDR not be collected for UPI and RuPay debit-card transactions from 1 January 2020. The policy rationale linked lower participant costs with merchant onboarding, but that rationale does not quantify all system costs or prove that the policy caused a particular level of adoption. For low-value UPI payments, the Government later used a time-limited subsidy instead of charging the eligible merchant. Its scheme for 1 April 2024 through 31 March 2025 had an estimated outlay of ₹1,500 crore, according to the Government of India in 2025. Eligible small merchants received an incentive of 0.15% on transactions up to ₹2,000 under that scheme. This was an incentive paid under a historical scheme, not an MDR rate, and the stated scheme period has ended. See the scheme release and its eligibility explainer.
Who should pay for UPI acceptance?
There are four broad ways to fund acceptance and related services: charge merchants, charge consumers, have providers absorb costs, or use public funds to subsidize some transactions. Each places costs and incentives differently.

The announced framework is a selective merchant-funding approach rather than a universal UPI fee. Its stated design distinguishes P2P from P2M and uses transaction value, merchant size, and sector treatment. Whether that combination best balances cost recovery and continued participation cannot be determined from the announcement alone.
Why charge merchants, and what could go wrong?
The case for a merchant-side charge
Payment acceptance involves services provided across the ecosystem. If a merchant-side charge generates revenue for participating providers, it may help fund those services without a consumer fee. That is the stated economic rationale; the available official sources do not establish the actual cost of each UPI transaction or whether the announced rates cover those costs.

The case for keeping acceptance free
A merchant fee reduces the amount a business retains from a payment unless it can absorb the cost or respond in another way. If merchants reject digital payments, steer customers toward cash, or alter prices, the policy could weaken convenience and broad participation. Those are plausible behavioral risks, not demonstrated outcomes of the announced framework. Cash handling also has costs, but the sources cited here do not provide a comparable measurement.
The inclusion question
Small businesses may have less room to absorb a fee than larger merchants. The announced exemption for covered small merchants is intended to address that concern, while transaction and sector distinctions narrow the framework’s scope. Whether those boundaries protect the merchants most exposed to cost pressure depends on the final classifications and how they operate in practice.

What will determine whether MDR works?
- Clear scope: Merchants and customers need understandable rules for covered transaction values, merchant categories, exemptions, and rates.
- Transparent cost evidence: A policy case for charging should be informed by disclosed, credible costs and by how revenue is distributed among acquiring banks, payment service providers, app providers, and other participants.
- Observed merchant behavior: Actual acceptance, customer usage, pricing, and substitution after implementation matter more than assumptions about pass-through.
- Targeted protection: Exemptions or subsidies should reach the merchants they are designed to protect, with eligibility rules that can be applied consistently.
- Review over time: Transaction patterns and ecosystem costs can change, so the policy’s effects and the basis for its parameters need evaluation.
NPCI publishes ecosystem statistics, including transaction and member measures; those figures can help describe system activity but do not, by themselves, establish per-transaction costs or the effects of MDR. View NPCI’s UPI ecosystem statistics.
What merchants and customers should do now
Because the announced start date is still in the future as of 7 October 2026, merchants should not assume that every UPI payment will incur MDR or rely on a general summary for their individual classification. Check the applicable bank or payment-service-provider notice and the final NPCI circular for transaction category, exemption status, and any rate or cap. Customers should not assume a new consumer fee is part of the framework: the Government says consumers and P2P users remain free, while the real-world effect of any merchant pricing response is not yet established.
